CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES – 2-23-00 The City Council of Pelican Rapids met in regular session at 3:00 p.m., 2-23-00 at the Pelican Rapids Public Library meeting room. Present: Mayor Wayne Runningen, Council Members Paulette Nettestad, Denise Magnusson and John Waller III. Absent: Council Member Dave Gottenborg. Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert, Street Superintendent Vern Benson, Mark Goettel of KT’s Restaurant and Gary Peterson of Pelican Rapids Press. Meeting called to order by Mayor Runningen. Addition to the Agenda: Bike Trail Mayor Runningen reported that the City did not receive a Department of Trade and Economic Development grant for the proposed housing project. This is the third time that the City has applied unsuccessfully for the grant. Economic Developer Skip Carpenter will review the application with the department and report back to Council. City Attorney Scott Dirks reviewed a draft ordinance for On-Sale Liquor License and a housekeeping ordinance setting the expiration date of all licenses except Bottle Club to 6-30 of each year. Mayor Runningen opened discussion on the permitted times for sales from 12:00 noon to 1:00 a.m. Council Member Nettestad said she had no objections to allowing sales at 11:00 a.m. Business owner Mark Goettle said he plans to serve food right up to closing. Nettestad and Magnusson suggested changing the opening time to 11:00 a.m., Monday through Saturday. Council said if State Law permits the premises to be open on election day, then the Council will permit the holders of liquor, wine and beer licenses to be open. Council Member Nettestad questioned the purpose of the Surety Bond set in the draft ordinance at $5,000. City Attorney Scott Dirks explained it’s a performance bond that insures the license holder complies with license requirements and provides some proof of financial stability. Bond represents leverage the City has that is easier to use than the revocation hearing. Council decided that since the liquor license is more expensive there is less need for the Surety Bond. Motion by Nettestad, seconded by Waller to introduce Ordinance No. 00-1, entitled ON- SALE INTOXICATING LIQUOR ORDINANCE. (A complete text of the ordinance is part of permanent public record.) Voting yes: Mayor Runningen, Council Members Nettestad, Magnusson and Waller. Voting no: none. Motion passed unanimously and ordinance declared duly adopted upon publication. Motion by Magnusson, seconded by Nettestad to introduce Ordinance No. 00-2, entitled WINE, SPECIAL CLUB (VETERANS) AND BEER LICENSE EXPIRATION DATE. (A complete text of the ordinance is part of permanent public record.) Voting yes: Mayor Runningen, Council Members Nettestad, Magnusson and Waller. Voting no: none. Motion passed unanimously and ordinance declared duly adopted upon publication. Mayor Runningen discussed the Bike Trail. Motion by Nettestad, seconded by Magnusson to certify unpaid utility bill for Parcel No. 531000 in the amount of $94.60 to Otter Tail County for collection with real estate taxes.
