CITY OF PELICAN RAPIDS COUNCIL MINUTES 3-13-00 The City Council of the City of Pelican Rapids met in regular session on Monday, 3-13- 00, at 6:30 p.m., in the Pelican Rapids Public Library meeting room. Present: Mayor Wayne Runningen, Council Members Paulette Nettestad, David Gottenborg, and John Waller III. Absent: Council Member Denise Magnusson. Also present: Administrative Assistant Richard A. Jenson, Acting Secretary Julie Lammers, Street Superintendent Vern Benson, Utilities Superintendent Brent Frazier, Marland Dow, Barb Grunewald and Gary Peterson of the Pelican Press. Meeting called to order by Mayor Wayne Runningen. Additions to the agenda. Wellhouse, Marlan Doe, Industrial Park. Motion by Gottenborg and second by Waller to approve minutes of 2-14-00 and 2-23-00 as presented. Motion passed unanimously. Council discussed Accounts Payable Listing of 3-13-00. Motion by Gottenborg and second by Nettestad to approve payment of 3-13-00 Accounts payable listing with additions: Braun Pump & Controls in the amount of $849.35 and Strand Ace Hardware in the amount of $86.27. Motion passed unanimously. Council reviewed Police Report. Motion by Waller, seconded by Gottenborg to purchase 2000 Chevrolet Impala police car from Minnesota Motors of Fergus Falls for $19,781.00. Motion passed unanimously. Discussed available police position. Motion by Nettestad, seconded by Gottenborg to hire Jesse Grabow and Jeff Grabow as temporary part time police. Motion passed unanimously. Utility Superintendent report was given by Brent Frazier. Jenson stated that Bonestroo, Rosene, Anderlik & Associates, and the City had a dispute over the design and construction of an addition to the City’s wastewater treatment plant and the payment of Bonestroo, Rosene, Anderlik & Associates’ fees for its work for the City on that project. The parties have met and reached an amicable resolution of that dispute which is acceptable to the City and Bonestroo, Rosene, Anderlik & Associates. Mayor Runningen thanked Gary Peterson of the Press for articles and Brent and WWTF employees for all of their involvement. Streets Superintendent Vern Benson reported on parks and streets departments. Marland Dow stated that Ordinance 97-3 has not been enforced very well in the City of Pelican Rapids. His street has gotten so bad his windows shake and the police department has told him they can do nothing about it. He suggests we should put up signs regarding the noise ordinance. Dow has checked into other area towns and they are not having these problems, because they have signs and they ticket individuals. Dow also commented that lst St NW has been used for a race track. In the last three years it is getting really bad. Gary Peterson of the Pelican Press would like ordinance changed to if you can hear it so many feet away then a fine will be given. Council Members asked Jenson to speak to police department and to review what other towns are doing. Council reviewed liquor store report. Financial Report was reviewed. Jenson asked council to pass a resolution allowing clerk and mayor to sign agreements for fire department. The only change in resolution is a switch between a three year to a five year term. Motion by Gottenborg, seconded by Waller passing resolution authorizing mayor and clerk to sign five year agreements for fire protection of surrounding townships and City of Erhard. Motion passed unanimously. Peterson questioned if we would be losing a township. Jenson explained that Trondjhem Township, a township that the Pelican Rapids Fire Department currently services 1/2 and they may switch to the Rothsay Fire Department. Jenson explained that the By-law Amendment has been passed by the Fire Department Relief Association changing the annual benefit from $1400 to $1600. This would be of no cost to the City of Pelican Rapids Motion by Nettestad seconded by Gottenborg to make a change in the by-laws an increase in retirement to the Fire Department from $1400 to $1600. Motion passed unanimously. Runningen discussed the seasonal decorations. The private sector has raised almost all of their funds. Council was given pictures off what decorations would look like. They have proceeded with purchases of seasonal directions. Jenson explained the street lighting plans have been approved by Minnesota Department Of Transportation and they are drafting the necessary agreements. There have been a few changes made including a concrete base. It will cost approximately $1000 over the entire project and will protect the poles. There will be a sample resolution soon that requests an authorizes for the Mayor and Clerk to enter into an agreement with MNDOT. Motion by Wailer seconded Nettestad authorizing the Mayor and Clerk to sign agreement for MNDOT participation in the street project. Motion passed unanimously. Jenson requested approval of licenses subject to paper work and fees being fulfilled. Motion by Gottenborg, seconded Waller to approve Plumbing License to James King, Bottle Club Licenses to American Legion and Gary & Leah Deschene, Beer License to Gary & Leah Deschene, On Sale Liquor License to VFW, Charitable Gambling License to VFW and Wine and Beer License to Karen Reich after fees have been paid and licenses agreements have been met. Motion passed unanimously. Jenson explained that the Wellhouse is compete except the landscaping and cleanup. Contract states completion date of March 1 and they are requesting a change to June 1, 2000. Motion by Nettestad seconded by Waller to approve change order #1 extending the completion date of Wellhouse 14 to June 1, 2000. Motion passed unanimously. Gottenborg discussed the industrial park with council. Henry Building Systems is a complete mess. A lot of the debris is on the City of Pelican Rapids property. We are unable to market property due to this mess. Jenson said he may have to get Oslund to find boundaries. Gottenborg would like to be kept more up to date on what is happening. Motion by Gottenborg, second by Waller to proceed through Dirks to involve general clean up of debris by Henry Building Systems/Attachments International on both his property and city property. Motion passed unanimously. Bike Trail meeting will be Wednesday afternoon. Runningen has formed a group that would like to continue pursuing this further. They are in the process of expanding into two groups: public relations and property. Runningen said they have plans to go ahead with trail with the first item being to have a concrete trail route. Motion by Gottenborg seconded by Nettestad to allow Wayne Runningen and James McDonald to have the latitude to expand the group. Motion passed unanimously. Barb Grunewald of the Pelican Rapids Chamber of Commerce asked council what if anything was being done with the Shoe-Inn building. Council explained there is a binding contract for the removal of building. Grunewald questioned council about the lack of public bathrooms. Council mentioned the liquor store and the library when the City Hall is closed. She mentioned that on Sundays there are no public bathrooms available. Gottenborg asked Jenson to speak to Vern Benson regarding putting up signs for public restrooms. Grunewald asked when clean-up day would be so the council would be able to plan it around the all City Rummage Sale. Jenson explained he still needed to speak with Ballard Sanitation and the date has not yet been decided.
