CITY OF PELICAN RAPIDS COUNCIL
SEPTEMBER 8, 1997 -- MINUTES
The City Council of Pelican Rapids met in regular session on Monday, 9/8/97 at 6:30 p.m. in the
Pelican Rapids Public Library Meeting Room.
PRESENT: Mayor Wayne Runningen, Council Members Paulette Nettestad, George Hanson,
Denise Magnusson and Dave Gottenborg. ABSENT: None
ALSO PRESENT: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys
Ehlert, Streets Superintendent Vern Benson, Utility Superintendent Brent Frazier and Lake
Region Electric Cooperative General Manager Dave Weaklend.
Meeting called to order by Mayor Wayne Runningen.
Agenda Additions - Water Extension, Plumbing License, Mayor's Conference, Water/Sewer
Budget and Economic Development Authority Statement.
Motion by Hanson and second by Nettestad to allow Otter Tail County to assess property owners
for property assessments with the City Council to continue as Board of Review. Motion passed
unanimously.
Council discussed municipal garbage service. Local provider says 90% of City residents
presently contract with provider for service. No other action taken.
Council discussed various exceptions to 5-ton load limit and tabled matter until Police Chief
could provide information requested from other cities.
Council reviewed bills for Waste Water Treatment Facility engineering.
Motion by Hanson and second by Magnusson, based on City Attorney's Bonestroo, Rosene,
Anderlik & Assoc. recommendation to postpone payment to engineering firm until problems at
Waste Water Treatment Facility have been solved. Motion passed unanimously.
On 2nd Ave. NW by 1st St. NW it was discovered that City's main is only a 2 1/2 in. main
serving five residences. The City is replacing 4 in. main with 6 in. main and Administrative
Assistant Richard A. Jenson recommends that City replace this with 6 in. main also.
Motion by Hanson and second by Nettestad to authorize installation of a 6 in. water main on 2nd
Ave. NW between 1st St. NW and 2nd St. NW as part of current project. Motion passed
unanimously.
Motion by Nettestad and second by Magnusson to approve a plumbing license for Joe Silver of
Silver Plumbing & Heating of Sebeka, MN. Motion passed unanimously.
Mayor Wayne Runningen requested authorization to attend Mayor's Association Conference in
October.
Motion by Nettestad and second by Magnusson to authorize Mayor Wayne Runningen to attend
the Mayor's Conference on 10-4 & 10-5 1997 in St. Cloud. Motion passed unanimously.
Administrative Assistant Richard A. Jenson reviewed Rice Lake Retainage. Engineering firm of
Bonestroo, Rosene, Anderlik and Associates, recommends paying all except $1,500..
Motion by Hanson and second by Nettestad to pay Rice Lake Contracting $8,000 for Waste
Water Treatment Facility work as recommended by Bonestroo, Rosene, Anderlik and Assoc.,
providing $1,500 for landscaping work at mechanical plant and $500 for landscaping at lagoon.
Motion passed unanimously.
Motion by Hanson and second by Nettestad to set budget public hearing for 12-4-97 with an
alternate date of 12-11-97 at 7:00 p.m. in the Pelican Rapids Public Library and to approve the 9-
3-97 preliminary budget. Motion passed unanimously.
League of Minnesota Cities (LMC) Regional Meetings are in Walker 9-30-97 and in Mahnomen
on 10-1-97.
Motion by Nettestad and second by Hanson to authorize expenses for council members to attend
LMC regional meeting in Mahnomen on 10-1-97. Motion passed unanimously.
Motion by Nettestad and second by Magnusson to approve minutes of 8-11-97 as presented.
Motion passed unanimously.
Council Member Dave Gottenborg arrived at 7:10 p.m.
Utility Superintendent Brent Frazier reported on his departments' activities. Bruce Leitch &
Assoc. are still conducting a well survey. He's expecting prices on water plant electrical work.
Braun Pump has worked on wastewater and lagoon pumps. Engineers and workman are working
to make changes on final clarifier.
Motion by Nettestad and second by Magnusson to approve payment of the 9-8-97 Accounts
Payable List with the following additions: Stoa Plumbing, Water plant - $269.61; Lake Region
Hospital, PD - $88.75; Cellular 2000, PD cell phones - $159.10 and Uniforms Unlimited, PD
Light Bar - $1,489.94. Motion passed unanimously.
Street Superintendent Vern Benson reported on his departments' activities. They have replaced
hydrants, graveled roads, met with engineering firm regarding Ann Lane, repaired two water
breaks and began jetting sewers. Skating rink will need to be relocated. Plan for street
reconstruction is 5th Ave. SE and 2nd Ave. SE.
Council Member Dave Gottenborg discussed possibility of locking bathhouses at park to
discourage vandalism. He also asked where Calvary Evangelical Free Church sign could be
replaced. City staff will determine best location.
Council reviewed the 7-31-97 Liquor Store Report, 8-31-97 Clerk's Recap Sheet and 8-31-97
Schedule of Investments presented by Deputy Clerk Treasurer Glenys Ehlert.
Economic Development Authority members must be city residents according to City Attorney
Scott Dirks.
City Auditor Dan Rollie presented the 1996 Financial Statement and additional graphs for
illustration. Council thanked Rollie for the informative presentation.
No police report was received.
Council discussed water and sewer budget.
Council members will help collect housing surveys.
