Transit and Transportation Briefing Jeff Tyne, City Manager, outlined the Study Session item and introduced Erik Strunk, Deputy City Manager. Mr. Strunk provided an overview of the 2018 Transit and Transportation Update including: • Importance of connecting the City through transportation • Funding sources for transportation projects Mr. Strunk introduced Cathy Colbath, Transit Manager; Adina Lund, Development and Engineering Director; and Kevin Burke, Public Works Director. City Council Meeting Minutes October 16, 2018 Page 2 of 11 Ms. Colbath presented regarding the City’s current transit services and an update on the 83rd Avenue fixed route, which is increasing in ridership. Discussion ensued regarding total ridership for Fiscal Year 2018. Ms. Colbath presented regarding the Happy Valley Circulator Route proposal and a recent modification to the Happy Valley Circulator proposal in order to reduce costs. Discussion ensued regarding: • Parking in order to utilize the circulator routes hours of operation • Whether the City will be purchasing buses for the circulator • Utilizing buses during off hours for other services • Plans for addressing needs for retirement communities in northern Peoria • Proposition 500 • Ridership analysis for the proposed route • 83rd Avenue bus route funding discrepancies • Whether the City will be addressing the funding discrepancies with Valley Metro to lessen the financial impact to the City • County land along 83rd Avenue and potential traffic issues • Number of Dial-a-Ride buses owned by the City Ms. Colbath continued regarding: • Bus shelter implementation update • Peoria Park and Ride project Discussion ensued regarding the location for the Park and Ride. Ms. Lund presented regarding: • Overview of Proposition 400 regional funding for freeway, arterial roadways and public transportation projects • Key transportation projects • Freeways • Arterial enhancements • Public transportation Discussion ensued regarding projects included in original funding sources and projects included during subsequent rebalancing. Proclamation Recognizing October 14-21, 2018 as Peoria Film Week Jennifer Stein, Office of Communications Director, provided an overview of the inaugural Peoria Film Festival to be held at Harkins Arrowhead Fountains October 19- 21, 2018. Mayor Carlat read aloud a Proclamation declaring October 14-21, 2018 as “Peoria Film Week”. Mayor Carlat presented the Proclamation to Jason Carney, Phoenix Film Foundation Executive Director. 3. Proclamation Recognizing Hit and Run Awareness Vice Mayor Finn provided the background on “Joey’s Law” passed during the 2012 Legislative Session that increased penalties for hit-and-run drivers. Jesse Romero, Jr., whose son Joey was the victim of a fatal hit-and-run accident in Peoria in 2010, campaigned for stiffer penalties for hit-and-run drivers. Vice Mayor Finn read aloud a Proclamation on behalf of Governor Douglas A. Ducey declaring October 2018 as “Arizona Hit and Run Awareness Month”. Vice Mayor Finn presented the Proclamation to Mr. Romero and his family. A public safety video to increase awareness of hit-and-run accidents was displayed. CONSENT AGENDA: All items listed with a “C” are considered to be routine or have been previously reviewed by the City Council, and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember so requests; in which event the item will be removed from the General Order of Business, and considered in its normal sequence on the Agenda. Mayor Carlat announced that the Consent Agenda included a Public Hearing on a liquor license application for Biscuits Cafe located at 8877 West Thunderbird Road. There were no requests from those present to address this agenda item. Mayor Carlat announced that Agenda Item 8C was being removed from the agenda for discussion and possible action at a future City Council meeting. Mayor Carlat asked if any Councilmember wished to have an item removed from the Consent Agenda. Having no requests from Council, motion was made by Vice Mayor Finn, seconded by Mayor Pro Tem Hunt, to approve the Consent Agenda with the exception of Agenda Item 8C. Rezoning, Springdale Center at Trianna Park, 88th Avenue and Thunderbird Road Concurred with the Planning and Zoning Commission's recommendation and adopted ORD. 2018-31 approving the Major Planned Area Development (PAD) Amendment to the Trianna Park PAD, generally located south of the southwest corner of Thunderbird Road and 88th Avenue. 6C. Grant, Arizona Department of Homeland Security, Statewide Disaster Response Program (a) Accepted two grants from the Arizona Department of Homeland Security in the amount of $55,867; and (b) Approved a budget adjustment in the amount of $55,867 from the Proposed Grants Contingency account to the Homeland Security Fund. 7C. Acceptance of Grant, State Grants-in-Aid, System Wide Library Professional Development and Audio CD Material for Sunrise Mountain Library (a) Accepted the State Grants-in-Aid funding in the amount of $8,138 administered by the Arizona State Library, Archives and Public Records to provide system- wide professional development funding for both libraries to expand the audiobook CD collection at Sunrise Mountain Library; and (b) Authorized a budget amendment in the amount of $6,138 from the Proposed Grant Contingency account to the Library Materials and Subscriptions account and in the amount of $2,000 to the Training/Meeting-Local account, for a total of $8,138. Clerk’s Note: Agenda Item 8C was removed from the Consent Agenda for action at a future Council Meeting. 