CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-10-09-06 The City Council of Pelican Rapids met in regular session at 5:30 p.m., Monday, 10-09-06, Council Chambers, City Hall. Mayor Wayne Runningen, Council Members John E. Waller, III, Ben Woessner and David Gottenborg were present. Council Member Richard Peterson was absent. Clerk-Treasurer Glenys Ehlert, Library Director Annie Wrigg, Street and Park Superintendent Brian Olson, Liquor Store Manager Bob Leslie and Kelley Gorman of the Pelican Rapids Press were also present. Meeting called to order by Mayor Runningen. No items were added to or deleted from the agenda. Motion by Gottenborg, seconded by Waller to approve the minutes of 9-11-06 and 9-26-06 as presented. Motion passed unanimously. Motion by Waller, seconded by Woessner to approve the 10-09-06 Accounts Payable Listing as presented and the 10-02-06 Library Bill Listing as approved by Library Board President Mary Sorum. Motion passed unanimously. Council reviewed the Police Department report prepared by the Police Chief. Council reviewed the Utilities Superintendent’s written report. Thein Well recently rehabilitated Well No. 12, but the results were not favorable as there was not an increase in gallons per minute pumped after the process. Street and Park Superintendent Brian Olson reported on projects in his department. He reported that Ouren Brothers have replaced the roof on the old shop. Also the street sweeper has recently had repairs of $2,000 to get it going again, bringing the estimated total for repairs for the summer of 2006 to $6,000. Liquor Store Manager Bob Leslie reported on the Liquor Store. Council Members discussed the hearing scheduled for an Off Sale Liquor License on 10-17-06 in the Otter Tail County Commissioners’ Room at the Government Services Center. Library Director Annie Wrigg was welcomed to the community and city council meeting. She reported that Pam Westby, Tami Skinner and Glenys Ehlert have all been meeting with her to explain the financial aspects of the library operations. The library has three CEP students for library help. Clerk-Treasurer Glenys Ehlert presented the 09-30-06 financial reports. Mayor Runningen reviewed the pre-application for submission of the 2007 Small Cities Development Grant Funds. Clerk-Treasurer Glenys Ehlert discussed the business and rental survey that has been conducted. Motion by Woessner, seconded by Waller to introduce the following written resolution, entitled CITY OF PELICAN RAPIDS RESOLUTION APPROVING THE SUBMISSION OF THE 2007 SMALL CITIES DEVELOPMENT GRANT FUNDS PRE- APPLICATION. (A complete text of this resolution is part of permanent public record in the city clerk's office.) Motion passed unanimously and resolution declared duly adopted. Council was notified that St. Leonard’s Church has applied for a Raffle Permit to conduct a raffle on 12-10-06. Motion by Waller, seconded by Gottenborg to adjourn the meeting to 10-24-06 at 5:30 p.m., Council Chambers, City Hall. The purpose of the meeting is to consider the Fire Hall Committee’s building recommendation. Motion passed unanimously. Glenys Ehlert, CMC Clerk-Treasuer
