Staff request to implement a program to help City residents identify and address early signs of
disrepair in historic districts; Motion to approve by Joe Yates, Louis Malon seconded.

Staff request for approvals to be granted to Preservation Planner; All approved except for murals;
Larry Murphy motions, Joe Yates seconded.
c. 530 University Boulevard
Request by Code Compliance Department for consultation on demolition of 530 University
Boulevard; Motion to demolish made by Louis Malon, Bill Hartsock seconded.
d. 225 High Street
Discussion regarding ongoing construction of addition on the rear of 225 High Street; to present
2019 plans at November 13th meeting.

BACKGROUND
Article 35, Section 16 of the City’s Zoning Ordinance states::
“The owner of any building or structure, which is located within a historic area, shall keep
such structure properly maintained and repaired. The degree of maintenance and repair
hereby required, is that degree sufficient to prevent all permanent damage to the structural
components and /or the exterior by any foreseeable force, including but not limited to
weather, fire and termites. The board is hereby empowered to require such owner to
discharge this duty…”

PROPOSED PROCESS
a. The preservation planner will coordinate with the City’s Zoning Inspectors to conduct
monthly inspections of the historic districts to identify any potential issues using the
Protective Maintenance Checklist (see attached). Based on the proposed schedule, staff
would inspect one or two districts monthly, with the exception of Poplar Lawn, which
would be inspected over the course of two months.
b. On properties where issues are identified, the Preservation Planner will send out a
courtesy notice including the checklist specifying the issues. The courtesy notice would
request an abatement plan for addressing the issues be submitted to the Preservation
Planner within 30 days.
c. If an abatement plan is not submitted, or issues are not addressed in the agreed upon
timeframe, the Preservation Planner will consult with the Architectural Review Board or
Board Designee.
d. The Board or Designee will direct staff to either continue to work with the property
owner or to issue a formal zoning violation for the remaining issues.
REQUESTED ACTION
Staff is requesting the Board to take the following actions:
a) Motion to direct staff to begin implementation of protective maintenance programming
beginning in January 2025
b) Motion to designate a single Board member as consultant to staff regarding progress on
ongoing cases and whether formal violations need to be pursued.

Your property is in a Local Petersburg Historic District, which means you're a partner to
the City in preserving and maintaining the integrity of our historic structures. Proper
maintenance of structures in a historic district is key for avoiding problems which can cause
significant damage and there are certain standards to preserve and upkeep your property. You're
being contacted because one or more features on your property are showing early signs of
disrepair. Please see the attached checklist for specific issues identified.
Please note this is not a formal violation, but instead is a notice that issues are present that may
lead to a violation if not addressed per Article 35, Section 16 of the Petersburg Zoning
Ordinance.
To address these issues and avoid violation, please submit an abatement plan, including a
scope of work and timeline for repairs within thirty (30) days.
The abatement plan can be submitted by email or brought in-person to the Planning &
Community Development Department office on the third floor of City Hall room 304, 135 N
Union Street; there is no fee.
It is not the intent of this notice to dictate architectural features or styles but rather to point out
there are a range of solutions and simple forms of upkeep for your property. There are
