November 28, 2022

PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT
Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in
attendance where the fire safety exits were located.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed everyone. She said that that the
Village Attorney sends his regrets. He is not feeling well and out of an abundance of caution and
responsibility he will not be here in person, but will be available by device for the board later this
evening.
The Mayor discussed a loss for the community. Jan Marshall a long-time Pelham Manor resident,
has died. She was the wife of Dr. John Marshall, who was killed in a plane crash in 1980 and was
a celebrity doctor before that was a term. She was a pillar of the community and a supporter of all
things Pelham, Westchester and New York. The Mayor said that she is sorry for the family, but
said that that Mrs. Marshall is no longer suffering from her illness.
Trustee Cataldi DeLillo recalled Mrs. Marshall being her substitute teacher when she was in high
school. She offered her condolences to the family.
Trustee Bennett said that Mrs. Marshall was a founding member of the soccer league. She said
that she did so much for the Village. She raised two wonderful people and grandchildren. Trustee
Bennett said that she met her every year at the Marshall Award’s ceremony. She was unable to
attend this year, but her daughter was there. Trustee Senerchia’s brother Nick received the award
this year. Trustee Bennett said that she will be sorely missed.
The Mayor asked the Village Manager for an update on Shore Road.
The Village Manager spoke about a proposed crosswalk on Shore Road by Shore View Circle. A
resident requested the crosswalk. Shore Road is a County Road. He said that the County is
planning to repave Shore Road between 2022 and 2024. They are amenable to this
recommendation and they will incorporate that work when they repave the road.

MINUTES FROM THE NOVEMBER 14, 2022 REGULAR MEETING
The Mayor asked if there were any questions, comments or corrections to the minutes. There
were no edits to the minutes.
After discussion and upon motion duly made and seconded, it was

RESOLVED, that the minutes from the November 14, 2022 Regular Meeting be and
hereby are approved.

SWEARING IN OF JESUS OCEGUERA AS A POLICE OFFICER
Mayor Monachino Lapey said that she was pleased that Jesus Oceguera will be joining the Pelham
Manor Police Department. He is twenty- nine years old and currently lives in New Rochelle. He
began his law enforcement career in 2019 with the City of Mount Vernon where he attained
multiple training certificates including a Field Training Officer certification. He served in the
United States Marine Corps between 2011 and 2015 where he where he was deployed to
Afghanistan for one combat assignment. He is bilingual in English and Spanish.
The Mayor administered the Oath of Office and all in attendance congratulated Police Officer
Oseguera.

TO SET THE BOARD MEETING SCHEDULE FOR DECEMBER
Mayor Monachino Lapey said that traditionally there is one Board meeting in December to take
into account vacation and travel schedules of members. The meeting will be held on Monday,
December 12, 2022.
After discussion and upon motion duly made and seconded, it was unanimously
RESOLVED, that the Regular Meeting of the Board of Trustees be and hereby is set for
Monday, December 12, 2022 at eight fifteen in the evening.
The Mayor said that preliminary interviews for the next Village Manager have begun. She said that
the Board takes this search very seriously. The Board will have a special meting for the express
purpose of interviewing for Village Manager candidates. The Special Meeting will be opened this
Saturday at nine-thirty in the morning and then the Board will adjourn into Executive Session.
After discussion and upon motion duly made and seconded it was unanimously
RESOLVED, that a Special Meeting of the Board of Trustees be and hereby is set for
Saturday, December 3, 2022 at nine- thirty in the morning and will be held for the express
purpose of interviewing candidates for the Village Manager position.

RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS
NUMBERS 30625-30672
After discussion and upon motion duly made and seconded, it was unanimously
RESOLVED, that the Mayor be and hereby is authorized to sign Vouchers Numbers
30625-30672.

PUBLIC COMMENT
Allison Frost, 4579 Boston Post Road, asked if there were any updates on the expired Fire and
Police contracts, the red light cameras at Four Corners and the Save The Sound lawsuit.
The Mayor said that the Board is continuing to work on the contracts. A lot of the information is
privileged.
The Village Manager said that the Village continues to negotiate but we haven’t reached an
agreement yet. He said that we have offers on both tables and are waiting for a response.

The Manager said that the Governor signed the law for a red light camera for all approaches on
Boston Post Road and Pelhamdale Avenue. He said that the Village is waiting for the DOT to
approve work in the right of way. The Village is ready to begin. The Manager said that the
Village will have to work on an amendment or a new permit with the DOT. He said that the
Village will do whatever the DOT wants.
The Mayor said that, regarding the Save the Sound lawsuit, counsel is ill this evening. She said that
he has been in contact with attorney Robert Spolzino on this matter and we expect that he will be
able to attend the December 12th meeting.

EXECUTIVE SESSION
The Mayor said that there were issues regarding an employment matter and a legal matter.
After discussion and upon motion duly made and seconded, it was unanimously
RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session
to discuss the following:
Personnel Matter – Collective Bargaining
No action was taken in Executive Session.
