Village Trustee McGreal – nothing to report. Village Trustee Mohan – The Natural Resource Inventory kick off meeting was on October 11th. This was a DEC Grant that was obtained through the Sustainability Advisory Board to do a natural resources inventory of the Village. The next step is a quality assurance project plan, which is approved by the EPA, and can take 2 to 4 months. Second, the Fire Department did water training in conjunction with the Village of Pelham Manor. The idea is to get to use this during flooding situations. Finally, the Pumpkin Smash is going to be on Saturday, November 2nd near where the compost containers are, bring your pumpkins! Village Trustee Otondi – nothing to report. Village Trustee Solomon – This past Sunday, Village Trustee Solomon, Village Trustee Mohan, Deputy Mayor Carpenter and Mayor Mullen met many people at the Farmer’s Market. They were able to speak about the new Municipal Center and more. Village Trustee Solomon has also been speaking to Westchester County Legislator Terry Clements regarding pedestrian safety and how the Village and County can collaborate in November. Deputy Mayor Carpenter – nothing to report. Item # 5 - Village Administrator’s Report: A reminder to everyone that organic waste collection ended on Wednesday, October 9th, and we began Fall Leaf Collection. Please only pile leaves at the curb, all other organics should be bagged from now until December 15th. Village Board of Trustees Regular Meeting Tuesday, October 22, 2024 Item # 6 - Mayor’s Report Thank you to the Village of Pelham Council on the Arts and Karen Pursel, as well as all other members on the Council for putting on Cinema Under the Stars this past weekend in Wolfs Lane Park. Many people showed up, and we believe it will be an event that is here to stay. Second, there is some good news on the Flood Mitigation front. The School Board has decided not to challenge the use of eminent domain to secure the property interests that we need to move forward with flood mitigation. This is excellent news, because while it did not change the outcome, it did speed up the process. The goal is to now get the engineering process done as quickly as possible. Item # 7 - Public Comments David Schwaderer, 321 8th Ave: David appreciates the respect among the School Board as well as the Mayor and Board of Trustees. He also states that he is aware that there will be diesel engines, will the pollution impact as well as health impact to the community be examined? Mayor Mullen states that much of this analysis has already been done. The last work session that was done was very helpful in terms of articulating this. They also analyzed how often the engines will run, which would only be during severe storms or once a month. The goal with the engineering is to try to build the rest of the system to get as much storm water as possible without it going into the detention system. Mayor Mullen encourages David to take a look at the work session and under Village News on our website. Village Board of Trustees Regular Meeting Tuesday, October 22, 2024 Non-Recurring Items Item # 8 – Resolution Authorizing Special Event Request from Pelham Civic Association (5th Annual Toonerville Music Festival) Whereas, on October 7, 2024, Pelham Civic Association submitted a Special Event Request for Pelham Music Festival in Municipal Parking Lot 07 on September 13, 2025; and Whereas, Pelham is known for its commitment to the arts and this event will celebrate the arts and bring the Pelham Community together; and Whereas, Pelham Civic Association shall reimburse the Village for all costs incurred by the Village as a result of the event, including but not limited to Police Department and Department of Public Works overtime, and provide a certificate of liability insurance naming the Village as an additional insured in a form and amount satisfactory to the Village. Now, therefore, be it resolved, that the Board of Trustees of the Village of Pelham herein authorizes the appropriate Village officials and staff to take the necessary and appropriate actions to allow this event to take place.
