Trustee Greco mentioned a conference call with Oak Ridge as far as changes to refuse collection. Trustee Hill-Ries reiterated the importance of supporting local businesses and that she received agenda items for the Highbrook Highline from Susan Mutti. Trustee Kamal Eldahry said she was reaching out for support letters for the EV charging station grant application. She thanked Assemblywoman Paulin for her letter of recommendation as well as the chamber of commerce for their letter of support. Trustee Potocki had nothing to report. Trustee Spira-Cohen had nothing to report. Village Administrator’s Report: Village Administrator Small had nothing to report. Board of Trustees Regular Meeting Tuesday, April 28, 2020 Mayor’s Report Mayor Mullen continued his update on COVID-19. He also discussed some major challenges in FY2020-21’s budget, including failing infrastructure, the change in garbage contract and the lack of parking revenue. Board of Trustees Regular Meeting Tuesday, April 28, 2020 Non-Recurring Items Item # 8 – Resolution Authorizing the Use of Funds for the 2020 New York Power Authority Fall Tree Planting Program from the Thomas Fenlon Memorial Street Tree Fund Resolution Authorizing the Use of Funds for the 2020 New York Power Authority Fall Tree Planting Program from the Thomas Fenlon Memorial Street Tree Fund Whereas, the Village of Pelham orders trees from the New York Power Authority Two-for-one Tree Plan in which the Village can receive two trees for every one it purchases for an amount up to $1,000.00. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes that payment of up to $1,000.00 to the New York Power Authority from a special trust account bequeathed to the Village of Pelham by Thomas B. Fenlon and known as the Thomas B. Fenlon Memorial Street Tree Fund Account # TE.0923 for the purchase of these trees; and Be it further resolved, that the Mayor and Village Administrator are authorized to take the necessary and appropriate actions to effect this resolution. Now, therefore be it resolved, that effective immediately, and to the extent it may be required by federal law or regulation, the Village hereby exempts and excludes its emergency responders, including, but not limited to, all members of its Police and Fire Departments, public works personnel, and any other job classifications as may be excludable under federal law and regulations, from any applicable FMLA and emergency paid leave provisions of the Act. Be it further resolved, that the Board of Trustees of the Village of Pelham reserves the right to modify or terminate this Resolution at any time in order to meet the needs of the Village and its employees. Now, therefore be it resolved, that the Board of Trustees of the Village of Pelham hereby authorizes the Assistant Village Administrator/Village Treasurer to modify the 2019-20 General Fund budget by creating accounts under the “A.8760 Emergency Disaster Work” series, to be funded at the conclusion of the fiscal year (May 31, 2020).
