CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-2-14-00 The City Council of Pelican Rapids met in regular session at 5:00 p.m., 2-14-00 at the Pelican Rapids Public Library. Present: Mayor Wayne Runningen, Council Members Paulette Nettestad, John Waller III, Denise Magnusson and Dave Gottenborg. Absent: none. Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk- Treasurer Glenys Ehlert, Utilities Superintendent Brent Frazier, Street Superintendent Vern Benson, Mark and Mary Goettel of KT’s Restaurant, Craig Nelson and Gary Peterson of the Pelican Rapids Press. Meeting called to order by Mayor Runningen. Addition to the Agenda: Access for school property. Motion by Magnusson, seconded by Waller to approve the minutes of 1-10-00 and 1-26- 00 as presented. Motion passed unanimously. Council considered the Accounts Payable Listing of 2-14-00 with corrections and additions. Motion by Gottenborg, seconded by Nettestad to approve payment of the Accounts Payable List of 2-14-00 as presented. Motion passed unanimously. Utilities Superintendent Brent Frazier presented his report. Street Superintendent Vern Benson presented his report. Council reviewed the police report and liquor store report. Deputy Clerk-Treasurer Glenys Ehlert reported on financial information and corrected the Clerk’s Recap for the Water Fund balance from negative $33,916.44 to positive $570.46. Council discussed liquor license fees and the draft ordinance for on-sale liquor. Council questioned serving hours and restaurant hours. Motion by Gottenborg to set the number of licenses at one, license fee of $1500 and Sunday liquor at $150. Motion died for lack of a second. Motion by Nettestad, seconded by Waller to set the number of licenses at two, license fee of $1500 and Sunday liquor at $150. Voting yes: Mayor Runningen, Council Members Waller, Magnusson and Nettestad. Voting no: Council Member Gottenborg. Motion carried. Council requested City Attorney Scott Dirks to attend the next meeting, 2-23-00, 3:30 p.m. in the Pelican Rapids Public Library to discuss the bond and liquor liability insurance requirements. Motion by Nettestad, seconded by Magnusson to approve a Recreational Gaming License to the VFW Club. Motion passed unanimously. Motion by Gottenborg, seconded by Waller to authorize the City to enter into an agreement with Norwest Bank to offer Direct Deposit of payroll and Direct Payment of utility bills. Motion passed unanimously. Board of Review will be 4-24-00, 1:30 – 3:30 p.m. in the Pelican Rapids Public Library meeting room. Administrative Assistant Richard A. Jenson discussed the Pelican Rapids Public School’s request for an easement across city land to provide access to property formerly belonging to Ben Holman. Motion by Magnusson, seconded by Gottenborg to grant the school an easement across the City’s “Renner” property. The easement will be where it fits best, generally along the south border of the property. Motion passed unanimously. Mayor Runningen requested Council consider adjourning meeting to a date later this week. Motion by Waller, seconded by Magnusson to adjourn meeting to 2-18-00 at 2:00 p.m. in the Pelican Rapids Public Library meeting room.
