EMERGENCY CITY COUNCIL MEETING MINUTES – 07-14-06
The City Council of Pelican Rapids met in emergency session at 8:00 a.m., on Friday, 07-14-
06, in Council Chambers, City Hall. Mayor Wayne Runningen, Council Members Ben
Woessner, Richard Peterson and John E. Waller, III, were present. Council Member David
Gottenborg was absent. Administrator Don Solga, Clerk-Treasurer Glenys Ehlert
and Kelley Gorman of the Pelican Rapids Press were also present.
Mayor Runningen called the meeting to order.
Administrator Don Solga discussed the costs of operating Well No. 14. The Minnesota
Pollution Control Agency (MPCA) has agreed with the City that costs to operate Well No. 14
are $28.33 per day when the well is not running and $37.84 when the well is running. Solga
presented the draft agreement between the City and MPCA that will permit MPCA to
reimburse the City of Pelican Rapids for these Well No. 14 expenses. MPCA agrees further
that they will cover all other expenses due to failure of the well. The agreement has been
reviewed and authorized by City Attorney Morrison Kershner. MPCA is requesting
signatures by the City on the document by Saturday, 07-15-06.
Mayor Runningen recommended notifying MPCA that the well will be shut down on
Monday if the City Council authorizes the agreement but MPCA does not sign the document
by Monday, 07-17-06.
Motion by Peterson, seconded by Woessner to authorize signing the joint powers agreement
regarding Well No. 14 with the MPCA. Motion passed unanimously.
