13. Order to adopt a Resolution to award the engineering services contract for the three
Municipal & County Water Infrastructure Program to Pickering Firm Inc., and to authorize
Mayor Windham to sign all related documents.

14. Request to approve the purchase of Genetec Door Access Control equipment from United
Automation to include installation and programming in the amount of $14,371.00 for the
Senior Services building. This is a budgeted item. Quotes obtained.

management fees relating to the LED Energy Savings Project.

1500 sq. ft. detached garage to be built at 4303 Lakeshore Drive, Pearl, MS 39208 should
be granted.

Permit to allow NuGen Labs Inc and C/O Chauncey Craig to operate a Cannabis Testing
Laboratory at 185 Country Place Parkway, Suite 720 Pearl, MS 39208 shall be granted.

20. Order to adopt a Resolution to adjudicate the cost of cutting the grass at the property at 256
Bruin Avenue and assess the cost to the property.

1. Order to determine whether or not a Conditional Use Permit to allow Lorenzo Welch to
operate a home based inflatable business at 367 Mary Ann Drive, Pearl, MS 39208 shall be
granted.
Lorenzo Welch appeared on behalf of his request. Community Development Director, Brad
Robertson recommended that the request be denied in accordance with the Code of
Ordinances of The City of Pearl. There was no opposition to this request. Motion was made
by Alderman McHenry and seconded by Alderman Knight to deny the request by Lorenzo
Welch for a Conditional Use Permit to allow him to operate a home based inflatable
business at 367 Mary Ann Drive, Pearl, MS 39208. The permit was denied. The following
members of the Board of Alderman voted in favor of the Motion which became the Order
of the Board:
Aye: Alderman McHenry, Alderman Williams, Alderman Dennis, Alderman
Steverson, and Alderman Knight
Nay: Alderman Foy, and Alderman Gill
2. Public hearing to determine whether or not a Variance Permit to allow Anthony Windham
to build a carport that is at a 20 ft front set back instead of the required 30 ft setback the
ordinance requires at 238 Greer Drive, Pearl, MS 39208.
Anthony Windham appeared on behalf of his request. Brad Robertson recommended that
the request should be granted. There was no opposition to this request. Motion was made by
Alderman Foy and seconded by Alderman Williams to approve the request by Anthony
Windham for a Variance Permit at 238 Greer Dr., to allow him to build a carport with a 20
ft front set back instead of 30ft. The following members of the Board of Alderman voted in
favor of the Motion which became the Order of the Board:
Aye: Alderman McHenry, Alderman Williams, Alderman Dennis, Alderman
Steverson, and Alderman Foy
Nay: Alderman Gill, and Alderman Knight

Motion was made by Alderman Foy and seconded by Alderman McHenry to tabled
Consider Amending the Official Zoning Map and the Official Zoning Language of the City
of Pearl, Mississippi. The following members of the Board of Alderman voted in favor of
the Motion which became the Order of the Board:

Steverson, Alderman Foy, Alderman Gill, and Alderman Knight
GENERAL BUSINESS

A motion was made by Alderman Foy, and seconded by Alderman Gill, to adjourn the meeting in
Honor of Mr. James Netherland. The motion carried by the following vote:

5. Approval of wage increases.
6. Order to approve and authorize budget amendment for the City of Pearl, Mississippi, for the
fiscal year beginning October 1, 2022 and ending September 30, 2023, budget equals actual.
7. Order to approve the Municipal Compliance Questionnaire for the City of Pearl,
Mississippi, for the fiscal year beginning October 1, 2022 and ending September 30, 2023,
and to authorize Mayor Windham and City Clerk to sign the same.
8. Order to approve and authorize the Police Chief's Office to maintain a petty cash fund of
$150.00 per month, for payment of lunches for inmates assigned as janitors for PD Complex
and car tag expenses for PD. Funds are to be separately and securely held in a cash box at
Police Department Complex. Cash shall only be removed from the box upon prior delivery
(by fax or email) to the Clerk of a written requisition signed by the Police Chief or his
designee and placement of copy of such requisition in the cash box. Receipts shall be
obtained for all transactions and the original receipts shall be delivered to the Clerk and a
copy of such receipt shall be affixed to the copy of the corresponding requisition in the cash
box. On the last business day of the month, the cash box shall be delivered to the Clerk's
Office at City Hall and the Clerk shall reconcile the box balance with her records and may
remove the duplicate requisitions and receipts and shall replenish the fund balance for the
next month.
9. Order to approve an RFP to be advertised for artists to design and execute an exterior mural
on the Old High School Gym at City Hall Complex at 2420 Old Brandon Rd.
10. Order to adopt a Resolution accepting the bid of Thrash Construction for construction of
Central Fire Station and Fire Station No. 5, finding that the conforming bid of Thrash
Construction, is the best bid in the amount of $9,120,000.00 (base bid), and that the contract
should be and hereby is awarded to Thrash Construction, and to authorize Mayor Windham
to sign all related documents.
11. Order to approve the agreement to provide legal representation by and between, Watkins &
Eager and the City of Pearl for matters pertaining to Bloomfield, LLC, and to authorize
Mayor Windham to sign all related documents.
12. Order to approve and authorize payment to AJ Construction Company in the amount of
$1,212,280.13, for the Road Overlay Project.
13. Order to adopt a Resolution to award the engineering services contract for the three
Municipal & County Water Infrastructure Program to Pickering Firm Inc., and to authorize
Mayor Windham to sign all related documents.
