1. Call to Order
The meeting was called to order at 6:00 p.m.

No minutes were available for review.
4. Approval of Agenda
Agenda was amended to include a hearing on the proposed work at 221 Bollingbrook Street if time
permitted on motion by Wynn, seconded by Malon. The motion passed unanimously.
5. Public Information Period
No public comments were received or offered.
6. Consent Agenda (Administrative Approval Requests)
The following requests were approved on motion by Malon, seconded by Yates, which passed
unanimously:
a) 305 North Sycamore Street (Old Towne District) – Remove and replace patio fence
with 36-inch picket; install 5-foot fence on rear of property
b) 148 North Sycamore Street (Courthouse District) – Install one-square-foot vinyl sign
on door and window
c) 133 South Market Street (South Market Street District) – Install 42-inch -tall picket
fence in front yard
d) 22 Corling Street (Poplar Lawn District) – Repair and replace exterior wood rot; replace
siding like-for-like
e) 625 Grove Avenue (Old Towne District) – Replace asphalt shingle roof like-for-like
f) 28 East Fillmore Street (Poplar Lawn District) – Replace metal, standing seam roof,
like-for-like
g) 113 North Sycamore Street (Courthouse District) – Install approximately 17.5-square-
foot sign over front door
i) 29 Centre Hill Court (Centre Hill District) – Replace siding like-for-like

The following request was approved on motion by Wynn, seconded by Malon following
discussion by the Board on the height of the proposed fencing. The motion passed
unanimously:
h) 29 West Tabb Street (Courthouse District) – Install 42-inch-tall wood frame/lattice
fencing around trash carts in front yard
7. Request(s) for Certificate of Appropriateness:
a) 640 West Washington Street (T.P. 023-19-0003) Folly Castle Historic District;
Owner: Ida Gonzalez and Francisco Munoz-Gonzalez; Applicant: Amalia Munoz-
Gonzalez
Request: Remove existing roof and install tin-plated iron, terne-coated stainless steel, or
terne roofing.
Action: Approved with condition that like-for-like materials be used if possible with
thermoplastic polyolefin (TPO) patching being allowed in areas not visible. Motion made
by Malon, seconded by Wynn; passed unanimously.
b) 805 West High Street (T.P. 009-07-0011) Battersea/West High Street Historic
District; Owner/Applicant: Amy Blalock (Damon)
Request: Install 12’ x 28’ lofted-barn-style shed in rear yard.
Action: Approved as presented on motion by Hartsock, seconded by Wynn; passed
unanimously.
c) 135 South Market Street (T.P. 022-18-0010) South Market Street Historic District;
Owner: Creative Century Realizations; Applicant: Mario Suarez
Request: Install 12’ x 16’ storage shed in rear yard and fence around perimeter.
Action: Approved as presented on motion by Wynn, seconded by Malon; passed
unanimously.
d) 224 South Jefferson Street (T.P. 022-60-0012) Poplar Lawn Historic District; Owner:
Haley Enterprises, LLC; Applicant: Michael Haley
Request: Demolish detached garage in rear yard.
Action: Approved as presented on motion by Yates, seconded by Malon; passed
unanimously.
e) 207 Liberty Street (T.P. 022-22-0017) Poplar Lawn Historic District; Owner: Haley
Enterprises, LLC; Applicant: Michael Haley
Request: Repair and replace exterior wood rot; replace siding like-for-like; repair/replace
windows
Action: Approved with conditions that 1) Hardie Plank siding would be utilized, 2)
windows on the front façade would be retained and repaired, and 3) windows on secondary
facades to be replaced with Andersen Fibrex or Marvin Ultrex composite windows.
Motion by Hartsock, seconded by Yates; approved unanimously.
f) 319 East Fillmore Street (T.P. 021-06-0008) Poplar Lawn Historic District;
Owner/Applicant: Celeste Wynn

Request: Demolish existing corrugated metal shed and install new shed in rear yard; extend
existing fencing
Action: Approved as presented on motion by Malon, seconded by Hartsock; passed 4-0-1
(Wynn abstained).
g) 9 North Sycamore Street (T.P. 011-28-0009) Courthouse Historic District;
Owner/Applicant: Anstey King
Request: Restore original storefront; remove aluminum storefront and install pine-treated
wooden double-door, cornice, display and transom windows
Action: Request was deferred until May meeting with request that applicant provide
scaled, architectural drawings clearly showing the proposed concept and scope of work.
Motion by Yates, seconded by Hartsock; passed 4-0-1 (Battiston abstained).

Owner/Applicant: Avocado Management, LL C/O Dave McCormack**
Request: Total rehabilitation/restoration of existing structure; applicant seeking approval
for selective demolition prior to full application.
Action: Approved as presented following discussion on review and approval of plans by
Department of Historic Resources. Motion by Malon, seconded by Wynn; passed
unanimously.

10. Work Session:
Staff Announcements:
Mr. Crews informed the Board that staff was working to complete minutes from older meetings
that had not been approved and recorded. Mr. Crews stated the minutes would be brought over the
coming months for review and approval as they are completed.
Mr. Crews introduced Jennifer Bagnall who was hired as Zoning Inspector for the City. The Board
discussed Ms. Bagnall’s background in property maintenance and her familiarity with the historic
districts due to her time working in the City’s Neighborhood Services Department.

Mr. Crews announced that the new Preservation Planner, Soren Granger, had accepted the City’s
employment offer and would be starting in June. Mr. Crews stated he would continue to be the
point of contact for the Board presently.
Ms. Siodmok announced that the Planning Department had applied for two grants through the
Department of Historic Resources. The first application would be to hold a Commission Assistance
and Mentoring Program (CAMP) training for the Board through the National Alliance of
Preservation Commissions (NAPC) and the second application would be for an update to the
Historic District Design Guidelines. Ms. Siodmok stated that the Department had also budgeted
for the CAMP training and may be able to fund the training itself if needed and noted that the
training would likely be held sometime in 2025.
