BOARD OF TRUSTEES January 23, 2023 PRESENT: Mayor Monachino Lapey Trustee Senerchia Trustee Bennett Trustee Owen-Michaane Attorney Cornachio Manager Pierpont ABSENT Trustee Cataldi DeLillo PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in attendance where the fire safety exits were located. ------------ OPENING REMARKS Mayor Monachino Lapey opened the meeting and welcomed everyone. She said that this was a monumental meeting for the Village of Pelham Manor. She said that unfortunately Deputy Mayor DeLillo was unable to be here. She is out of town on business and she will watch the meeting. Trustee Owen-Michaane said that he was invited to an annual gala for the Lunar New Year by the company that owns Crab du Jour in Pelham Manor. It was held in Queens and traditional Chinese food was served. He said that it was a stunning event with pageantry and speeches about the entrepreneurial efforts of restaurants. He said that there are plans to open another sister restaurant in in either City Island or the Village of Pelham. Mayor Monachino Lapey thanked him for representing the Village. The Mayor spoke about the transition that is taking place with the Village Manager position. She said that John Pierpont has been the Village Manager in the Village of Pelham Manor for twenty- eight years. He has given notice and will work with the incoming Village Manager. Mr. Pierpont provided input in the hiring process and the Board has selected a wonderful candidate. Lindsey Luft worked for the Town of Mamaroneck as well as the Village of Ardsley. The Mayor said that we couldn’t be more thrilled. She said that we picked her and she picked us. Trustee Senerchia welcomed Lindsey Luft. He said that it was a rigorous process and we feel fortunate to have her. Trustee Bennett welcomed the new Village Manager and said that she has big shoes to fill. Trustee Owen-Michaane welcomed Linsdey Luft and said that she brings a great deal of knowledge and he is looking forward to the transition. Mayor Monachino Lapey said that this was Mr. Pierpont’s last official meeting as Village Manager, but said that he is still in the Village’s employ. ----------- RESOLUTION APPOINTING LINDSEY M. LUFT VILLAGE MANAGER,VILLAGE CLERK, AND SUPERINTENDENT OF PUBLIC WORKS 1 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that Lindsey M. Luft be and hereby is appointed Village Manager, Village Clerk, and Superintendent of Public Works of the Village of Pelham Manor. ---------- ADMINISTER OATH OF OFFICE TO VILLAGE MANAGER LINDSEY M. LUFT Mayor Monachino Lapey administered the Oath of Office to Lindsey M. Luft. All in attendance congratulated the new Village Manager. ------------- MINUTES FROM THE PUBLIC HEARING ON JANUARY 9, 2023 AND REGULAR MEETING ON JANUARY 9, 2023 The Mayor asked if there were any questions, comments or corrections to the minutes. There were no edits to the minutes. After discussion and upon motion duly made and seconded, it was RESOLVED, that the minutes from the Public Hearing on January 9, 2023 and the Regular Meeting on January 9, 2023 be and hereby are approved. ----------- PROCLAMATION FOR VITO “ACE” PISANO ON HIS ONE HUNDREDTH BIRTHDAY Mayor Monachino Lapey said the Frank Barbieri from American Legion Post 50 asked the Mayor if she would do a Proclamation for Mr. Pisano, one of the American Legion’s senior members. She said that she couldn’t be more proud and said that this is a wonderful moment for him and his family. She thanked Mr. Pisano for his service. The Mayor read the Proclamation said that Mr. Barbieri will pick up the proclamation for Mr. Pisano and his family. Trustee Bennett wished him a happy birthday and thanked him for his service. The Mayor read the proclamation in honor of Mr. Pisano’s birthday. WHEREAS, Vito “Ace” Pisano will celebrate his One Hundredth Birthday on February 1, 2023, and WHEREAS, Vito “Ace” Pisano is the son of Angelina and Diego Pisano, and the brother of Michael, Frank, Lou, Daniel, Domenick (Dicky) and Jennie, and WHEREAS, Vito “Ace” Pisano began his military service as a Corporal in the Army during World War Two, studied radio and radar, became a Duck Diver who transported personnel, and served in Saipan and Iwo Jima, and WHEREAS, Vito “Ace” Pisano was discharged from the Army as a Staff Sergeant who earned the American Service Medal, the Asiatic Pacific Service Medal, the Good Conduct Medal and the World War II Victory Medal, and WHEREAS, Vito “Ace” Pisano married Mary Pellino in Nineteen Hundred Forty-Eight, and they remained together for more that seventy years until Mary’s death in Two Thousand Nineteen, and WHEREAS, Vito “Ace” Pisano has been a resident of the Village of Pelham Manor since Nineteen Hundred Forty-Eight and still resides in the home his in-laws gave his late wife Mary and him as a wedding present, and WHEREAS, Vito “Ace” Pisano had two sons Anthony and Robert, and a large extended family including his grandchildren and great grandchildren, and 2  