CITY OF PELICAN RAPIDS COUNCIL MEETING MINUTES-10-24-06
The City Council of the City of Pelican Rapids met in a meeting continued from 10-09-
06. Mayor Wayne Runningen, Council Members Ben Woessner, John E. Waller, III,
Richard Peterson and David Gottenborg were present. No one was absent.
Administrator Don Solga, Clerk-Treasurer Glenys Ehlert, City Attorney Greg Larson, Fire
Chief Trevor Steeves, Ross Wamre, Brian Olson, Jesse Hoadley, Judy Marko, Arnie
Cox, Kelley Gorman of the Pelican Rapids Press and Ronald E. Dick of Design-7 P.C., of
Fargo, N.D. were also present.
Mayor Runningen reconvened the meeting, continued from 10-09-06 meeting. He reviewed
the two items the Council would be considering at this meeting: Purchase Agreement for Fire
Truck and Fire Hall Building Committee.
Motion by Waller, seconded by Gottenborg to remove all statements and rescind motion
regarding the Fire Truck made on 06-12-06. Motion passed unanimously.
The Fire Service Agreement calls for a majority of the members to approve capital expenses.
Motion by Gottenborg, seconded by Waller to approve purchase of a 2007 Fire Tanker Truck
on a lease/purchase agreement from Daimler/Chrysler in the amount of $143,920.16, paid
over a five year period by annual payments in the amount of $28,784.03, with an interest rate
of 6.130%. This decision is based on return of approval forms, which have been received
from cities and townships, of a majority of the members of service area, and subject to
written confirmation from Daimler/Chrysler that there are no additional costs to the City
beyond the five year lease as outlined. Motion passed unanimously.
Fire Chief Trevor Steeves reviewed the meeting held on 10-23-06 of the Fire Hall Building
Committee. A majority of the cities and townships recommended a steel frame building for
the Fire Hall.
Motion by Gottenborg, seconded by Woessner to remove all statements and rescind motion
made on 08-29-06, regarding Eugene Hansen P.E. and the construction of a post and frame
building for a Fire Hall. Motion passed unanimously.
Ronald E. Dick of Design-7 P.C. was present to discuss a proposal to prepare biddable
documents for a steel frame building for the Fire Hall. He usually works with Ulteig
Engineers to prepare the mechanical and electrical portion of the building specifications. His
concept is to find one contractor and that contractor will arrange the sub contractors.
Ronald Dick’s proposal will include a review of the bids and a written recommendation
regarding the low bidder. Administrator Don Solga requested clarification of the two site
visits per month by Design-7 P.C. and two total site visits by each engineering
consultant. One monthly inspection by Design-7 P.C. will be scheduled subsequent to pay
request. Total lump sum fee for these services is $43,500. Administrator Don Solga said he
has provided a copy of this agreement to City of Pelican Rapids Building Official David
Neisen. Neisen is very comfortable with his role in this process. He will be doing the plan
review and inspecting the building during construction.
Ronald Dick described a project list he will provide for the project.
Motion by Gottenborg, seconded by Waller to accept the recommendation of the Fire Hall
Building Committee for construction of a steel frame building for the Fire Hall. Motion
passed unanimously.
The City’s budget has economic development money set aside in the 2006 and 2007 budgets
that could be used to pay these design costs until the project is financed.
Motion by Gottenborg, seconded by Woessner to enter into an agreement for biddable
documents with Design-7 P.C. for construction of a steel frame building for a Fire
Hall. Motion passed unanimously.
Administrator Don Solga discussed the proposed property for the location of the Fire
Hall. John Larson has offered to donate the property at 200 South Broadway to the City
of Pelican Rapids. City Attorney Greg Larson said the City should consider, fire hall aside,
whether they wish to accept the donation of the property.
Ability to clear site and soil borings are two items to consider. The City may want to accept
the property as a gift not necessarily tied to construction of a fire hall.
Motion by Peterson, seconded by Waller that the City Attorney draw up an agreement
between the City of Pelican Rapids and John Larson for the donation of property at 200
South Broadway, contingent on appropriate releases to clear site and satisfactory soil
borings. Motion passed unanimously.
City Attorney Larson suggested that the City should enter into agreements on adjacent
properties at the same time, contingent on the conveyance of the John Larson property
donation.
Motion by Waller, seconded by Gottenborg to have the City Attorney draw up purchase
agreements on Ell and Schleske property, subject to soil borings and contingent on the
conveyance of the John Larson property. Motion passed unanimously.
Motion by Peterson, seconded by Woessner to authorize soil borings on all properties at the
City’s expense. Motion passed unanimously.
