SPECIAL MEETING OF THE CITY COUNCIL
GEORGE FINA MUNICIPAL BUILDING - 314 EDMOND ROAD NORTHWEST
Tuesday, May 4, 2021 at 5:30 PM
MEMBERS PRESENT: Mayor Kurt Mayabb, Mayor Pro Tem Kevan Blasdel, Councilman
Austin Redus, Councilman Ron Cardwell, Councilman Jonathon
Hisey, Councilman Melissa Ashford
ABSENT: None
STAFF PRESENT: City Manager Jason Orr, City Clerk Jennifer Smith, City Engineer
Mary Elizabeth Moch, Community Development Director Scott
Garnand, City Secretary Arielle Garcia, and City Attorney Michael
Segler.
1. CALL TO ORDER – Mayor Kurt Mayabb called the meeting to order at 5:31pm
2. ROLL CALL – City Clerk Jennifer Smith called roll and a quorum was present
3. BUSINESS ITEMS –
a) Discussion, consideration and possible action authorizing the City Manager to
purchase up to 3,000 tons of asphalt millings at lowest, responsible price after
receiving sealed bids.
Councilman Jonathan Hisey addressed the council
Was this advertised to take bids? Why is this on the agenda? I want to be sure it was requested to the
mayor. I thought Kudron was the one who provided this? When was this advertised in the paper? What are we
approving?
City Manager Jason Orr addressed the council
Yes, we did advertise this. It was posted in the gazette last Thursday the 29th.
Mayor Pro Tem Kevan Blasdel addressed the council
It was requested by two councilmen, that is way it is on our agenda.
Councilman Ron Cardwell addressed the council
Kudron halls the materials we get them from Tj Campbell. Anything over $50,000 is advertised for bids.
Councilman Melissa Ashford addressed the council
This is on the agenda to be approved and discussed because that’s what you asked at the last meeting. The
City Manager Jason Orr is doing as you asked.
Councilman Jonathan Hisey made a motion to authorize City Manager Jason Orr to select responsible pricing to
be approved at next meeting. Councilman Ron Cardwell seconded the motion.

b) BUDGET WORKSHOP--Discussion, consideration and possible action on the
proposed budget for FY21-22
City Manager Jason Orr addressed the council
We are doing well keeping on tract. We have time to bring back if needed. We had a good year of Sales
tax and we got that cares act money. We can bring the savings down to 30% and use for these projects. Planning
Commission would like to do a new comprehensive plan for downtown. We have laid out these plans to be able
to expanded if needed in the next ten plus years. We have a new system called clear gov. it helps the public to be
able to see our budget and charts. We can draw from our savings; we just want to keep it at 30%.
Councilman Jonathan Hisey addressed the council
When were the notes for city hall set to be paid off? The citizens rejected the bond and the tax was rejected
as well. If we don’t pledge our own money than they will not either. We are politically tone deaf. We can take
1.5 million out of savings and still have 30%.
Mayor Pro Tem Kevan Blasdel addressed the council
The interest on this would be the first 4 years. The pay off would be 2048. We need to invest money into
the public works. I want to take out the bond service. There are restricted funs for capital improvement. We cannot
use those funds except for capital improvement. We have a project that is not yet completed. 1.35 million has
been committed to a project that has not been paid yet.
Councilmen Melissa Ashford addressed the council
Where do we get money to repair the roads? I don’t see the city getting a large jump in tax revenue.
Everyone wants something for nothing.
Councilman Ron Cardwell addressed the council
We have a million more this year than last. With that we can do 2 miles if we work with county to fix the
them. We need to do things the county way before we do something how Edmond or Norman do. Last mile project
we hired an inspector and what did we get?
A motion was not made for business item b. Business item b is tabled to be discussed at a special meeting.
