CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-07-10-06 The City of Pelican Rapids City Council met in regular session at 5:30 p.m., on Monday, 07- 10-06, in Council Chambers of City Hall. Mayor Wayne Runningen, Council Members Ben Woessner, Richard Peterson, David Gottenborg and John E. Waller, III were present. No one was absent. Administrator Don Solga, Clerk-Treasurer Glenys Ehlert, Utilities Superintendent Brent E. Frazier, Street and Park Superintendent Brian Olson, Liquor Store Manager Robert Leslie, Library Director Pam Westby, Fire Chief Trevor Steeves and Kelley Gorman of Pelican Rapids Press were also present. Meeting called to order by Mayor Runningen. Motion by Peterson, seconded by Woessner to approve the minutes of 06-12-06 and 6-27- 06 as presented. Motion passed unanimously. Motion by Gottenborg, seconded by Waller to approve the Accounts Payable Listing of 07- 10-06 as presented with the addition of Mark Larson, repair Mill Pond Dam gate cable, in the amount of $6000. Motion includes Library Bills of 07-05-06 as approved by Library Board Member Gary Lage. Motion passed unanimously. Utilities Superintendent Brent E. Frazier reported on the various ponds and lagoons and on the Wellhead Protection Plan – Part 2. The Minnesota Department of Health received the plan and commended the City of Pelican Rapids for efforts in preparing a plan to protect the community’s drinking water supply from contamination. Street and Park Superintendent Brian Olson presented a report on airport lighting project, the swimming pool, the crosswalk signs and Improvement Project No. 71. L & M Services completed crack sealing. The City was able to obtain magnesium chloride at the same price as corn oil and that should arrive within a week for dust guarding on gravel streets. Superintendent Olson reported that Delzer Construction expects to complete work on Improvement Project No. 71 – Maplewood Dr. Utilities by the end of the week. Liquor Store Manager Bob Leslie reported on the Liquor Store. Fire Chief Trevor Steeves discussed Baker, Hogan, Houx’s proposal for Architectural/Engineering Services for a Fire Hall Building. Library Director Pam Westby was present to discuss the bylaws for the Library Foundation. Motion by Waller, seconded by Gottenborg to appoint Tom Bruns for a term of one year to the Pelican Rapids Library Foundation. Motion passed unanimously. Clerk-Treasurer Glenys Ehlert reported on the 06-30-06 financial reports. She also reported on TIF-6 “Eye Clinic” Certification of Reimbursable Costs. Michele Hartman of Municipal Economic Development Network, Inc., has reviewed the Developer’s Paid Invoices and has scheduled the first Pay-As-You-Go (PAYG) reimbursement payment for 12-15-07. Administrator Don Solga reviewed a park board recommendation regarding the soccer field adjacent to Carr Field. Motion by Woessner, seconded by Gottenborg to accept the Park Board’s recommendation to name the facility the David Brown Soccer Complex. Motion passed unanimously. Administrator Don Solga reported that 58 properties were identified as public nuisances as a result of the Planning Commission’s 2006 Spring Tour. Two were already in the citation process. Twenty are now in compliance. Twenty-four have not contacted the City. Solga will send follow-up letters and then proceed with citations this fall. Motion by Gottenborg, seconded by Waller to accept Police Officer Curt Markgraf’s resignation, effective 07-11-06. Motion passed unanimously. Council Member Peterson discussed building permit policy and the cost of building permits. Administrator Don Solga will review the fee schedule with the building official to see if there are other options. Meeting adjourned at 7:42 p.m. Glenys Ehlert, CMC Clerk-Treasurer
