PLEDGE OF ALLEGIANCE AND FIRE SAFETY ANNOUNCEMENT
Mayor Monachino Lapey led those assembled in the Pledge of Allegiance and notified those in
attendance where the fire safety exits were located.

OPENING REMARKS
Mayor Monachino Lapey opened the meeting and welcomed everyone.
She asked the Village Manager, who has oversight of the administrative offices, about a new hire for the
Village.
Manager Luft said that Emma Pennella has a Bachelor of Science in Environmental Engineering from
the University of New Hampshire. She is a junior civil engineer and she will discharge the duties of
Building Inspector. She welcomed her to the Village.
Trustee McLaughlin spoke about the Village newsletter which residents should have received by now.
He said that there is also an e-mail with a PDF link.
Trustee Bennett said that the Police Chief Sancho, Lieutenant Leal and she had a very productive
meeting. She said that goals for the department were discussed. She said that the police department is
in a great place.
The Mayor said that the Village is very fortunate that it has a deep bench.
Trustee Case said that Firefighters Migliarini and Senerchia successfully completed their one- year
probationary periods. They are life- long residents and great additions to the department.
Trustee Owen-Michaane spoke about some utility improvements on the Boston Post Road and
Esplanade.

APPOINTMENT OF SILVIA ROWE TO THE ZONING BOARD OF APPPEALS
The Mayor said that Kathy Connors Soderberg has retired from the Zoning Board. She said that the
Village has another great attorney to serve as a member of the Board.
The Mayor said that Sylvia Rowe has lived in Pelham Manor since 2011. She has two teenaged
children and an accomplished husband.
The Mayor said that she is an attorney who brings character and competency to the Board. She said
that the Zoning Board is a quasi- regulatory board. She said it an incredibly important board.
Trustee Owen-Michaane said that he has the pleasure of knowing Sylvia Rowe. He said that she is
so accomplished in her professional life.
Trustee Bennett thanked her for joining the Zoning Board. She said that the Village is lucky to
have her.

Mayor Monachino Lapey administered the Oath of Office to Sylvia Rowe appointing her to the
Zoning Board of Appeals.
The Board unanimously agreed with her appointment.
All in attendance congratulated the new Zoning Board member.

PRESENTATION HONORING FELIX CAVALIERE ON HIS MUSICAL CAREER WITH THE
YOUNG RASCALS AND THE RASCALS
The Mayor said that Felix Cavaliere grew up in Pelham Manor and graduated from Pelham High
School. She said that Dennis Nardone was in attendance to pick up the proclamation and asked if he
would like to say a few works.
Dennis Nardone thanked the Mayor and Board on behalf of Felix Cavaliere. Mr. Nardone said that
Felix Cavaliere was so proud that he was being honored by his hometown. He said that he will be
presenting this proclamation to Felix Cavaliere in April.
PROCLAMATION
WHEREAS, Felix Cavaliere was born on November 29, 1942, and grew up in Pelham Manor,
New York in a house located at 592 Colonial Avenue and graduated from Pelham Memorial
High School, and
WHEREAS, Felix Cavaliere is a classically trained pianist who used the Hammond organ and
pioneered a new sound, and
WHEREAS, Felix Cavaliere formed the Young Rascals in 1965, later called the Rascals, with
Eddie Brigati, Dino Danelli and Gene Cornish and built their “blue-eyed soul” sound around
the Hammond B-3 organ and his lead vocals, and
WHEREAS, Felix Cavaliere co-wrote the hit songs “Groovin’”, “People Got to Be Free”,
“Beautiful Morning“ and “How Can I Be Sure”, and
WHEREAS, Felix Cavaliere and the Rascals disbanded in 1972 and he continued as a solo
performer until 1988 when he, Dino Danelli and Gene Cornish reunited, and
WHEREAS, Felix Cavaliere has had an acclaimed musical career spanning more than six
decades and has been inducted into the Rock & Roll Hall of Fame, Songwriters Hall of Fame,
Hammond Hall of Fame, Musicians Hall of Fame, and
WHEREAS, Felix Cavaliere now calls Nashville home and is writing new material and actively touring
with Felix Cavaliere’s Rascals.
NOW THEREFORE BE IT RESOLVED, that the Mayor and Board of Trustees of the Village
of Pelham Manor hereby recognize Felix Cavaliere and extend to him on behalf of ourselves
and the citizens of the Village of Pelham Manor congratulations on an illustrious career.
RESOLVED, that a copy of this Proclamation be presented to Felix Cavaliere.

