Minutes from the Petersburg City Council meeting held on: August 3, 2016 -1– ______________________________________________________________________________ The Special Meeting of the Petersburg City Council was held on Wednesday, August 3, 2016, at the Multimodal Transit Station. Mayor Myers called the special meeting to order at 2:00p.m. 1. ROLL CALL: Present: Council Member David R. Coleman Council Member Darrin Hill Council Member Brian A. Moore Council Member Treska Wilson-Smith Vice Mayor Samuel Parham Mayor W. Howard Myers Absent: Council Member John A. Hart, Sr. (arrived at 2:03pm) Present from City Administration: Assistant City Attorney Mark Flynn Acting City Manager Dironna Belton Clerk of Council Nykesha Jackson, CMC 2. PURPOSE: a. Presentation from the State Technical Assistance Staff. Ms. Belton introduced the speakers for the presentations. Richard D. Brown, Secretary of finance, gave a PowerPoint on the City’s finances. There was discussion among City Council Members, staff and Secretary Brown. David P. Rose, Senior Vice President and Manager of Public Finance at Davenport & Company, gave a PowerPoint presentation. There was discussion among City Council Members and Mr. Rose. David Eichenthal, Managing Director of The PFM Group, gave a PowerPoint presentation. There was discussion among City Council Members and Mr. Eichenthal. Vice Mayor Parham made a motion to take corrective budget actions on August 23, 2016, to lower the budget $10 to $15 million dollars. The motion was seconded by Council Member Hill. There was discussion on the motion, which was approved on roll call vote. On roll call vote, voting yes: Hart, Hill, Wilson-Smith, Parham and Myers; Voting No: Coleman and Moore Mayor Myers stated that they are reviewing application tomorrow and there was a need to have a citizen to serve on that committee. He asked the Clerk of Council how many citizens applied. Ms. Jackson stated that the person name was Mary Howard. Council Member Moore made a motion to select Mary Howard to be on the committee in reviewing the application process for City Manager and City Attorney. Motion dies due to lack of second. Mayor Myers spoke in regards to resolution of the City of Petersburg, Virginia endorsing S. 718 and H.R. 1621, the Petersburg National Battlefield Boundary Modification Acts. Mayor Myers read the draft resolution. Vice Mayor Parham made a motion to approve the resolution of the City of Petersburg, Virginia endorsing S. 718 and H.R. 1621, the Petersburg National Battlefield Boundary Modification Acts. The motion was seconded by Council Member Hart. There was discussion on the motion, which was approved on roll call vote. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Wilson-Smith, Parham and Myers 16-R-40 A RESOLUTION ENDORSING S. 718 AND H.R. 1621, THE PETERSBURG NATIONAL BATTLEFIELD BOUNDARY MODIFICATION ACTS. Council Member Moore made a motion to remove the citizen requirement from the application review process. The motion was seconded by Council Member Coleman. There was discussion on the motion, which was approved on roll call vote. On roll call vote, voting yes: Coleman, Hart, Hill, Moore, Parham and Myers; Voting No: Wilson-Smith 3.
