Trustee Hill-Ries shared an idea of beginning a community garden and perhaps bringing back WolfsWalk. Trustee Kagan reported the attendance of the Chief and Lieutenant at shooting training for the Village of Pelham Police Department. Trustee Kamal Eldahry shared the outcomes of the most recent Sustainability Advisory Board meeting regarding the Climate Smart Community Task Force assembly. Trustee Potocki was absent. Trustee Spira-Cohen is gathering information on enforcement, redesign and engineering for traffic calming studies. Village Administrator’s Report: None. Page 3 Board of Trustees Regular Meeting Tuesday, May 14, 2019 Mayor’s Report: Mayor Mullen discussed Pelham House and the next steps needed to continue the process. Mayor Mullen also notified the public about the upcoming Board of Education budget vote and BOE Election on May 21. Item # 7 – Public Comments Kevin Healy, of the Sustainability Advisory Board (SAB) presented a resolution provided by the SAB concerning electric vehicle infrastructure in the Village. Page 4 Board of Trustees Regular Meeting Tuesday, May 14, 2019 Non-Recurring Items Item # 8 – Mayor’s Commendations for Excellence in Civic Service: Kimberly Rosell and Pelham Examiner The purpose of the Mayor’s Commendation for Excellence in Civic Service is to recognize those whose extraordinary service to our community enhances and strengthens our collective civic life, either through volunteerism, advocacy and promotion of the public arts, democratic participation, or by fostering public discourse around important issues through independent journalism or through public engagement and assembly. These are the things that actually make a community... a community. They build the culture we need to thrive. Kimberly Rosell: Ms. Rosell has spent the last two years promoting the one thing in our society that I think is most rare and also most vital: empathy. Not sympathy, or compassion, or pity. Empathy. The ability and desire to understand and share the feelings of another. To see the world through someone else’s eyes. In light of the ongoing conflicts that exist throughout our country between police officers and the communities they are sworn to serve--especially within communities of color--, Kimberly has focused her efforts on building and fortifying the bridge between our officers and our residents. She has sponsored Public Safety workshops, fundraising efforts, community events and she’s working on a documentary which includes interviews from people in her own life who’ve navigated these issues, personally and professionally. She’s still in high school and she’s doing a documentary about race in America. We should all be so willing to engage in that conversation. Pelham Examiner: The team behind Pelham Examiner has built an organization that became a trusted source of information for Pelham surprisingly quickly--they began publishing their first stories only about a year ago. Journalism, at its best, is more of a service than a business. It doesn’t just offer us ammunition for the opinions we wield in our various Facebook debates. Its real goal is to provide us a factual foundation upon which we can develop those opinions in the first place. Good journalists show us ourselves. Our world. Our obituaries. The success of our sports teams. Our community. The mundane and the controversial. And they do it all with verifiable information so that we know the thing we’re seeing is actually us. Pelham Examiner does that without pay, and without requiring a subscription. They give their information freely. To us and for us. Even when we get mad at them for it. Said the Mayor, “To each of the recipients: knowing that you have started on your paths at such a young age, fills me with optimism. Our future is in good hands, and in my opinion, it can’t come quick enough. But even as we admire your early success, I want to be clear: you are not receiving this award because you are extraordinary children. You are receiving this award because you are extraordinary. Thank you for your service.” Page 5 Board of Trustees Regular Meeting Tuesday, May 14, 2019 Item # 9 - Presentation by Superintendent of Schools Dr. Cheryl H. Champ on the New Hutchinson Elementary School Superintendent, Dr. Cheryl Champ gave the Pelham Village Board of Trustees an update on site preparation plans for the new Hutchinson School noting that another community meeting on the school plans is tentatively set for June 3. Dr. Champ said staging work for construction will begin on the site during the last week of classes when students have half days. Rock removal will begin the week thereafter with the completion date targeted for the start of school in September. Rock removal work will be done between 7:00 AM and 6:00 PM although the possibility for negotiation of additional work hours has been left open. School officials are meeting with Village officials to determine where school staff members will be allowed to park (off site) when school is in session during construction. Triton Construction has been hired as the construction manager and they have established a dedicated phone line (914-222-0883) and email (Pelhamprojectinfo@tritonconstruction.net) for any questions or concerns. The Board of Trustees discussed the importance of this project and the timeliness required. A variance, should it be required, will be presented at an upcoming Regular Board of Trustees Meeting before construction commences. Page 6 Board of Trustees Regular Meeting Tuesday, May 14, 2019 Item # 10 – Authorizing the Award of Insurance Coverage through FOA and Son Insurance Corp. for Property and Casualty Insurance Coverage (Property including Crime, General and Law Enforcement Liability, Public Officials and Employment Practices Liability, Automobile Liability and Physical Damage, and Excess Liability for the Period of June 1, 2019 through May 31, 2020 Resolution Authorizing the Award of Insurance Coverage through FOA and Son Insurance Corp. for Property and Casualty Insurance Coverage (Property including Crime, General and Law Enforcement Liability, Public Officials and Employment Practices Liability, Automobile Liability and Physical Damage, and Excess Liability) for the Period of June 1, 2019 through May 31, 2020 Whereas, the Village of Pelham is renewing Property and Casualty Insurance to provide coverage for the Village of Pelham. Property and Casualty Insurance covers: Property Including Crime; General and Law Enforcement Liability; Public Officials and Employment Practices Liability; Automobile Liability and Physical Damage; and Excess Liability; and Whereas, the Village Administrator recommends renewing the Property and Casualty insurance package to Travelers Insurance Company. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham authorizes retention of Insurance through FOA and Son Insurance Corp., with Property and Casualty through Travelers Insurance Company and ACE Insurance Company and American Alternative Insurance Company, to provide umbrella liability coverage, at a total cost of Two Hundred Forty-Seven Thousand Thirty-Seven dollars ($247,037.00), not including applicable taxes, as detailed in the proposal received May 10, 2019; and Be it further resolved, that the Mayor and Village Administrator are authorized to take the necessary and appropriate actions to retain coverage for the Property and Casualty Insurance to be effective June 1, 2019 through May 31, 2020. (PERMA). The Federal Law commonly known as Stormwater Phase II Permits will be required for stormwater discharges from Municipal Separate Storm Sewer Systems (MS4s). To implement the law, the NYSDEC has developed two general permits, one for MS4s in urbanized areas and one for construction activities. The permits are part of the State Pollutant Discharge Elimination System (SPDES) and the operators of regulated MS4s and operators of construction activities must obtain permit coverage under either an individual SPDES permit or one of the general permits. The reporting period is from March 2018 to March 2019. The report must be compiled and submitted to the NYSDEC by June 1, 2019.
