Trustee Kagan reminded all residents the MyVoP application is not for emergency use. If you have an issue, report it directly to the Police Department. The second item with respect to the police department is that Trustee Kagan was disappointed the union representing our police officers has filed for arbitration as a result of the mediation Trustee Kamal Eldahry had nothing to report. Board of Trustees Regular Meeting Tuesday, July 16, 2019 Trustee Potocki announced his communication with the engineer and others in charge of the Lincoln Avenue bridge project. He updated the Board of Trustees on delaying the east-bound traffic light as well as an updated timeline for construction. Trustee Spira-Cohen shared an update on the recent implementation of LED streetlights. The installation will be village-wide working south from Chester Park. Village Administrator’s Report: Village Administrator Small announced the submission requesting funding for a Sanitary Sewer Evaluation Study (SSES). Mayor’s Report Mayor Mullen updated everyone on the negotiations with Pelham House for the development of the area around the firehouse and the creation of the new municipal center that will consolidate our police department, fire department and village hall into one building. He thanked the Pelham House team. He then shared the state-wide sales tax increase and expressed the anticipated rise in revenue for the Village. Item # 7 – Public Comments Gavin Fear of 93 Storer Avenue, presented a potential Eagle Scout project for the Highbrook Highline. The main idea is to install riprap for the Highbrook, piping for a water source for planting beds, and the idea to allow families to sponsor beds to raise money for the Highline Association. The idea was approved by the Board of Trustees. Board of Trustees Regular Meeting Tuesday, July 16, 2019 Non-Recurring Items Item # 8 – Presentation on Electric Vehicle Technology by Ron Kaman of Sustainable Westchester Ron Kaman suggested the use of electric vehicle fleets for both the police department and department of public works. Board of Trustees Regular Meeting Tuesday, July 16, 2019 Item # 9 - Update on Passport Parking Transition (Mobile App, Enforcement, Digital Permits) Village Administrator Small said there is a scheduled meeting with Passport and representatives from the Town of Pelham to discuss the enforcement module. Once the Town is comfortable and brought up to speed, he said we will move forward by submitting all information to Passport. Board of Trustees Regular Meeting Tuesday, July 16, 2019 Item # 10 – Calling for a Public Hearing on the Site Plan Approval for the Redevelopment of the Property Located at 139 Fifth Avenue Resolution Calling for a Public Hearing on the Site Plan Approval for the Redevelopment of the Property Located at 139 Fifth Avenue Whereas, Pelham RE Partners has applied for site plan approval under the Business District Floating Zone to replace a 20,038 square foot one-story commercial building at 139 Fifth Avenue; and Whereas, the property located at 139 Fifth Avenue is known on the Village of Pelham Residential District as Sheet 163.36-1-89 & 163.36-1-71, which are located in the Business-1 and Residence M districts; and Whereas, all information pertaining to this matter is available to the public at the Building Department in the Village of Pelham Village Hall and any person interested or affected in the proposed site plan will be given an opportunity to be heard. Trustee Kagan asked to wait one more meeting until residents could return and participate if they so desired. Board of Trustees Regular Meeting Tuesday, July 16, 2019 Item # 12 – Amending § 90-42 Schedule IIIA: Prohibited Turns at Intersections, As Authorized by § 90-6 of the Code of the Village of Pelham Resolution Amending § 90-42 Schedule IIIA: Prohibited Turns at Intersections, As Authorized by § 90-6 of the Code of the Village of Pelham Whereas, the Board of Trustees of the Village of Pelham has found that the traffic and parking conditions at the intersection of Colonial Avenue and Boulevard require prohibiting traffic traveling east on Colonial Avenue from making a left turn at the intersection with the Boulevard and prohibiting traffic traveling east on Boulevard from making a right hand turn at the intersection with Colonial Avenue and also require making the two prohibitions effective from 6:00 a.m. through 10:00 a.m. and from 3:00 p.m. through 7:00 p.m. on Monday through Friday; and Whereas, the Board of Trustees of the Village of Pelham has found that prohibiting traffic traveling east on Colonial Avenue from making a left turn at the intersection with the Boulevard and prohibiting traffic traveling east on Boulevard from making a right hand turn at the intersection with Colonial Avenue and that making the two prohibitions effective from 6:00 a.m. through 10:00 a.m. and from 3:00 p.m. through 7:00 p.m. on Monday through Friday would benefit the health, safety and welfare of the public.
