The Advance of the Petersburg City Council was held on Thursday, August 4, 2016, at the Multimodal Transit
Station in the Conference Room. Mayor Myers called the special meeting to order at 1:08p.m.
1. ROLL CALL:

CLOSED SESSION:
Acting City Attorney Mark Flynn, stated that it was City Council’s desire to enter into a closed session
under Section 2.2-3711.A (3) of the Code of Virginia under Subsection 3 for the consideration of the acquisition
of real property for a public purpose, or of the disposition of publicly held property, where discussion in an open
meeting would adversely affect the bargaining position or negotiating strategy of the public body, related to the
BB&T building, and pursuant to §2.2-3711(A)(7) consultation with legal counsel employed or retained by a
public body regarding specific legal matters requiring the provision of legal advice by such counsel, related to
the JCI contract.
Council Member Hart moved that the City Council go into closed session for the purposes noted by the
Acting City Attorney. The motion was seconded by Vice Mayor Parham. There was no discussion on the
motion, which was approved on roll call vote.
On roll call vote, voting yes: Coleman, Hart, Hill, Wilson-Smith, Parham and Myers; Abstain: Moore
City Council entered closed session at 1:10 p.m.
CERTIFICATION:
Council Member Hart made a motion to return City Council into open session. The motion was
seconded by Vice Mayor Parham. There was no discussion on the motion, which was approved on roll call
vote.
On roll call vote, voting yes: Coleman, Hart, Hill, Wilson-Smith, Parham and Myers; Abstain: Moore
Council Member Coleman made a motion to certify the purposes of the closed session. The motion

was seconded by Council Member Hart. There was no discussion on the motion, which was approved on roll
call vote.
On roll call vote, voting yes: Coleman, Hart, Hill, Wilson-Smith, Parham and Myers; Abstain: Moore

Council Member Hill made a motion to approve a 10% cut for the Acting City Manager and City
Assessor instead of a 20% cut. The motion was seconded by Vice Mayor Parham. There was discussion on
the motion.
Council Member Wilson-Smith made a substitute to look at salaries of everyone and look at actual data
before making a decision. The motion was seconded by Council Member Coleman. There was discussion on
the motion. On roll call vote, voting yes: Coleman, Hart, Moore, Wilson-Smith, Parham and Myers; Voting No:
Hill
7:48pm – until Closed Session
Assistant City Attorney Danielle Powell, stated that it was City Council’s desire to enter into a closed
session under Section 2.2-3711.A (1) of the Code of Virginia under Subsection 1 for discussion of appointment
of public officers, specifically the City Manager and City Attorney.
Council Member Hart moved that the City Council go into closed session for the purposes noted by the
Assistant City Attorney. The motion was seconded by Council Member Coleman. There was no discussion on
the motion, which was approved on roll call vote.
On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers
City Council entered closed session at 7:48 p.m.
CERTIFICATION:
Council Member Hart made a motion to return City Council into open session and certify, by roll call
vote, that only public matters lawfully exempted from open meeting requirements were discussed and that only
those matters contained in the motion for closed session were indeed discussed during that session. The

motion was seconded by Council Member Moore. There was no discussion on the motion, which was
approved on roll call vote.
