Preliminary Generic Environmental Impact Statement
PLEASE TAKE NOTICE the Board of Trustees of the Village of Pelham hereby schedules a
special meeting at 7:00 p.m., or soon thereafter, on Tuesday, March 29, 2022. This meeting will
be held virtually on Zoom pursuant to Part E of Chapter 417 of the Laws of 2021. The purpose
of this meeting is to further consider the preliminary Draft Generic Environmental Statement
“Downtown Restoration Initiatives” and to make a determination as to whether it is complete for
the purpose of public review.

Item # 5 – Determination of Completeness of Draft Generic Environmental Impact
Statement Submitted for “Downtown Restoration Initiatives”
Whereas, to further the goals of the 2008 Comprehensive Plan the Village Board of Trustees
has proposed a set of Downtown Restoration Initiatives to implement recommendations in the
Village’s Comprehensive Plan; and
Whereas, the purpose of the Restoration Initiatives is to revitalize and activate the downtown
by consolidating municipal services into a new municipal center, encouraging mixed-use transit-
oriented development, upgrading village infrastructure, and enhancing the experience of living
and conducting business in downtown with improved amenities for walkers and bicyclists; and
Whereas, the Proposed Restoration Initiatives include a public-private venture that includes a
mixed-use transit-oriented development with 127 resident units and 5,000 square feet of
commercial space to be constructed on Village-owned land in exchange for the construction of a
new 27,545 square foot municipal center to consolidate fire, police and municipal administration
services; and
Whereas, as described in the Environmental Assessment Form, the Proposed Restoration
Initiatives include text amendments to the Business District Floating Zone (“BDFZ”); and
Whereas, the Proposed Restoration Initiatives is a Type I action pursuant to the State
Environmental Quality Review Act (“SEQRA”); and
Whereas, the Village Board of Trustees declared their intent to be Lead Agency on March 23,
2021 and issued a Positive Declaration for this Type I action that required the preparation of a
Draft Generic Environmental Impact Statement (“DGEIS”); and
Whereas, on May 11, 2021, the Village Board of Trustees adopted a Scoping Outline for the
preparation of the DGEIS; and
Whereas, the Scoping Outline was circulated to all known Involved and Interested Agencies;
and
Whereas, on March 22, 2022 the Village Board of Trustees received a preliminary DGEIS
(“PDGEIS”); and
Whereas, the Village Board of Trustees and Village staff took a hard look at the PDGEIS for
completeness in terms of content and scope; and
Whereas, the Village Board of Trustees created an errata sheet of corrections and text changes
to be made to the PDGEIS.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham hereby
finds the PDGEIS to be complete and adequate for public review with respect to its scope and
content pursuant to 6 NYCRR 617.9(a)(2) subject to the revisions being made to the PDGEIS as
contained in the errata sheet; and

Be it further resolved, that the Board of Trustees of the Village of Pelham shall conduct a
public hearing on Tuesday, April 19, 2022 at 7:00 p.m. at Village Hall, 195 Sparks Avenue and
virtually via Zoom with respect to the Draft Generic Environmental Impact Statement (DGEIS)
and proposed text amendments to the BDFZ. Public comments will be received and considered
by the Village Board of Trustees for no less than 30 calendar days from the first filing and
circulation of the notice of completion or no less than 10 calendar days following the public
hearing at which the DGEIS is considered, whichever is later; and
Be it further resolved, that Village staff and/or consultants are hereby directed to prepare a
Notice of Completion of the DGEIS and Notice of Public Hearing on the DGEIS pursuant to 6
NYCRR 617.9 and 6 NYCRR 617.12, have copies of the DGEIS filed with the New York State
Department of Environmental Conservation and the Office of the Village Clerk for public review,
and have a copy of the DGEIS, Notice of Completion and Notice of Public Hearing circulated to
all involved and interested agencies, and have the DGEIS posted on the Village’s website at:
www.pelhamgov.com; and
Be it further resolved, that Village staff and/or consultants are directed to comply with 6
NYCRR 617.9 and 6 NYCRR 617.12 with respect to the filing, distribution and publication of the
Notice of Completion, Notice of Public Hearing and DGEIS, including distribution of the
documents to all Involved and Interested Agencies; and
Be it further resolved, that the Village Board of Trustees hereby refers the DGEIS to the
Westchester County Planning Board, Westchester County Department of Health, the Town of
Pelham, and the Village of Pelham Planning Board for report and recommendation and directs
the Village Clerk to make those referrals.