After discussion and upon motion duly made and seconded, it was
RESOLVED, that the minutes from the Regular meeting on February 10, 2025 be and hereby
are approved.

REPORTS
Fire Commissioner Case discussed the monthly report with Chief Greco. There were fifty- two calls
and eleven motor vehicle accidents with injuries. He said that it was a little bit slower than normal.
Chief Greco said that a ton of training hours were completed. In addition, there were building
inspections and the second graders from Prospect came to the fire house. There was one minor fire
that was in the fireplace. The Chief reminded residents to maintain fireplaces and chimneys.
Trustee Owen-Michaane said that there was a water main break by Iden Avenue. It was freezing and
the fire department was there. He said that the neighbors were very appreciative.
The Mayor and Board thanked the Chief for his report.
Police Commissioner Bennett discussed the report with Chief Sancho. There was a larceny by
deception which involved repairs to a vehicle. The victim was scammed out of an additional five
hundred dollars. The suspect has been identified. A fraud involved a person who thought she was a
candidate for a job. She gave her personal information and discovered that the company did not exist.
Police Commissioner Bennettsaud people need to verify information before sending personal data.
The Chief spoke about the annual Active Shooter Training. This training was done with the Village
of Pelham and it was held at Hutch Elementary School. The Chief personally thanked Sergeant Ryan
and Officer Vogel for their work with the DARE program.
The Mayor and Board thanked Chief Sancho for the report.
The Village Treasurer’s report showed that the Village ended the month with just under twelve
million dollars. The Village received significant revenue in the amount of thirty- seven thousand
dollars from Veolia Water Company. It was for utility tax receipt tax.
Manager Luft said that the Village was in a strong financial position.
After discussion and upon motion duly made and seconded, it was unanimously
RESOLVED, that the Fire, Police and Village Treasurer’s reports be and hereby are approved.

LOCAL LAW 1 OF 2025- RETAIL DISTRICT ZONING AMENDMENTS
This proposed local law concerns the Four Corners.
Manager Luft said that these zoning district amendments formalize uses such as a coffee shop
and a wellness center that could include yoga classes. These amendments would be good for
business and would have low impact on the area.
After discussion and upon motion duly made and seconded, it was unanimously
RESOLVED, that proposed Local Law 1 of 2025 be and hereby is set for March 10, 2025
at eight fifteen in the evening.

The following is the Village of Pelham Manor Fire Department activities report for the month of
January 2025. During the month, the Fire Department responded to a total of 52 alarms and
calls for assistance.
lncluded in those alarms were:
M ultiple accidental/unintentiona I alarm dispatches.
Multiple malfunctions of alarm.
lL Rescue calls most of which were MVA w/ injury calls.
5 Mutual Aid Calls, 4 to MVFD for coverage and 1to LFD for coverage.
2 calls for service which were water conditions.
1 structure fire with fire contained to the fireplace/fire box causing 510,000.00 in damages.
8 Hazardous Conditions calls, most of which were odor of gas and wires down.
Equiprnent used: Hand lamps, Tool kit,Irons, CO detector, Multi-gas Meter, Natural
Gas Wand, Dri-sol: 3 bags, TIC, Hooks, Exhaust fans, SCBA'S,
Caution tape, First Aid Kit, EMS gloves, Chainsaw, Rake, Hydra-
Ram, Electric Mini-Cutter, Irons, Water Can, 5 bags of Dryzal
31 ln Service Training Sessions were completed for a total of 315 Hours
1 Volunteer training session was completed for 3 hours with 4 in attendance

Re: Treasurer's Report January 2025
As of the end of January, the Village's Fund Balance stood at $11,801,323,15. This
month's most significant revenue came from Veolia, which contributed $36,908.58 in
utilities receipts tax. On the expenditure side, the Village did not incur any notable costs
in January.
With steady revenue and minimal expenses, the Village continues to maintain a strong
financial position as the fiscal year progresses, ensuring stability for future operations and
invesfuents.

This local law shall be known as the'Amendment to the Permitted Uses in the Retail Districts
Zone and Related Changes" Law
BE IT ENACTED by the Board of Trustees of the Village of Pelham Manor as follows:
Section 1 --- Purpose
The Board of Trustees concludes that an update in the permitted uses in the Village's
"Retail Districts" zone is appropriate to maintain vibrancy within that zone and to attract
businesses that will be beneficial to the Village and its residents.

Section 270-15 B. of the Code of the Village of Pelham Manor hereby is amended to add
new, definitions thereto which shall be inserted into that section in its proper alphabetical order:
S 210-15. Definitions; word use.
B. For the pllrposes of this chapter the following terms shall have the meanings
indicated in this section:
GROCERY STORE
A business establishment engaged primarily in the self-service retail sale of foods and
household merchandise, having a gross floor area of 13,000 sqltare feet or less in size.
WELLNESS CENTER
A business that offers personal services designed to improve an individual's lvellbeing
through
(1) physical activity such as yoga, Pilates, stationary cycling, stretching and strengthening
exercises, other forms of exercise and instruction to improve balance or posture, or
(2) recovery and relaxation techniqtres, such as sauna, meditation, provision of quiet
space, licensed professional massage services, or
(3) beauty and anti-aging treatments, such as, facial treatments, injections, broadband
light therapy and other forms of, skincare or hair regeneration,
provided the operator of such business has the reqr"risite licenses for those services it offers
for w,hich licensing is reqr"rired and limits its operation to the hours between 5:00 a.m. and
10:00 p.m. (prevailing time). A wellness center can occlrpy a br-rilding or a space within a
building that is no larger than 3,000 square feet in size.

Except as amended by this local law, section 210-75 of the Code of the Village of Pelham Manor
shall be unchanged and remain in full force and effect.

Section 270-63 of the Code of the Village of Pelham Manor hereby is amended to revise
the wording in item 6 and change the current item 6 to the end of the list after adding the
followhg paragraphs to subsection A.
S 21.0-53. Permitted uses.
A. No building or land shall be used or occr-rpied for any purpose other than as follows:
(6) Convenience Store
(7) Delicatessen
(B) Grocery Store
(9) Restaurant, Coffee Shop
(10) Restaurant, fast-casual
(11) Wellness Center
(12) The following uses, provided a special permit is obtained from the Board of
Trustees, in each specific case after public hearing and notice and fulrther provided that the Board
of Trustees finds that such use promotes the general health, safety, morals, and welfare of the
community and in accordance with the general purposes and intent of this chapter:
(a) A public library, a club restricted to an elective membership for social
intercourse, dining service and sleeping accommodations not catering to the general public and
not operated for a gain or profit, Restaurant Full Service, Convenience Store.
Except as amended by this local law, section 270-63 of the Code of the Village of Pelham Manor
shall be unchanged and remain in full force and effect.
Section 4 --- Severabilitlz
Should any provision of this Local Law be declared invalid or unconstitutional by any
court of competent jurisdiction, such declaration of unconstitutionality or invalidity shall not
affect any other provisions of this Local Law,, which may be implemented without the invalid or
unconstitutional provisions.
Section 5 -- Effective Date
