City of Petersburg VA COMMUNITY DEVELOPMENT BLOCK GRANT CDBG WORKSHOP DECEMBER 18, 2024 What is CDBG?  Community Development Block Grant program  HUD-Funded  Entitlement Community  3 National Objectives  Benefit to LMI persons  Elimination of Slums and Blight  Urgent Need  Entitlement Community  2024 Program Year: $582,410.00  Public Service (15%) Program Overview  Youth Services  Food Bank and Market  Parks and Recreational Facilities  Homeless Services Program  Non-Public Service (65%)  Parks and Recreational Facilities  Program Admin. (20%) Who’s Eligible to Apply? ❑ Non-Profits ❑ Government Entities Eligibility & Funding Levels ❑ For-Profit Businesses Average Funding Levels ❑ Public Service – $15,000 ❑ Critical Home Repair - $$100,000+ ❑ Non-Housing - $200-300k+ How are goals set for use of CDBG funds?  The Consolidated Plan sets the Consolidated Plan goals and objectives that will govern the use of funds for the CDBG program for the next five years.  Available on City Website.  Assessment of Community Needs  - based on public hearing of needs  The next five year consolidated plan is due August 2025. Community engagement and alignment with the city’s CONSOLIDATED comprehensive plan will determine types PLAN of projects such as: ❑ Critical Home Repair City Priorities ❑ Youth Services ❑ Parks and Recreational Facilities  Examples of NON-HOUSING COMMUNITY DEVELOPMENT NEEDS  Ending Homelessness & Prevention CONSOLIDATED  Senior Services PLAN  Youth Services  Services for Victims of Domestic Violence, Dating Violence, Sexual Assault or Stalking  Child Care services  Neighborhood Cleanups  Food Banks  Public Infrastructure Improvements  Employment Training  Recreational Facilities  Disaster Recovery Planning  Applications are reviewed and evaluated by the CDBG Advisory Board  The CDBG Advisory Board makes CDBG Process recommendations to the City Council  [see Draft CDBG Timeline] Draft CDBG Timeline 2025_2026 CDBG Timeline Cont’d How do I apply? ❑ The application will be available on the city Application Details website, along with the Consolidated Plan. ❑ The CDBG 2025 Application will open at 6:00 PM on 1/15/2025 ❑ http://www.petersburg- va.org/475/Community-Development- Block-Grant How do I apply?  Application  Attachments  Federal Tax Exempt Status Application  By-Laws Requirements  Articles of Incorporation  Documentation of Agreements with Other Agencies  List of Board of Directors & Executive Officers  Business or Strategic Plan  Personnel Manual  Procedures Manual  Other supporting documents (specify)  General information  Project location & description  Client eligibility (NEW)  Must demonstrate ability to document LMI Application beneficiaries (e.g., intake forms) Requirements  Client demographics  Must track demographics of beneficiaries  – provide data for all clients  Current & anticipated project match funds  Funding from other sources benefit  Organizational capacity  Must meet federal requirements for financial procedures, policies, and recordkeeping  Consistency with Consolidated Plan Application  Organizational threshold criteria Requirements  Site control/facility plans  ADA accessibility  Marketing strategy CDBG Performance Measures & Outcomes Objectives Outcomes Application Suitable Living Availability/Accessibility Requirements Environment Decent Affordable Affordability Housing Creating Economic Sustainability/Promoting Opportunities Livable or Viable Communities What Expenses are Eligible? Public Service:  Staff salary (indirect benefit)  LMI Direct Benefit (e.g. food) Activity Budget Sheet  Overhead Costs (e.g. rent) Housing Rehabilitation:  Rehab Costs  Project Delivery  Marketing & Outreach Timeliness: 80% expenditure by Q3 Application Tips:  Funding from other sources a benefit.  Applicant must be able to document all required client demographics (e.g. CDBG Application age, race, income, etc.)  Place emphasis on population(s) being served.  Answer ALL questions thoroughly.  Submit additional pages/attachments if space provided is not adequate.
