Village Trustee McGreal – next door at the Pelham Art Center there is a beautiful piece of artwork that everyone should check out. Please support the Arts Council Downtown Pelham by stopping by all the concerts this summer. Village Trustee Mohan – the Fire Department responded to 87 calls in June. One was a structural fire, 40 EMS calls and 7 vehicle accidents. Special shoutout to both the Fire and Police Department for responding to a call on July 1st involving a laceration. They worked together to stabilize the patient while EMS arrived to transfer them. A shoutout to Seargent Cardone, Police Officer Reddy, Police Officer Ripulone, Fire Captain DeSimone and Firefighter Magliulo. A Public Service Announcement to all; this season of thunderstorms may result in down wires, if you see them do not approach. Village Trustee Otondi – nothing to report. Village Trustee Solomon – our URL will be changing in a few weeks to pelhamny.gov. Although our emails will change, if you email the previous ones they will still come through. In the August Work Sessions, the Pedestrian Safety Education will be presented. Another thing that is being worked on is a packet for residents including all important information pertaining to the Village. Finally, a resident brought up a good idea regarding the liaisons for the Board of Trustees. It is a simple yet nice Village Board of Trustees Regular Meeting Tuesday, July 9, 2024 addition to make sure that information is shared so that the Village is transparent and makes it simple for those in government to reach out to the correct person. Deputy Mayor Carpenter – nothing to report. Village Board of Trustees Regular Meeting Tuesday, July 9, 2024 Item # 5 - Village Administrator’s Report: Our Fiscal Year 23-24 Audit will take place next week beginning on Monday. Con Edison will be replacing a gas main on River Avenue over the next few weeks and will alert all residents on that block. Item # 6 - Mayor’s Report Thank you to Michael Murphy from Murphy Brothers Construction who organizes a group of people, such as construction workers and real estate agents, once to twice a month to talk about development taking place in the area. They invited Mayor Mullen and Patrick Normoyle, the lead developer on the Pelham House Project, to present on the project at The Rail House. It was a success and many were impressed. Mayor Mullen was then invited to give the same presentation at a work session meeting at the Village of Mamaroneck, a thank you to Mayor Torres for the invitation. Starting tomorrow through Monday, we are going to kick off Geotech in Julianne’s Playground. We will have six borings that will be restored and the playground will remain open with the exception of the blacktop area. This is necessary so we are able to understand the water level and rock under the ground so that our engineers can work on the designs needed. A final message, do not miss our Summer Sundown Concert Series starting this Saturday at 7:00 PM until 8:00 PM. Bourne, Village Planning Consultant, and has determined that the Project is a Type I Action pursuant to the State Environmental Quality Review Act (“SEQRA”) and the provisions of 6 NYCRR Part 617.4(b)(10) requiring coordinated review by all involved agencies; and Whereas, pursuant to the Lead Agency Notice annexed hereto, in accordance with the provisions of 6 NYCRR Part 617, the Board of Trustees of the Village intends to serve as Lead Agency for the SEQRA review of the Project, and, in this capacity, will determine if the proposed action will have a significant effect on the environment. Now, therefore, be it resolved, that the Board of Trustees hereby declares its intention to serve as Lead Agency for SEQRA review of the Project, and will circulate the Lead Agency Notice, and the EAF to all involved and interested agencies, who shall have thirty (30) days from the date of mailing to object to the Board of Trustees’ Lead Agency designation. The “Justification” section of the legislative history for this legislation states: “According to the AAA Foundation for Traffic Safety, a pedestrian struck by a vehicle going 25 MPH has a 25 percent risk of sustaining a serious or fatal injury, a 50 percent risk at 33 MPH and a 75 percent risk at 41 MPH.”; and Whereas, the Board of Trustees has proposed a Local Law to reduce the maximum speed at which vehicles may proceed in the Village of Pelham from 30 MPH to 25 MPH; and Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the local law is a Type II Action and are therefore not subject to the requirements of the New York State Environmental Quality Review Act (SEQRA). Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes the Village Administrator to submit an application to the New York State CFA program for the Pelhamdale Avenue and Boulevard Sewer Main Replacement Project; and Be it further resolved, that the Village of Pelham commits to the minimum 25% match as required by our WQIP request, amounting to a total request of $1,800,000.00 with the Village covering the remaining $450,000.00 of the project.
