City Of Pelican Rapids Council Minutes 04-10-00 The City Council of the City of Pelican Rapids met in regular session on Monday, 4-10- 00 at 6:30 p.m., in the Pelican Rapids Public Library meeting room. Present: Mayor Wayne Runningen, Council Members Denise Magnusson, Paulette Nettestad, John Waller III and Dave Gottenborg. Also present: Administrative Assistant Richard A. Jenson, Deputy Clerk-Treasurer Glenys Ehlert and Street Superintendent Vern Benson. Meeting called to order by Mayor Runningen. There were no additions or deletions to the agenda. Motion by Waller, seconded by Magnusson to approve minutes of 3-13-00 and 3-29- 00. Motion passed unanimously. Motion by Magnusson, seconded by Gottenborg to approve payment of 4-10-00 Accounts Payable Listing with the following additions: In Control, WWTF - $2209.00 Moorhead Construction, WWTF - $2405.00 Scott Dirks, legal fees - $1234.50 Denise Magnusson, council salary - $90.00 Motion passed unanimously. Administrative Assistant Richard A. Jenson presented Utilities Superintendent Brent Frazier’s report on his departments. Well No. 14 is on line. Street Superintendent Vern Benson reported on his departments’ activities. Council reviewed the Liquor Store Report. Council reviewed the Financial Reports presented by Deputy Clerk-Treasurer Glenys Ehlert. Administrative Assistant Jenson reviewed the Planning Commission’s recommendation regarding a special use permit request. Motion by Magnusson, seconded by Waller to accept the Planning Commission’s recommendation to approve the application of Troy Poach for a special use permit to allow the construction of a storage building of pole type construction with the Lyden Lake shoreline zone with the following recommended requirements: 1) colored steel siding; 2) soffits enclosed; 3) soffits perpendicular to wall; 4) colored steel roof and 5) cement floor. Motion passed unanimously. Board of Review will be 4-24-00, from 1:30 to 3:30 p.m. at the Pelican Rapids Public Library meeting room. Administrative Assistant Jenson reviewed the work that’s been done regarding West Central Turkey’s Appeal of Valuation. If the valuation is lowered, it will directly affect the City’s tax increment monies and bond issues. At this time, the County Assessor needs to hire an appraiser to evaluate our local plant. Cost is estimated at $9,000 to $10,000 and the County is requesting the City share in this added expense. City Attorney Scott Dirks, Mayor Runningen and Administrative Assistant Richard A. Jenson recommend the City of Pelican Rapids pay one-third of the cost. Motion by Nettestad, seconded by Magnusson to approve sharing one-third of the cost for appraisal of West Central Turkey’s property in an amount not to exceed $3300. Motion passed unanimously. Administrator Assistant Jenson reported that the Minnesota Department of Trade and Economic Development has awarded the City a grant in the amount of $186,000 to loan to West Central Turkeys, Inc. for their project. This money, when repaid, will make $100,000 available as a revolving loan fund for other projects. Meeting adjourned at 7:30 p.m. Glenys Ehlert, CMC Deputy Clerk-Treasurer
