CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-10-19-04 The City Council of Pelican Rapids met in emergency session on Tuesday, 10-19- 04, at 5:00 p.m., Council Chambers, City Hall, 315 N. Broadway. Mayor Wayne Runningen, Council Members Ben Woessner, David Gottenborg and Denise Magnusson were present. Council Member John E. Waller, III, was absent. Clerk- Treasurer Glenys Ehlert, Architect David Shultz and Brian Olson of the Street and Park Department were also present. Mayor Runningen called the emergency meeting to order. The only item to discuss is the soil situation at the Public Works Garage site relevant to construction of a new building. Architect David Shultz of Shultz Torgerson Architects presented information about soil situation at the Public Works Garage site. Soil samples from the site indicate some buried top soil and some wood debris in various places. The process would be to excavate those soils out, test material and replace soil that cannot be reused. City would expect to remove and replace 2500 yards. Some material will be able to be reused. Shultz recommends payment of $1700 to Northwest Technologies, Inc. for soil borings. Shultz discussed relocating the Public Works Garage site to the Industrial Park. However, elevations at the property would require fill and some excavation and soil replacement as well. Major building components were to be delivered to the site on Friday, 10-21- 04. D&W Construction planned to start setting posts next week with an anticipated date of end of November as the time the City could use part of the facility. Council discussed various solutions. Shultz will contact several excavation contractors to obtain cost quotes on the excavating and replacement of soil. Motion by Magnusson, seconded by Woessner to adjourn meeting to Wednesday, 10-20-04, at 4:30 p.m., Council Chambers, City Hall. Motion passed unanimously. 5:50 p.m. Glenys Ehlert Clerk-Treasurer
