Trustees’ Report:
Trustee Carpenter had nothing to report.
Trustee Greco had nothing to report.
Trustee Hill-Ries thanked Clay Bushong and the Chamber of Commerce for supporting our local,
essential businesses. She also said she noticed that the businesses that are open, are following the
health and safety protocols. Lastly, Trustee Hill-Ries thanked Pelham Together for their donations to
the first responders in the area including our fire and police departments and local hospitals.
Trustee Kamal Eldahry mentioned the Sustainability Advisory Board’s work on tree preservation and
an upcoming virtual informational presentation on our tree canopy. She promoted Bangkok City as a
role model for their social distancing pickup setup.
Trustee Potocki noted a donation of personal protection equipment for our first responders.
Trustee Spira-Cohen had nothing to report.
Village Administrator’s Report:
Village Administrator Small had nothing to report.

Mayor’s Report
Mayor Mullen reiterated his most recent communication about COVID-19. He mentioned routine calls
with the County wherein discussions of supplemental revenue were main topics. He also noted the
sewer problem in Chester Park and that DPW Superintendent, Joe Senerchia, was working with
consultants to clear the line.
Mayor Mullen said he’s been in regular contact with Pelham House and the project is on hold, but he
wants to ensure the relationship is maintained until progress can continue.
Lastly, he shared the sad news of Pelham’s Tom Imperato’s passing. He was a member of the Board
of Education for many years.
Item # 7 – Public Comments
A question regarding scaffolding at 1 Wolfs Lane was raised. The Mayor noted the Village’s
continuous communication with the property owner to resolve this.
Charlie Stern of 40 Third Avenue, recommended not passing a budget that is above the tax cap.

VILLAGE OF PELHAM NOTICE OF PUBLIC HEARING
FY2020-21 TENTATIVE BUDGET
Be it resolved, that pursuant to Executive Order 202.1 issued by Governor Andrew Cuomo,
all in-person public access to Village Board of Trustees Meeting is suspended. Each Village
Trustee will participate remotely either by video or telephone via GoToMeeting.
A copy of the budget is available at the office of the Village Clerk and on the Villages’ website
at www.pelhamgov.com in compliance with New York State Law. Any interested person
may inspect the Tentative Budget or request a copy by emailing info@pelhamgov.com
with the subject line: tentative budget request
As required by New York State Law, notice is hereby made that the compensation of the
Mayor and Board of Trustees is as follows:

* Note: The Budget hearing may be continued for more than one meeting, but must be
adjourned on or before April 20, 2020. By New York State Law, the Budget must be adopted
on or before May 1, 2020.

Item # 9 – Resolution Authorizing an Inter-Municipal Agreement between the County of
Westchester and the Village of Pelham to Provide Updated Radio Equipment
Resolution Authorizing an Inter-Municipal Agreement between the County of Westchester and
the Village of Pelham to Provide Updated Radio Equipment
Whereas, Westchester County has commenced the construction of a multi-million-dollar radio
replacement project in an effort to enhance the emergency services communications systems used
by the Fire, EMS, Public Safety Answering Points and Hospitals in the County; and
Whereas, this system is used daily for primary emergency radio communications to coordinate
emergency responses and to support the coordination of the heavily used Fire and EMS mutual aid
system; and
Whereas, new system enhancements included improved system coverage, including on-street
portable radio coverage, upgraded system reliability, redundancy and interoperability; and
Whereas, one component of the system upgrade will be the replacement of the current outdated
trunked radio equipment the County provided in the past for first line emergency response apparatus;
and
Whereas, Westchester County has prepared an inter-municipal agreement that would provide
upgraded radio equipment for public safety purposes to municipalities; and
Whereas, the agreement for the equipment and installation is at no cost to the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes
the Village Administrator to execute an Inter-Municipal Agreement with Westchester County to
replace the trunked radio equipment for first line emergency response apparatus.

Resolution Authorizing the Renewal of an Inter-Municipal Agreement Between the City of New
Rochelle and the Village of Pelham for the Disposal of Organic Waste Including Yard Waste
and Fall Leaves
Be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes the Village
Administrator to execute the renewal of an Inter-Municipal Agreement between the City of New
Rochelle and the Village of Pelham for the Disposal of Organic Waste, including Yard Waste, Leaves,
Brush, Logs and other similar acceptable organic waste, at the City of New Rochelle Waste Transfer
Station, per the agreement provided for by the City of New Rochelle (attached hereto and made a
part hereof), effective January 1, 2020 through December 31, 2020.

Whereas, pursuant to §5-524 of the New York State Village Law, the Board of Trustees shall audit all
claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of the
following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator and Assistant Village Administrator/Village Treasurer:
