shifting door. (OH) Change plans. (JY) Get recommendation but since whole action new doesn’t
matter.
Result: Approve simplified porch columns, move north walls in, 1/1 windows. Repair windows,
maybe new storm windows (interior storms on front suggestion)

There is one remaining wooden window on the house, on the first-floor front elevation. The applicant states
that when purchased, all the windows were vinyl on the house, except for one remaining wooden window,
which is on the front elevation but setback from the façade. The other exception being this window opening
in question which had no window. The applicant has purchased a vinyl window to match the others and
wishes to use it due to moisture concerns because the room is a bathroom.
Since there was no window present, the installation of vinyl cannot be considered an in-kind replacement. As
per the Design Guidelines, the use of vinyl windows is inappropriate.

building which is unstable. Applicant proposes to
deconstruct it and use the bricks elsewhere on the
project, and reconstruct it later. This has been
approved by DHR.

This wall is minimally visible from public right of way, it may have been connected to the building at one time
but that section close to the building has partially collapsed. DHR informed the applicant of an unofficial
approval, with the condition that a mortar analysis is undertaken and the wall will match the appearance of
the old wall when it’s rebuilt. The wall does appear to be old, although staff is unsure of the age, but
reconstructing it as per DHR’s recommendations would be acceptable. Applicant should provide a general
timeframe for when reconstruction is expected.
In-kind window sill replacement is acceptable, but staff would prefer the applicant provide documentation of
their condition and confirmation that the sills will match the original in dimension.

There is a partial boundary wall at the property which is damaged to an extent where it cannot be repaired.
We're proposing to dismantle the wall, use the bricks to make repairs on the main building (the bricks match in

Denial of the Addition Based on 7.R, Approval of Renovation Based on Chapter 4
Staff believes part of this cluster of additions, likely the taller one-story portion with a chimney closest to the
house, was built prior to 1908, and potentially original to the house. Applicant removed the non-original
additions and due to the old portion’s deteriorated state and the changes made to it, some of its historic
integrity has been lost.
If the new large addition is approved, staff asks that some consideration is made to shift the new side door
over to the location of the current side door, the use of simplified columns on the new side porch, as well as
one over one windows. The use of LP smart siding is appropriate, but windows must be wood, wood with
aluminum cladding, or a composite. Staff suggests keeping the chimney bricks for potential use elsewhere in
the project. The addition should be constructed in a way that won’t damage the main house.
Other repairs and renovations on the house are in-kind and appropriate.

The applicant recently acquired 117 S Jefferson St. (Jan 24th, 2024) and seeks to start stabilization and selective demolition of
a seriously deteriorated and compromised rear portion of the structure the structure prior to starting a comprehensive
restoration and preservation of the dwelling, including construction of a rear addition. The applicant has included elevation
drawings and a plan outline showing the intention for restoration of the dwelling within this application.
Demolition: The applicant seeks to demolish a seriously deteriorated assemblage of additions that were, over time, added to
the rear of the original early 20th-century house at 117 S Jefferson St. As shown in attached photos taken both from across the
street and from the front sidewalk, the additions are not prominent, but have partial visibility at an oblique angle from the street
on one side of the house. The additions are in extremely poor condition with rotten roof rafters and extensive termite damage.
Later add-ons were poorly constructed from the beginning, with mis-aligned floor and ceiling heights, and dubious/likely
non-code-compliant construction methods in some cases. The applicant seeks to demolish the cobbled-together additions and
replace with new construction more appropriate for the house that will make the project economically feasible: enabling the
addition of modern kitchen, bathroom, and mechanical spaces within the rear addition - minimizing impact on the integrity of
interiors within the original 2-story portion of the house.
Restoration: The applicant seeks approval for restoration and historic preservation of the existing 2-story dwelling according to
the attached elevations showing intent. The existing front porch is beyond repair and an administrative approval was granted for
it's removal. It will be rebuilt to its original design and dimensions, incorporating saved elements, including the cyma recta
profiled trim at eaves, and existing engaged half-round columns. The proposed plan includes fabricating new porch columns to red outline shows the
exactly match the existing half-round elements that survive. The porch will be built using primed and painted wood, with a additions applicant seeks to
medium gray-colored standing seam roof (seams less than 1" tall). Porch decking will be a high-quality composite, and the demolish as seen from
porch ceiling done with painted yellow-pine bead board. Porch piers will be brick and a part lime-based colored mortar to match S. Jefferson St
the existing house brick.
The existing wood siding, trim, and decorative cornice brackets will be patched and repaired, old paint scraped and coated with
a stabilizing primer, and repainted. The house will be painted with a proposed color scheme of buff trim, light buff/beige siding,
and Spanish red windows and doors (see attached elevations). Existing windows are in fair to poor condition, but will be
preserved and restored - re-glazed with the existing lites of glass preserved as much as possible. Original exterior doors do not
survive, but appropriate paneled painted wood exterior doors will be used (see attached elevations). Existing brick foundation
piers and brick infill between piers will be re-pointed with a suitable part lime-based mortar with color to match the original
mortar. The existing original standing seam roof and built-in gutters will be repaired and repainted if possible - if the roof is
determined to be beyond repair, it will be replaced with a medium gray-colored standing seam roof (seams less than 1" tall). .
Rear Addition: The applicant seeks approval for a two-story rear addition to replace the existing dilapidated structures at the
rear of the dwelling. The addition will increase the total dwelling area by 584sf above the current dwelling area - the additional
area is necessary to accommodate fully modern kitchen, bath, and mechanical spaces and is essential for the economic
success of the overall rehabilitation project.
The proposed addition is not prominent from the street, but will be partly visible at an oblique angle from the street and
sidewalk. The addition will be clad in painted board-and-batten with 6"-wide corner boards and a skirt board on a brick
foundation (brick color tone chosen to match the original house). Board and batten is chosen as a contrast to the existing
house's clapboard siding, to establish difference between new and old, and will be a high-quality wood-print composite such as
LP Smartside. Windows will be single-hung sash type with two-over-two simulated divided lite (SDLs) muntins with proportions
to match the existing house windows. The addition includes a small porch and kitchen entry door. The roof will be a hipped roof
done in standing seam metal in a medium gray. See attached elevations and proposed plan outline on attachment pages 5-8 of
this submission.
