BOARD OF TRUSTEES November 14, 2022 PRESENT: Mayor Monachino Lapey Trustee Senerchia Trustee Bennett Trustee Owen-Michaane Trustee Cataldi DeLillo Attorney Cornachio Manager Pierpont PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ------------ OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. She hoped that everyone had a great Veterans’ Day weekend. She thanked veterans for their service. She said that the Village has received resumes and is culling through them. The Village Manager said that we’ve received numerous applications. Mayor Monachino Lapey said that we have a comprehensive and objective process and we will continue to have strong leadership at the top. The Mayor said that we will continue to do what we think is in the best interest of the Village. Trustee Owen-Michaane said that the job was posted and asked what avenues were used for the posting. Manager Pierpont said that the job was listed with New York State Association of Municipal Managers, the Westchester County Association of Managers and nationwide. The Mayor said that we’ve cast a wide net. The Mayor and Board will make the final determination and that process is underway. Mayor Monachino Lapey spoke about the recent storm. She thought that the Village fared rather well. The Mayor said that the Village is dedicated to the maintenance of our infrastructure. She spoke about the advocacy by the Board and Village Manager in jurisdictions outside the Village of Pelham Manor. Manager Pierpont spoke about a meeting with New York City Parks officials which was very productive. ---------- MINUTES FROM THE OCTOBER 24, 2022 REGULAR MEETING The Mayor asked if there were any questions, comments or corrections to the minutes. There were no edits to the minutes. 1 After discussion and upon motion duly made and seconded, it was RESOLVED, that the minutes from the October 24, 2022 Regular Meeting be and hereby are approved. Trustee Senerchia abstained from voting because he was not at the October 24, 2022 meeting. ----------- REPORTS Police Commissioner Bennett reviewed the monthly report for October with Chief Atkins. The Police Chief said that the month was relatively quiet. Larcenies continue to be down. Residents are locking their vehicles and taking the keys. Police Commissioner Bennett said that a number of summonses were given for leaf blower violations. The Police Chief discussed Local Law 3 which is the leaf blower law. He said that there were twelve summonses issued for October for the unlawful use of leaf blowers. The Chief said that there was one larceny at 24 Hour Fitness. Jewelry and a Rolex watch were stolen from a locked locker. A bolt cutter was used to remove the lock. The Chief urged people to leave their valuables at home. He said that Halloween went well. The weather was good. The holidays will be here shortly. The Police Commissioner urged residents to be mindful of personal effects and be aware of your surroundings. The Mayor said that the Police presence was felt during Halloween, but it was not overbearing. The Mayor and Board thanked the Chief for his report. Fire Commissioner Senerchia discussed the monthly report with Chief Greco. He said that there were fifty- eight calls, and it was a busy month. There was one cooking fire and one vehicle fire. There were a dozen motor vehicle accidents. The Fire Commissioner asked the Chief to speak about the accident on I-95. Chief Greco said that ninety gallons of diesel was spilled and the highway was shut down for a little while. He said that it went very smoothly. There were six mutual aid calls. One was with the FDNY and the others were with the Village of Pelham. The local mutual aid was done under a new agreement with the Village of Pelham. They all went well. Fire Prevention week also went very well. The children received information as well as treats. The new fire engine is expected to be ready by late December or early January. He said that the Firefighter toy drive will be underway shortly. He reminded residents to check chimney flues and use caution with space heaters. The Chief said that the Deputy Chief from Yonkers sent a letter commending Pelham Manor firefighter Nick Parisi. Firefighter Parisi assisted with an aided case. He was able to control the flow of blood and helped save the person’s life. Fire Commissioner Senerchia spoke about chimney flues, space heaters and e-batteries. He said that with the battery fires that have been happening, training has to be evolving. He spoke about Halloween at the Firehouse. He said that it was nice to witness the interaction with the kids. The donation of equipment and gear to other departments needs to be highlighted. Chief Greco said that two Fire departments in Kentucky and Arkansas, one that was decimated by floods and the other that relies solely on donations, were sent some gear and equipment that Pelham Manor no longer uses. Mayor Monachino Lapey said that equipment that is no longer compatible with the Village’s was reused and sent to people in need rather than going to a dump. It was a green initiative that helped two fire departments. 2 Fire Commissioner Senerchia said that it was a great way to re-purpose equipment. The Fire Commissioner said that the career firefighters completed seventy-two hours of training and the volunteers completed four hours of training. The Mayor and Board thanked the Fire Chief for his report. The Village Treasurer spoke about the opening and closing balances, revenues, property tax payments and non-property tax revenues. He said that the Village continues to track well. He said that he is anticipating another successful fiscal year. The DPW Superintendent spoke about the tons of leaves collected, street lights replaced, and potholes repaired. He said that cleaning and televising continues. Approximately eighty percent of the project is completed and interim measures continue. The Village has done a lot of sewer work. Street paving is finished for the season. Prospect was put off until the Spring, because Con Edison was planning to do some work in that area. DPW Commissioner Cataldi DeLillo asked about the status of the lift for Village Hall. She was told that the contract has been awarded, and shop drawings are being done. The goal is to get the foundation done before the cold weather. DPW Commissioner Cataldi DeLillo asked if a handicapped space will be located near the elevator. She was told that it was not necessary to do that. The person who looked at accessibility for the building said that it was not necessary. The Village Clerk said that October was a standard month. There were twenty-five building permits. He said he will keep an eye on that because it is a decrease in the number of permits. He said that the revenues are not what they were, and he is keeping an eye on that. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Police, Fire, Village Treasurer, DPW and Village Clerk reports be and hereby are approved. ----------- RESOLUTION AUTHORIZING THE USE OF THE FIREHOUSE AS THE ONLY POLLING PLACE FOR THE MARCH 21, 2023 VILLAGE ELECTION Mayor Monachino Lapey said that the following resolution set the polling place for the Village election in March. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Pelham Manor Firehouse, 4 Penfield Place, Pelham Manor, New York be and hereby is the only polling place for the March 21, 2023 Village Election. ------------ RESOLUTION FOR OFFICES TO BE FILLED IN TH THE MARCH 21, 2023 ELECTION The following resolution was presented. WHEREAS, the next general Village election for officers in the Village of Pelham Manor will be held on March 21, 2023 and WHEREAS, the Board of Trustees must designate by resolution and publish the offices which are to be filled in such election and the terms thereof, 3  NOW THEREFORE BE IT RESOLVED, That the Board of Trustees designates the following offices as vacant at the end of the current official year to be filled at the Village election to be held on March 21, 2023 for the following terms: Mayor Two Years Trustee Two Years Trustee Two Years The Village Clerk is hereby directed to publish this resolution in full in THE JOURNAL NEWS. ------------ RESOLUTION AUTHORIZING IHE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 30550-30624 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign Vouchers Numbers 30550-30624. ------------- PUBLIC COMMENT Toby Marxuach Gusciora, 901 Plymouth Street, asked for a status on the red light camera, the work currently being done on Boston Post Road, the Monopole and Save the Sound. Manager Pierpont said that the Village is waiting for the DOT to review the Village’s permit. Con Edison is expanding high pressure gas service across Boston Post Road. Village Attorney Cornachio said that the status of the Monopole and Save the Sound remains the same. The Village is trying to reach a reasonable negotiation with Save the Sound and there is an appeal for the Monopole. He said that process takes a long time. --------------- EXECUTIVE SESSION The Mayor said that there were issues regarding an employment matter and a legal matter. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the following: Personnel Matter – Collective Bargaining No action was taken in Executive Session. -------------- ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned.