8C. Intergovernmental Agreement, Flood Control District of Maricopa County, Recreational Use of the New River Dam for Paloma Community Park, Lake Pleasant Parkway and Dixileta Drive City Council Meeting Minutes October 16, 2018 Page 6 of 11 9C. Intergovernmental Agreement, Peoria Unified School District, Peoria Police Department Pipeline Internship Program Authorized the City Manager to execute an Intergovernmental Agreement with the Peoria Unified School District (PUSD) to participate in an unpaid pipeline internship program providing law enforcement training to students of the PUSD Career and Technical Education (CTE) Works Law Enforcement Program. 10C. Memorandum of Understanding, City of Glendale Police Department, National Integrated Ballistic Information Network Program Participation Authorized a Memorandum of Understanding with the City of Glendale Police Department to utilize the National Integrated Ballistic Information Network Program. 11C. Expenditure Authority, Sports Complex Improvement Reserve Fund, Backstop Netting Expansion Project (a) Authorized expenditure authority from the fund balance in the Sports Complex Improvement Reserve Fund (generated from Spring Training ticketing surcharges) for additional funds in the amount not to exceed $100,000, to complete the backstop netting expansion improvement project at the Sports Complex stadium; and (b) Authorized a budget transfer for the netting expansion improvement project at the Sports Complex, not to exceed $100,000. 12C. Replat, Building A2 Arrowhead Business Park, Kelton Lane and 87th Avenue Approved a Replat of Building A2, Arrowhead Business Park, located on Kelton Lane and 87th Avenue, subject to stipulations. 13C. PUBLIC HEARING - Liquor License, Biscuits Cafe, 8877 West Thunderbird Road Recommended approval to the State Liquor Board for a New Restaurant (Series 12) Liquor License for Biscuits Cafe located at 8877 West Thunderbird Road, Kyle E. Preston, Applicant, LL#20020689. City Council Meeting Minutes October 16, 2018 Page 7 of 11 REGULAR AGENDA New Business: 14R. PUBLIC HEARING - Rezoning, Life Time Fitness Peoria, 67th Avenue and Happy Valley Parkway Chris Jacques, Planning and Community Development Director, presented regarding a request to approve a Major Amendment to the Terrazza Center Planned Area Development related to the current zoning entitlement to increase the maximum building height and modification of sign standards for Lots 7 through 9. Information included: • Site and area context • Conceptual development plan • Conceptual site rendering • New development standards • General Plan land use and zoning maps • Public outreach • Key findings Public Hearing Mayor Carlat opened the Public Hearing and asked if any Councilmember or citizen wished to comment on the proposed Major Planned Area Development Amendment. Elissa Driver, Katie Roe and Danny Mikhail, Peoria residents, addressed Council in support of the proposed amendment to allow for the development of a new Life Time Athletic Center. Michael Zimmerman, Attorney with Berry Riddell LLC, representing the applicant, addressed Council regarding the hours of operation related to the outdoor amenities. Having no additional requests from those present to address this item, Mayor Carlat declared the Public Hearing closed. Council Action: Motion was made by Councilmember Binsbacher, seconded by Vice Mayor Finn, to concur with the Planning and Zoning Commission's unanimous recommendation and adopt ORD. 2018-32 approving the Major Planned Area Development (PAD) Amendment to the Terrazza Center PAD, generally located at the southwest corner of 67th Avenue and Happy Valley Parkway. PUBLIC HEARING - Rezoning, Granite Hills, Dysart Road and Ridgeline Road Chris Jacques, Planning and Community Development Director, presented regarding a request to rezone a 40-acre site located south of the southeast corner of Dysart Road and Ridgeline Road for a new single-family subdivision in northwest Peoria. Information included: • Site and area context • General Plan land use and zoning maps • Conceptual development plan • Public outreach • Key findings Public Hearing Mayor Carlat opened the Public Hearing and asked if any Councilmember or citizen wished to comment on the proposed rezoning. Having no requests from those present to address this item, Mayor Carlat declared the Public Hearing closed. Council Action: Motion was made by Councilmember Binsbacher, seconded by Councilmember Edwards, to concur with the Planning and Zoning Commission's recommendation and adopt ORD. 2018-33 approving the rezoning of approximately 40 acres located south of the southeast corner of Dysart Road and Ridgeline Road from Suburban Ranch (SR-43) to Granite Hills Planned Area Development (PAD). Upon vote, the motion carried unanimously 7 to 0. 