Minutes Architectural Review Board Wednesday, January 8th, 2025 Multi-purpose, Petersburg Public Library 201 W. Washington St. 6:00 p.m. In attendance: Larry Murphy, Joe Battiston, Louis Malon, Bill Hartsock, Joe Yates Absent: Dino Lunsford, Celeste Wynn 1. Meeting was called to order at 6:00pm 2. Approval of Agenda Action: Agenda was approved. 3. Review of Minutes December 2025 Minutes approval motioned by Louis Malon, seconded by Larry Murphy. 4. Public Information Period No public comments were received. 5. Requests for Certificate of Appropriateness: a. 646 Plum Street- Deferred b. 1130 W High Street- Move vinyl windows to the side of the house, put Fibrex composite or aluminum clad on the front of the house. Wood or fiberglass columns. Tongue and groove porch wood. Wood Richmond rail if wanted. Same roof color. Motioned for approval by Louis Malon, seconded by Joe Battiston. Note: COAs added in public information period due to lack of submissions: c. 833 W High Street- Addition added to back; same materials. Hardie plank siding. Aluminum clad windows. Approval motioned by Bill Hartsock and Louis Malon. d. 401 Grove Ave- Parking lot and setback approved. Motioned by Louis Malon, seconded by Bill Hartsock. 7. Old Business: 8. New Business: a. Administrative Approval Requests Approved - 225 High Street: Put up a 34” picket fence in the front yard. - 521 W Washington: In kind repair, paint the same color. - 456 Harrison: Fix railing, repair cracked walkway - 406 N Market: Replace asphalt shingle roof with like materials b. Discussion on administrative approval of certain murals: ARB approval only; no administrative. Motioned for approval by Louis Malon, seconded by Larry Murphy. c. Color Chart for Administrative Approvals: Any of the big paint companies; historic palettes recommended.

Approval of Agenda Action: Agenda was approved. 3. Review of Minutes Louis Malon approved; Bill Hartsock seconded. 4. Public Information Period No public comments were received. 5. Requests for Certificate of Appropriateness: a. 634 High Street; Old Towne Historic District; Owner/Applicant: Emerson Lopez & John Wesley- Porch restoration work and paint white trim black. Every attempt to be made to repair, if not match materials exactly. Approval motioned by Joe Yates, seconded by Louis Malon. b. 107 S Jefferson Street; Poplar Lawn Historic District; Owner/Applicant: Nelson Diaz Martinez- Fix siding, new front porch/steps, new gutters, new metal roof, cut down front tree, stabilize the building and add a new door. ARB deferred to Preservation Planner and Code Enforcement to work on an abatement plan first. Bill Hartsock motioned; Larry Murphy seconded. c. 215 Low Street; Old Towne Historic District; Owner/Applicant: Erica Kierulf- Replace original windows with aluminum clad windows. Approved four windows on the left and rear of house as they cannot be seen from the street. Deferred front and right-side windows for inspection. d. 430 Grove Ave; Old Towne Historic District; Owner/Applicant: Myron Contee- Replace damaged steps with new steps and a landing. Install new backyard fence (either 4-foot picket or 6-foot stockade). Stairs approval motioned by Joe Yates; Louis Malon seconded. e.5 21 S Sycamore Street; Poplar Lawn Historic District; Owner/Applicant: Luciano Diaz- Restoration work and addition demolition. Motion: Allow Hardie plank siding, paint, everything but demolition of rear addition and new porch. Defer demolition and porch. Motioned by Bill Hartsock, seconded by Louis Malon. Joe Yates opposed. f. 201 N Sycamore Street; Courthouse Historic District; Owner/Applicant: Urban Development Corp- Paint and parge the north exterior wall of the building. Repaint the first floor of the building. Paint will match the existing colors. The outline of the former building must still be represented after parging. Main Street discussion - Jeff Sadler from Main Street Petersburg talked about ongoing projects including the wayfinding and facade grants that will improve the historic downtown. e. 225 High Street - 2019 COA for back porch is valid; no new COA is needed. 8. Meeting was called to order at noon. 2. Inspection of Windows at 215 Low Street (Old Towne Historic District) Windows were inspected. Motion: Replace right side windows with aluminum clad, as they are not original to the house. The colors are arranged by location on the building, with a full list (name, number, and example) provided at the end of this section. The following color selections generally correspond to the recommendations by the City of Richmond’s Commission of Architectural Review (CAR). This document is intended to be a guide and, as such, can be expanded or contracted as CAR staff and commissioners find appropriate. Colors are for previously painted surfaces only.
