Trustee Hill-Ries said there was a hit-and-run accident by the Sanborn Map Building where a delivery truck hit a parked car. She thanked the two police officers who were able to apprehend the truck driver and asked people to drive safer in Pelham. She reminded everyone that on June 18th, there would be a special referendum for the Board of Education to purchase a house for additional land next door to Colonial Elementary School. Trustee Kagan supported the purchase of the property for Colonial School and said it is a once in a generation opportunity to acquire a property adjacent to a school. He thanked Lt. Green who's been meeting with Hutchinson School’s Principal Fitzgerald about the new arrival and dismissal plan for Hutchinson School during the construction. He congratulated Officers Ripulone and DiNapoli for their successful graduation of the Westchester County Police Academy. He finished his report by thanking Chief Pallett for working on replacing the body armor for the Police Department and submitting for a grant that paid back about 50% of the cost of the armor for the officers. Trustee Kamal Eldahry had nothing to report. Page 2 Board of Trustees Regular Meeting Tuesday, June 11, 2019 Trustee Potocki said the Hutchinson School Project will have started around the last two days of school and the parking plan for the school employees was going to be tested on those two days to get a feel for the plan to see if it might need to be tweaked. Trustee Spira-Cohen had nothing to report. Village Administrator’s Report: Village Administrator Small had nothing to report. Mayor’s Report Mayor Mullen reiterated the June 18th School Board vote and asked residents to please get out and vote. He thanked the Village staff for their professionalism while handling a large Netflix film shoot that took place in the Village. He said the Village had received a letter from the Netflix producers saying how grateful they were and how excited they are to come back at some point. He gave an update on the RFP process with Pelham House and said it is in a bit of a holding pattern right now as the developers are working with the Village’s consultants, Peter F. Gaito & Associates. He thanked them and said they had been doing a really good job. Mayor Mullen congratulated Woods Johnson on receiving his Eagle Scout Award. The project is related to the Highbrook Highline and the Young Avenue Field which will be budgeted for in the capital fund. He then read aloud a submitted letter regarding LGBTQ rights in the Village of Pelham. Item # 7 – Public Comments Mr. John Cassone of 7th Avenue reported his transmittal of information about the Green Light Program to the seniors in the community. He reported the seniors unanimously are against the issuance of licenses to undocumented immigrants. Gavin Fear of 93 Storer Avenue presented an Eagle Scout project to make the Young Avenue Field a useable space. The main goals of his project are to stabilize the greenspace with a foot of topsoil and eliminate all uneven areas, plant grass, and restore the wooden fence in the backend area. Page 3 Board of Trustees Regular Meeting Tuesday, June 11, 2019 Non-Recurring Items Item # 8 – Presentation from Vin Spadafora on a Proposed Community Giving Garden Vincent Spadafora presented on giving gardens (where people produce vegetables that are given to food pantries and communities for the food stressed). The proposal is a Pelham Community Giving Garden, on a small 40 by 40-foot plot on village land in Wolfs Lane Park across from Villagio Restaurant. There was discussion on location, water source, upkeep, maintenance and funding. He explained that he had been in consultation with the Village Attorneys on how to establish a fair share mitigation fee, so that developers who are interested in developing in our downtown can help contribute to the infrastructure impact of their projects, impacts related to traffic, stormwater drainage and sewer systems, any infrastructure needs the Village has. He said our engineering consultant has been working with the Village Attorneys to develop a formula whereby the Village can fairly assess that fee for each development project. Deputy Mayor Kagan suggested Village Attorney, Ed Smith attend a meeting to further discuss this potential local law. He said it would be helpful to understand where this fits in the process. Trustee Carpenter asked if the Village Attorney could walk the Board through an example or two so they can understand how the fee structure works. Page 8 Board of Trustees Regular Meeting Tuesday, June 11, 2019 Item # 12 – Discussion on Proposed Capital Budget for Fiscal Year 2019-20 Village Administrator Small proposed a capital improvement list to the Board of Trustees. Capital Improvement List • $160,000 Public Works – Purchase of a Dump Truck (Truck $100,000/Plow and Sander $59,000). Replacement of pre-owned vehicle that is in dilapidated condition. DPW Truck #5 is a pre-owned truck purchased by the Village of Pelham in 2007 or 2008. It has over 125,000 miles and has reached its useful life. • $100,000 Young Avenue Field Engineering and Remediation Last summer sinkholes were found at the field. Tests determined an elevated slab of concrete near the immediate area of the sinkhole spanning approximately 200 feet to the east. The area needs to be excavated to remove the slab, backfill and compact soil. • $250,000 Funding to augment CHIPS funding for street paving and pothole repair CHIPS funding has not increased this year. Each year, the Department of Public Works assesses roadway conditions and repairs potholes and streets as funding permits. • $278,181 SSES Study Match The Environmental Protection Agency (EPA) is reviewing a request to change the scope of their grant from stormwater improvement to a Sanitary Sewer Evaluation Study. The federal amount of the project is $340,000 and the local match is $278,181. • $150,000 Police Communication System Mandatory replacement of copper lines to fiber optics. • $41,000 Livescan Fingerprint. Identification System Replace end of life and support of NY State by 2020 • $90,000 Replacement of 2 high mileage vehicles Police Vehicles are used 24/7 with significant wear and tear due to frequent start and stop driving. It is necessary to replace these vehicles periodically on a scheduled basis. • $36,500 Turnout Gear Replacement Protective Clothing and Equipment is essential for the Fire Department. This project will replenish 3 sets of turnout gear, provide SCBA cylinder replacements, rope replacements, extrication ram and communication equipment. Mayor Mullen said because the Board has to make a decision on these items at the July meeting, he asked the Trustee liaisons to meet with their Department Heads and see if there is another way to fund any of these items, if they must it be done immediately and if not, a timeframe for when they would have to be addressed.