WHEREAS, Vito “Ace” Pisano worked as an electrician for thirty-five years and retired from the I.B.E.W. Local 3 Union in Nineteen Hundred Eighty-Six, and WHEREAS, Vito “Ace” Pisano is a Senior Member of American Legion Pelham Post 50 and was chosen as the Two Thousand Sixteen Grand Marshall of the Pelham Memorial Day Parade NOW, THEREFORE BE IT RESOLVED, That the Board of Trustees of the Village of Pelham Manor hereby recognizes Vito “Ace” Pisano on the celebration of his One Hundredth Birthday. RESOLVED, that a copy of this Proclamation be presented to Vito “Ace” Pisano ------------ REPORTS Police Commissioner Bennett discussed the monthly report with Chief Atkins. The Chief said that great work was done by the detectives in helping to get indictments against five people suspected in the theft of catalytic converters. This work has been going on for a year and it led to the arrest and indictment of five individuals. The Chief mentioned Detective Sergeant Leal, and detectives Carrol and Colleran for their work. Police Commissioner Bennett asked the Police Chief about the business district. Chief Atkins said that there were several larcenies of merchandise and pocketbooks and wallets. He stressed that people should be mindful of their belongings. They should not leave them unattended. Police Commissioner Bennett said that residents should be cautious when loading the car. People can be distracted and lose their valuables. The Police Commissioner reminded residents not to leave keys and fobs in cars. The Police Chief said that leaving keys and fobs in the car is giving access to your vehicle. He said that it should be kept on your person not in the vehicle. The Chief said that the toy drive for the holidays was very successful. He said that Sergeant Ryan leads that for the PBA. Both the Police Department and Fire Department had successful toy drives. He thanked the residents for their generosity. The Chief reminded people to be aware of identity theft. He spoke about suspicious calls and warned people not to give out personal data. The Mayor and Board thanked Chief Atkins for his report. The Village Treasurer reported that the opening cash balance for the month was twelve million ninety-two thousand nine hundred ninety- two dollars and three cents and the balance at the close of the month was eleven million two hundred thirty-three thousand two hundred thirty- seven dollars and seventy-two cents. Revenue receipts for the month totaled two hundred forty-five thousand five hundred thirty-two dollars and twenty-eight cents. Non- property tax payments included the rental of real property for twenty-four thousand dollars, and building permits for thirty-four thousand nine hundred seventy- nine dollars. The Village received one hundred fifty- one thousand six hundred forty-two dollars in mortgage tax. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Police and Village Treasurer reports be and hereby are adopted. ------------ RESOLUTION APPOINTING ELECTION INSPECTORS FOR THE MARCH 21, 2023 VILLAGE ELECTION 3 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the following people have been appointed Election Inspectors for the March 21, 2023 Village Election at the rate of eighteen dollars and seventy-five cents per hour. 1) Richard Genovese 2) Sydney Thayer 3) Bridie Doino 4) Rocky Doino 5) Judith Wyer BE IT FURTHER RESOLVED, that the Board of Trustees may provide for alternative inspectors who shall assume the same office of inspector upon inability or refusal of an inspector to perform his/her duties and for any clerical help which may be deemed necessary. ------------ RESOLUTION AUTHORIZING THE MAYOR TO SIGN ABSTRACT OF VOUCHERS NUMBERS 30803-30860 After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Mayor be and hereby is authorized to sign Vouchers Numbers 30803-30860. ------------- PUBLIC COMMENT Emily Pierpont Seal, 1048 Clay Avenue, welcomed the new manager. She thanked the Board for their work. She said that as the daughter of John Pierpont she wanted to recognize and thank him for delivering the best service to the community. She spoke about late night phone calls and returning from vacations early to take care of various issues for the Village. She said that his passion and commitment are second to none. The Mayor and Board echoed Ms. Pierpont’s sentiments. Gianni Magnani, 435 Carol Place, thanked Mr. Pierpont for his years of service and welcomed Lindsey Luft. ----------- EXECUTIVE SESSION The Mayor said that there were issues regarding an employment matter and a legal matter. After discussion and upon motion duly made and seconded, it was unanimously RESOLVED, that the Board be and hereby is authorized to conduct an Executive Session to discuss the following: Personnel Matter – Collective Bargaining 4 No action was taken in Executive Session. -------------- ADJOURNMENT There being no further business to come before the Board, the meeting was adjourned. -------------- Clerk 5
