Village Trustee McGreal – absent. Village Trustee Mohan – The planning for our annual 9/11 Memorial is scheduled for Wednesday, September 11, at 8:30 AM. Congratulations to Hometown Hero Katie Douglas for representing us well! Village Trustee Otondi – Trustee Otondi and Department of Public Works Foreman Robert Giustino are trying to figure out how to get utilize funds for road paving. It has been a challenge due to the many roads that need to be maintained in Pelham. Village Trustee Solomon – Thank you again for listening to the additional things in the work session, and Trustee Solomon is excited to continue the conversation. Deputy Mayor Carpenter – nothing to report. Item # 5 - Village Administrator’s Report: Field work on Fiscal Year 23-24 has been completed. The final financial statements will be available sometime this fall. There is going to be a finalization of what roads will be paved in the Village. The Village is also accepting resumes and letters of interest for the position of Village Clerk throughout the end of August, please visit pelhamny.gov for more information. Village Board of Trustees Regular Meeting Tuesday, August 6, 2024 Item # 6 - Mayor’s Report The Village is planning to double the budget for road paving this year. We have received about $250,000 in CHIPS funds, so we are putting close to half a million dollars towards paving. Second, this Saturday we have an upcoming concert in the park from 6:30 to 8:00 PM, be sure to check it out. Finally, congratulations to Kate Douglas for doing so well in the Olympics! A welcome to Reeve Murrell, who is helping us put together a spreadsheet of permitted uses and special permit uses in the Village’s downtown area as well as all the other downtown areas in Westchester. The “Justification” section of the legislative history for this legislation states: “According to the AAA Foundation for Traffic Safety, a pedestrian struck by a vehicle going 25 MPH has a 25 percent risk of sustaining a serious or fatal injury, a 50 percent risk at 33 MPH and a 75 percent risk at 41 MPH.”; and Whereas, the Board of Trustees of the Village of Pelham has proposed a Local Law to reduce the maximum speed at which vehicles may proceed in the Village of Pelham from 30 MPH to 25 MPH; and Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the local law is a Type II Action and are therefore not subject to the requirements of the New York State Environmental Quality Review Act (SEQRA). Verde Electric Maintenance Corp. $275,535.00 2. Coppola Paving and Landscape Corp. $282,000.00 Whereas, the Village’s consulting Engineer and Village Administrator have determined that the lowest responsible bid that meets the requirements is Verde Electric Maintenance Corp. You can become certified as a pro housing community by either building a certain number of units, which the Village has done, or by passing this resolution. The conversations with the State Housing Authority are going to be picking up again. When Village Trustee Solomon was at Nycom, this was a big conversation. By having this resolution, it fast tracks the Village for other opportunities and grants. Affordable Housing Ordinance: Mayor Mullen and Deputy Mayor Carpenter had a conversation regarding the Affordable Housing Ordinance, it is something we need but also something that has to be done correctly. The County Planning Board is obligated to encourage all municipalities to adopt some uniform standard on how they approach this. The basic explanation of it is that you must have something in the code that requires incoming developers to set aside some percentage of their units (5% to 10%) that are pegged as AMI. Many different municipalities comply with it, and there are different ways to build it in. The “Justification” section of the legislative history for this legislation states: “According to the AAA Foundation for Traffic Safety, a pedestrian struck by a vehicle going 25 MPH has a 25 percent risk of sustaining a serious or fatal injury, a 50 percent risk at 33 MPH and a 75 percent risk at 41 MPH.”; and Whereas, the Board of Trustees of the Village of Pelham has proposed a Local Law to reduce the maximum speed at which vehicles may proceed in the Village of Pelham from 30 MPH to 25 MPH; and Whereas, the Board of Trustees of the Village of Pelham has determined that the adoption of the local law is a Type II Action and are therefore not subject to the requirements of the New York State Environmental Quality Review Act (SEQRA). Verde Electric Maintenance Corp. $275,535.00 2. Coppola Paving and Landscape Corp. $282,000.00 Whereas, the Village’s consulting Engineer and Village Administrator have determined that the lowest responsible bid that meets the requirements is Verde Electric Maintenance Corp.
