CITY OF PEORIA, ARIZONA PINE CONFERENCE ROOM December 8, 2020 A Regular Meeting of the Council Boards and Commissions Subcommittee of the City of Peoria, Arizona, was convened by Subcommittee Chair Michael Finn in an open and public session at 8401 W. Monroe Street, Peoria, Arizona on December 8, 2020 at 5:30 p.m. Members Present: Subcommittee Chair Michael Finn, Subcommittee Member Jon Edwards Members Absent: Subcommittee Member Bill Patena Other Municipal Officials Present: Vanessa Hickman, City Attorney (by Telephone); Rhonda Geriminsky, City Clerk; John Sefton, Parks, Recreations and Community Facilities Director; Christine Nickel, Human Resources Director; Chris Jacques, Planning and Community Development Director; Lorie Dever, Planning Manager; Chris Hallett, Neighborhood and Human Services Director (by Telephone); Dede Gaetz, Human Resources Manager; Bill Moss, Recreation Supervisor; Andrea Collica, Recreation Leader I; Karen Calivas, Economic Development Operations Specialist; Kelsea Holian, City Clerk Specialist II; and Irene Charlez, Council Assistant. Audience: Six members of the public were in attendance. Note: The order in which items appear in the minutes is not necessarily the order in which they were discussed in the meeting. Consent Agenda: Motion was made by Subcommittee Member Edwards, seconded by Subcommittee ChairFinn, to approve the consent agenda. Upon vote, the motion carried unanimously, 2-0. 1 C. Minutes Approved the minutes of the September 15, 2020 Council Boards and Commissions Subcommittee meeting as part of the consent agenda. NEW BUSINESS 2 R. Board and Commission Review Chris Hallett, Neighborhood and Human Services Director and Bill Moss, Recreation Supervisor provided an overview of the composition, powers, duties and activities related to the Arts Commission and the Youth Advisory Board. 3 R. Board and Commission Interviews Council Boards and Commissions Subcommittee December 8, 2020 Page 2 The Subcommittee interviewed Stephen Heise for possible appointment to the Citizens Commission on Salaries for Elected City Officials. The Subcommittee interviewed Vernon Bridges for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Tobechukwu Okeke for possible appointment to the Historic Preservation Commission. The Subcommittee interviewed Penny Hulse for possible appointment to the Planning and Zoning Commission. The Subcommittee interviewed Shelby Duplessis for possible re-appointment to the Historic Preservation Commission. The Subcommittee interviewed Michael Mitchum for possible appointment to the Industrial Development Authority. 4 R. Authorization to Hold an Executive Session Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Chair Finn, to authorize the holding of an Executive Session for the purpose of discussions regarding: a) Board of Adjustments b) Citizens Commission on Salaries for Elected City Officials c) Historic Preservation Commission d) Planning and Zoning Commission Upon vote, the motion carried unanimously, 2-0. Subcommittee Chair Finn recessed the meeting to go into Executive Session at 6:01 p.m. EXECUTIVE SESSION 5. An Executive Session was convened for the purpose of discussion or consideration of appointments; or discussion or consideration of records exempt by law from public inspections; or discussion or consultation for legal advice with the attorney or attorneys of the public body regarding board or commission member vacancies on the following: a) Board of Adjustments b) Citizens Commission on Salaries for Elected City Officials c) Historic Preservation Commission d) Planning and Zoning Commission Council Boards and Commissions Subcommittee December 8, 2020 Page 3 Subcommittee Chair Finn reconvened the meeting in an open and public session at 6:17 p.m. NEW BUSINESS - CONTINUED 6 R. Board and Commission Vacancies l Discussion and possible action to appoint, reappoint, recruit, or schedule interviews for various City Boards and Commissions including, but not limited to, Board of Adjustments, Citizens Commission on Salaries for Elected City Officials, Economic Development Advisory Board, Historic Preservation Commission, Industrial Development Authority, Parks, Recreation and Community Facilities Board, Personnel Board, Planning and Zoning Commission, and Veterans Memorial Board Board of Adjustments Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Chair Finn to move Adam Bow from an alternate member to a regular member, for a partial term to expire December 30, 2021 Upon vote, the motion carried unanimously, 2-0. Citizens Commission on Salaries for Elected Officials Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Edwards to appoint Stephen Heise as a regular member, for a term to expire December 30, 2024. Upon vote, the motion carried unanimously, 2-0. Economic Development Advisory Board By consensus, the Subcommittee asked staff to schedule interviews with Marc Valenzuela, Frank Bornstein and Edward Molina. Historic Preservation Commission Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Chair Finn to re-appoint Shelby Duplessis as a regular member, for a term to expire December 30, 2024 Upon vote, the motion carried unanimously, 2-0. Motion was made by Subcommittee Member Edwards, seconded by Subcommittee Member Finn to appoint Tobechukwu Okeke as a regular member, for a term to expire December 30, 2024.  Council Boards and Commissions Subcommittee December 8, 2020 Page4 Upon vote, the motion carried unanimously, 2-0. Industrial Development Authority Board Motion was made by Subcommittee Chair Finn, seconded by Subcommittee Member Edwards to appoint Michael Mitchum as a regular member, for a term to expire June 30, 2024. Upon vote, the motion carried unanimously, 2-0. Parks, Recreation and Community Facilities Board By consensus, the Subcommittee asked staff to schedule interviews with Matt Graves, Tisha Tulle-Webber, and Donald Singer. Personnel Board By consensus, the Subcommittee asked staff to schedule interviews with Jane Cicinelli; Frank Priore, Kempton Bailey, Janiece St. Cyr and Heather Milton. Planning and Zoning Commission By consensus, the Subcommittee asked staff to schedule interviews with Brad Shafer, Joy Waitman, and Geoffrey Rabinovich.