16R. Naming of a Special Area at Rio Vista Community Park John Sefton, Parks, Recreation and Community Facilities Director, provided an overview of the request to name the Huey Helicopter area and Peoria Veterans Memorial at Rio Vista Community Park as the “Senator John McCain Vietnam Veterans Memorial Plaza”. Mr. Sefton reported there has been strong community support and interest in honoring Senator McCain’s extraordinary military service and dedication to public service. A video presentation highlighting the 2017 dedication of the expanded Veterans Memorial was displayed. City Council Meeting Minutes October 16, 2018 Page 9 of 11 Mr. Sefton read aloud a quote from Senator McCain’s 2008 republican presidential nomination speech that would be displayed on a pedestal in the plaza. Mr. Sefton recognized Tad Snidecor, Veterans Memorial Board Chairperson, and Jerry Johnson, a member of the Parks and Recreation Board, who were instrumental in vetting the concept in accordance with Council Policy 3-4 Naming of Parks, Recreation Facilities and Special Areas. Motion was made by Councilmember Patena, seconded by Councilmember Edwards, to name the Huey Helicopter area and Peoria Veterans Memorial at Rio Vista Community Park as the “Senator John McCain Vietnam Veterans Memorial Plaza”. Upon vote, the motion carried 7 to 0. Call To The Public (Non-Agenda Items) None. Reports from City Manager: 17. Reports A. Update on Recent Solid Waste Route Change Kevin Burke, Public Works Director, reported on the recent changes to the residential trash and recycle collection routes implemented by the Solid Waste Division. B. Special Awards and Recognitions Rick Buss, Economic Development Services Director, announced that two Peoria manufacturers, TYR Tactical and Novembal were named "Arizona Manufacturer of the Year, medium and small categories respectively, by the Arizona Manufacturers Council. Mr. Buss reported that the City of Peoria has been named the Global Business City of the Year by the Global Chamber of Phoenix and the No. 1 Place to Live in Arizona by Money Magazine. C. Arizona Forward Environmental Excellence Awards Jeff Tyne, City Manager, announced that the City received the prestigious Crescordia award at Arizona Forward’s 2018 Annual Environmental Excellence Awards ceremony held on October 6, 2018. The City received the award for Energy and Technology Innovation for the Police Patrol Services Building construction project. City Council Meeting Minutes October 16, 2018 Page 10 of 11 Reports from City Council: Council Youth Liaison Johnson reported on upcoming Youth Advisory Board events. Councilmember Patena reported on the various City of Peoria activities he attended, including a ride-along with Police Chief Miller in the Ironwood District, the Peoria Firefighters Charities Golf Tournament, and a Parkridge Homeowners Association community event. Councilmember Patena congratulated all of the award recipients. Councilmember Binsbacher reported on her attendance at Arizona Forward’s 2018 Environmental Excellence Awards ceremony. Councilmember Binsbacher expressed her pride in representing a City committed to environmental excellence and responsible sustainable growth and development. Councilmember Binsbacher reported on her experience during a ride-along opportunity with Police Chief Miller in the Mesquite District and an educational community water festival for fourth grade students held at Alta Vista Park on October 10, 2018. Councilmember Binsbacher stated she is proud to be a member of a City Council honoring Senator McCain by naming the “Senator John McCain Vietnam Veterans Memorial Plaza” at Rio Vista Community Park. Vice Mayor Finn echoed Councilmember Binsbacher’s sentiments on the “Senator John McCain Vietnam Veterans Memorial Plaza”. Vice Mayor Finn reported on his experience during a ride-along opportunity with Police Chief Miller in the Palo Verde District and his participation at the Peoria Firefighters Charities Golf Tournament. Councilmember Edwards reported on a ride-along opportunity with Police Chief Miller in the Willow District. Councilmember Edwards recognized the Solid Waste Division for achieving a 99.96 percent compliance rate after changes to the residential trash and recycle collection routes were implemented. Mayor Pro Tem Hunt acknowledged the progress in the West Valley regarding transportation since being elected to the City Council in 2002. Mayor Pro Tem Hunt expressed her enthusiasm for the 83rd Avenue bus route and the Happy Valley Circulator Route. Mayor Pro Tem Hunt announced the launch of a seed library program at the Peoria Main Library and Sunrise Mountain Library. Mayor Pro Tem Hunt encouraged residents interested in reserving a garden box in the Community Garden to contact the Neighborhood and Human Services Department. Mayor Pro Tem Hunt invited residents to attend the Explore the Library event to be held at the Peoria Main Library on October 20, 2018. Mayor Pro Tem Hunt reminded residents to attend a community meeting on October 17, 2018 at the Community Center regarding Maricopa Integrated Health System’s Primary and Specialty Care Center currently under construction in the Acacia District. Councilmember Leone reported on the Parkfest! event held at Country Meadows Park on October 6, 2018. Councilmember Leone urged residents to participate in an upcoming Shred-a-Thon to be held at Country Meadows Elementary School on Saturday, October 27, 2018 beginning at 8:00 a.m. City Council Meeting Minutes October 16, 2018 Page 11 of 11 Reports from the Mayor: None.
