fixtures relating to the LED Energy Savings Project.

13. Order to accept the Pearl Futbol Club proposal submitted by Rankin Soccer Club for skills
sessions, and to approve a donation from the city in the amount of $3400.00 to the Pearl
Futbol Club for said sessions for the 2023 Fall Season.

16. Order to approve and authorize the police officers identified on the proposed part-time work
schedule for September 2023, which is attached hereto and made a part hereof, the use of the
official Pearl Police Department uniform and official Pearl Police Department duty weapon and
finding that the proposed employment is not likely to bring disrepute to the City of Pearl, or the
Pearl Police Department, the officers at issue, or law enforcement generally, and that the use of
the official uniform and weapon in the discharge of the officer’s private security endeavor
promotes the public interest of the City of Pearl.

Pearl-Richland Intermodal Connector Commission and Pickering Firm, Inc. for engineering
services related to the Pearl-Richland Intermodal Connector Phase II project, and to
authorize Mayor Windham to execute the same (contingent upon MDOT review and

PUBLIC HEARINGS
1. Public hearing to determine whether or not a Conditional Use Permit to allow Journey
Church MS Inc. to operate a church at 339 Cross Park Drive, Pearl, MS 39208.
Motion was made by Alderman Foy and seconded by Alderman Williams to approve the
request for a conditional use permit by Journey Church MS to operate a church at 339 Cross
Park Drive, Pearl, MS 39208. The following members of the Board of Alderman voted in
favor of the Motion which became the Order of the Board:
Aye: Alderman McHenry, Alderman Williams, Alderman Dennis, Alderman
Steverson, Alderman Foy, Alderman Gill, and Alderman Knight
PUBLIC HEARINGS 21-19-11
Determine whether or not the owners and those certain parcels of real property which are listed herein,
are in such a condition or state as to be unsightly and un-kept or otherwise a menace to the public health
and safety of the community, and therefore, prohibited, pursuant to Chapter 24 of the Code of
Ordinances of the City of Pearl, Mississippi and Section 21-19-11 of the Mississippi Code of 1972, as

Motion was made by Alderman Foy and seconded by Alderman Knight to continue the
matter to November 7, 2023. The following members of the Board of Alderman to the

Resolution to Adopt the Budget for the City of Pearl, Mississippi for the Fiscal Year
Beginning October 1, 2023 and Ending September 30, 2024.
The following members of the Board of Alderman voted in favor of the Motion which
became the Order of the Board:
Aye: Alderman McHenry, Alderman Williams, Alderman Steverson,
Alderman Foy, Alderman Gill, and Alderman Knight
Recused: Alderman Dennis

A motion was made by Alderman Foy, seconded by Alderman McHenry, to adjourn the meeting in

7. Order to adopt a Resolution of the Mayor and Board of Aldermen of the City of Pearl,
Mississippi, authorizing and directing the issuance of General Obligation Public
Improvement Bonds, Series 2023, of the City of Pearl, Mississippi, in the maximum
principal amount of $8,000,000, in one or more federally taxable or tax-exempt series, to
provide funds for the authorized purposes as described herein; prescribing the form and
incidents of the bonds; providing for the levy of taxes for the payment of the bonds;
providing for the sale of the bonds; making provision for maintaining the tax-exempt status
of the bonds; approving and authorizing the distribution of a preliminary official statement;
authorizing the execution and distribution of an official statement pertaining to the bonds;
acknowledging and authorizing the execution of post issuance compliance procedures;
authorizing a municipal bond insurance policy and a municipal bond rating; and for related
purposes.
8. Order to rescind the award of Truist proposal for financing of wireless communications and
to award said financing to Cadence Bank and to authorize Mayor Windham to sign all
related documents.
9. Order to approve the Contract for Legal Services by and between the City of Pearl,
Mississippi and Brendan Sartin and to authorize Mayor Windham to sign the same.
