Village Trustee Eldahry – absent.
Village Trustee McGreal – The District is kicking off their strategic planning process with survey and it
is a great way to get involved and share feedback to the Pelham School District.
Village Trustee Mohan – Encourage our residents with Instagram accounts to follow the Village of
Pelham Fire Department page.
Village Trustee Otondi – nothing to report.
Village Trustee Solomon – nothing to report.
Deputy Mayor Carpenter – nothing to report.
Item # 5 - Village Administrator’s Report:
Absent.
Item # 6 - Mayor’s Report
Congratulations to the North Pelham Bar & Grill whose opening night was this past weekend. Mayor
Mullen joined with NYCOM and some folks from Westchester Municipal Officials Association last week
to call on the State to increase municipal aid funding. The state allocates $715 Million towards
municipal aid and that has been the same number for 15 years and NYCOM is hoping for the State to
increase the amount of aid.
Mayor Mullen noted his letter regarding the update with the stormwater project and has since had a
very good conversation with a representative of the Board of Education about the next steps in the
process.

Item # 7 - Public Comments
Rosemary Brooke, 166 Sparks Ave – Has been a Pelham resident for over 50 years, it is very
depressing as a resident to hear what is happening in the Village over this very good project (the
Stormwater Project). The roll out could have been done differently and perhaps with more input from
people it would have been received better. She expressed distress when reading the letter the Mayor
sent out regarding eminent domain and wondered why we got to this point in saying something like
that when years ago the Village of Pelham had land that they sold. Rosemary was hoping that in the
discussion to move this forward that there would be other locations to consider. She believes a
compromise can be found. Rosemary wrote to the Department of Transportation in January about
the proposal as she feels Sparks Ave, Brookside, Carol Place as she feels when they change the
piping that the aforementioned area gets more water. The response she received was they were
aware of the Village’s proposal and when it comes time to apply for the permit, they would review
the plan to ensure there would be no adverse effects on additional stormwater added to the river
that could impact the system and the surrounding area. Rosemary feels when it comes time to go
forward a plan needs to be worked out without taking homes. Her flooding did not start until 15
years ago. She is here to ask the Mayor and Board to think outside the box a little bit more. She feels
the Board and School Board should be working together to protect their own resources.
Mayor Mullen responded that some communities have a challenge where their outfalls go into other
community pipes. All of the water we currently deal with is already going into the river, just going
over the road instead of under the road. The proposal is a professional process run by engineers.
Mayor Mullen agrees with Rosemary that we want to find an amicable solution that everyone is happy
with. Mayor Mullen and the Village Board have committed to do what they can to achieve that. Mayor
Mullen wanted to remind everyone that there may be some things that we have to accept and the
engineer has been asked to identify the potential sites where the retention system can be put in and
there are only a few options. Part of this process is coming to terms with the reality of the challenges
we face, as ultimately, the Board will have to make decisions based on the information provided to
the Board.

Item # 8 – Resolution Authorizing the Execution of a Memorandum of Agreement with
the Civil Service Employees Association, Inc.; Local 1000, AFSCME, ALF-CIO, Westchester
Local 860 (June 1, 2024 to May 31, 2029) Representing the Village’s Public Works
Employees Unit # 9178
Whereas, the Village of Pelham (“Village”) and the Civil Service Employees Association, Inc.; Local
1000, AFSCME, ALF-CIO, Westchester Local 860 representing the Village’s Public Works employees
(“Union”) are parties to a Collective Bargaining Agreement that expires on May 31, 2024; and
Whereas, changes to the terms and conditions of employment were agreed upon by the parties and
placed in the form of a Memorandum of Agreement dated January 3, 2024 (attached hereto and
made apart hereof); and
Whereas, the membership of the Union approved the terms and conditions contained in the
Memorandum of Agreement; and
Whereas, the Memorandum of Agreement between the Village and the Union regarding the terms
and conditions of employment for the period of June 1, 2024 through and including May 31, 2029, is
being presented for approval by the Village Board of Trustees.
Now, therefore, be it resolved, that the Memorandum of Agreement between the Village and the
Union dated January 3, 2024, regarding the terms and conditions of employment for the period of
June 1, 2024 through May 31, 2029 is hereby approved; and
Be it further resolved, that the Mayor and Village Administrator are hereby authorized to execute a
Memorandum of Agreement for the period of June 1, 2024 through May 31, 2029, between the
Village and the Union incorporating terms and conditions of said Memorandum of Agreement.

Village Trustee Solomon brought up that next year, in 2025, the Village of Pelham will be turning 50
years old. Village Trustee Solomon would like for the Village to celebrate, perhaps in the new
municipal center, maybe work with the Town Historian. It is a celebratory year!

Whereas, pursuant to § 5-524 of the New York State Village Law, the Board of Trustees shall audit
all claims against the Village.
Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham after audit of
the following vouchers, authorizes payment for services rendered and materials received, for the
following items that have been submitted to the Treasurer's Office for payment and authorized by the
Village Administrator and Deputy Village Treasurer:
