Village Trustee Howell – Happy Veteran’s Day, and thank you to all the men and women who served. Village Trustee Mohan – Trustee Mohan is working with the Sustainability Advisory Board to review the NRI and plans to propose tree legislation based on its recommendations. They are also exploring how some municipalities adopt the NRI as a guiding document. Materials will be shared before the next meeting. Trustee Mohan also noted attending a meaningful Veterans Day ceremony. Village Trustee Otondi – nothing to report. Village Trustee Solomon – Thank you to Joe Durnan and Pelham Troop 50 for their work on the Veterans Day service. Trustee Solomon had a productive conversation with Legislator Clements about ongoing pedestrian safety initiatives, which are moving toward a positive outcome. Deputy Mayor Carpenter – nothing to report. Item # 5 - Village Administrator’s Report: Nothing to report. Village Board of Trustees Regular Meeting Wednesday, November 12, 2025 Item # 6 - Mayor’s Report Congratulations to Village Trustee Theresa Mohan on becoming the next Town Supervisor, as well as all other election winners, and those who ran but did not win. Mayor Mullen praised the positive, respectful tone of the Town campaigns and expressed appreciation for the community spirit shown throughout the election. The Westchester consortium successfully pushed back against Con Edison’s proposed rate hikes, reducing electric increases from 13.3% to 2.8% and gas increases from 19% to 2%. The agreement covers 2026-2028 and includes commitments from Con Ed to meet annually with Westchester municipalities and analyze infrastructure investment to ensure fairness. Mayor Mullen expressed pride in the effort, noted a press release is coming, and thanked partnering municipalities, including Pelham Manor and the Town of Pelham. The Westchester Power renewable energy program, which has been used since 2015, will end this year after the Public Service Commission rejected Sustainable Westchester’s filings. Mayor Mullen described the program’s long history of benefits, including discounted renewable energy, stable fixed rates, and high transparency. PSC rules and decisions, especially after a contract in 2021, made the program unworkable, leading to the collapse of nearly all community choice aggregation programs statewide. Ending this program will negatively impact residents who have relied on affordable, renewable energy.
