Meeting was called to order at 6:00pm 2. Approval of Agenda Action: Agenda was approved. 3. Review of Minutes Action: Incorrect date; Approved by Bill Hartsock, seconded by Celeste Wynn. 4. Public Information Period No public comments were received. 5. Consent Agenda (Administrative Approval Requests) No administrative approvals. 6. Requests for Certificate of Appropriateness: a. 119 Central Park; Poplar Lawn Historic District; Owner/Applicant: Alfred Washington- Replace asphalt shingle roof. Approval motioned by Bill Hartsock, seconded by Larry Murphy. b. 416 Third Street; Old Towne Historic District; Owner/Applicant: Light Touch LLC- Total renovation. Approval motioned by Joe Yates; Celeste Wynn seconded. c. 214 S Adams Street; Poplar Lawn Historic District; Owner/Applicant: Carol Williams- Roof replacement. Replacement was rejected; however, the roof can be painted a different color as submitted. Bill Hartsock motioned. d. 111 N. Jefferson Street; Centre Hill Historic District; Owner/Applicant: Claude Burns- Historic plaque. Approval motioned by Larry Murphy; seconded by Celeste Wynn. e. 848-850 W High Street; Battersea Historic District; Owner/Applicant: William Fitzhugh- Duplex renovation. Approval motioned by Bill Hartsock; seconded by Larry Murphy. f. 243 S Adams Street; Poplar Lawn Historic District; Owner/Applicant: Christopher White- Replace steps. Must have risers and Richmond rail. Approval motioned by Joe Yates; seconded by Celeste Wynn. g. 424 N Market Street; Old Towne Historic District; Owner/Applicant: Marco DeLasCasas- New door, sconces, and pavement repaved. Approved as long as all doors are alike, then no other COA is needed. Approval motioned by Bill Hartsock, seconded by Larry Murphy. h. 115 Central Park; Poplar Lawn Historic District; Owner/Applicant: Michael Green- Replace vinyl windows. Have three months to replace windows with approved windows. Larry Murphy motioned to approve. i. 233 Bartow Alley; Courthouse Historic District; Owner/Applicant: Rosalyn Ollivierra-Replace metal roof with TPO roof. Joe Yates recommends replacing the roof with TPO due to DHR designating it as non-contributing. Larry Murphy seconded. j. 521 S Sycamore Street; Poplar Lawn Historic District; Owner/Applicant: Luciano Diaz- Restoration work includes new Hardie plank siding, restore windows, restore metal roofing, paint siding/trim and add an asphalt driveway. Addition demolition. Deferred. 7. Old Business: a. 225 High Street – enclosed room was not approved; needs new COA 8. New Business: a. Franklin and Sycamore, Tabb and Market – aluminum on windows 9.
