Item # 4 - Village Trustees’ Report:
Village Trustee Hill-Ries – Nothing to Report
Village Trustee Kamal Eldahry – The Village of Pelham had it’s first Pumpkin Smash event, and we
carted away 1.35 tons of pumpkin to turn into compost. Thank you to our Sustainability Advisory
Board for the event. For those who did not smash, pumpkins can be disposed of by bringing them to
the food scrap location behind Village Hall. Please do not put them in with the leaves.
Village Trustee McGreal – Nothing to Report.
Village Trustee Otondi – Absent.
Village Trustee Solomon – A public safety note, as it is daylight savings and it is getting darker at
night, please everyone be more mindful on the roads. A huge thank you to our crossing guards for
their continued commitment to the safety of our children. The Village of Pelham launched their new
website this week. Thank you to Mr. Scelza and everyone involved for his help in getting this
completed.
Deputy Mayor Carpenter – Adds his thanks to the Sustainability Advisory Board for arranging the
Pumpkin Smash, it was a great event.
Item # 5 - Village Administrator’s Report:
Reviewed the social media campaign from Harrison Edwards that will be sent out this upcoming
month.

Item # 6 - Mayor’s Report
Be on the lookout for the Sanitation/Toter informational flyer that will be coming out soon to all
residences in the Village. The flyer includes details, including FAQs and the schedule for Toter
delivery throughout the Village, as well has how to contact Village Hall should there be any questions.
The old Capital One Bank that is currently at the location of the new Municipal Center will be torn
down on Monday, November 14th.
Thank you to the Westchester Municipal Officials Association and the Buchanan Mayor, Theresa
Knickerbocker for the tour of the Indian Point Nuclear Power Plant was last week. The power plant is
in the process of being decommissioned, which is a very significant process. The tour brought
awareness to the need to change the way we look at energy production to enhance energy
efficiency.

Whereas, PKF O’Connor Davies, LLP has submitted final reports for the fiscal year ended May 31,
2022.
Now, therefore, be it resolved, that the internal management letter and the audited financial
statements for all fund types and account groups for the fiscal year ended May 31, 2022, prepared by
PKF O’Connor Davies, LLP are hereby accepted and ordered to be filed with the Village Clerk
pursuant to New York State Village Law § 4-408 €.

Item # 9 – Resolution Authorizing Letter of Engagement with PKF O’Connor Davies, LLP.
To Provide Independent Financial Audit Services for Fiscal Years 2022-23, 2023-24,
2024-25 and 2025-26
Whereas, New York State Village Law § 4-408 € requires the Village Treasurer to file an annual
financial statement of the Village’s revenues, expenditures and outstanding indebtedness in the
Village Clerk’s office within sixty (60) days of the end of the fiscal year; and
Whereas, the accounting firm of PKF O’Connor Davies, LLP, of Harrison, NY, has served as the
Village’s independent auditor since Fiscal Year 2004-05, performing these audits and providing other
assistance to the Village in a highly professional manner; and
Whereas, via resolution dated November 12, 2019, the Village Board of Trustees awarded PKF
O’Connor Davies a three (3) year professional services agreement for fiscal years 2019-20, 2020-21
and 2021-22; and
Whereas, PKF O’Connor Davies has proffered a successor agreement with a four (4) year term to
perform the annual audit for the Village for fiscal years 2022-23, 2023-24, 2024-25 and 2025-26; and
Whereas, the Village Administrator/Treasurer and Deputy Village Treasurer are recommending the
continuance with PKF O’Connor Davies for independent financial audit services.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein
authorizes the Village Administrator to execute the attached Letter of Engagement with PKF O’Connor
Davies, LLP, to perform annual independent audits for the Village for a four (4) year term at a fee of
$36,500.00 for fiscal year 2022-23, $37,500.00 for fiscal year 2023-24, $38,500.00 for fiscal year
2024-25 and $39,500 for fiscal year 2025-26.

Item # 10 – Resolution Authorizing Aerial Fire Apparatus Consultation Proposal from
East West Fire Apparatus Consultants, Inc.
Whereas, the Village of Pelham (“Village”) is desirous of preparing specifications for the purpose of
bidding and purchasing an aerial fire apparatus; and
Whereas, the Village wishes to ensure that the specifications prepared for such purpose meet the
current and future needs of the Village and Fire Department; and
Whereas, East West Fire Apparatus Consultants, Inc., of Scarsdale, NY is in the business of
reviewing fire apparatus specifications, and advising municipalities on the purchase of fire apparatus
and the Village has used them in the past and were extremely satisfied.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein
authorizes the Village Administrator to execute an agreement with East West Fire Apparatus
Consultants, Inc., in an amount not to exceed $10,500.00 incorporating the terms of the attached
proposal.

Item # 11 – Resolution Authorizing the Renewal of an Agreement for Dental and Vision
Coverage with the CSEA Employee Benefit Fund
Whereas, there is a signed Collective Bargaining Agreement with the Department of Public Works
and Parking Enforcement Officers that provides that the Village of Pelham (“Village”) will furnish
Dental and Vision Insurance coverage through the CSEA Employee Benefit Fund to certain
employees; and
Whereas, the CSEA Employee benefit Fund has proffered a Renewal Agreement concerning Dental
and Vision Benefits for the period of June 1, 2022 through May 31, 2024.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein
authorizes the Mayor to execute the attached Renewal Agreement between the Village of Pelham and
the CSEA Employee Benefit Fund to provide Dental and Vision Plan Benefits retroactive to June 1,
2022 through May 31, 2024.

Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit
all claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer’s Office for payment and authorized by the
Village Administrator and Deputy Village Treasurer:

Deputy Mayor Carpenter is auditing the Accounts Payable.
Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit
all claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator and Deputy Village Treasurer:

General Fund (A) $ 68,134.98
Capital Projects Fund (H) $ 4,250.00
Trust & Agency (T) $109,053.50
Grand Total $181,438.48
Be it further resolved, that the Village Board of Trustees hereby approves payment of the above-
mentioned claims and authorizes payment thereof.
