SPECIAL MEETING OF THE PIEDMONT CITY COUNCIL
GEORGE FINA MUNICIPAL BUILDING - 314 EDMOND ROAD NORTHWEST

MEMBERS PRESENT: Mayor Kurt Mayabb, Councilman Austin Redus
Mayor Pro Tem Kevan Blasdel, Councilman

ABSENT: None
STAFF PRESENT: City Clerk Jennifer Smith
1. CALL TO ORDER - Mayor Kurt Mayabb called the meeting to order at 9:01am
2. ROLL CALL - City Clerk Jennifer Smith called roll and a quorum was present
EXECUTIVE SESSION-
Mayor Kurt Mayabb made a motion to go into executive session at 9:03am to interview Mark Roath for Interim
City Manager. Motion was seconded by Mayor Pro Tem Kevan Blasdel.
VOTE WAS:
AYE: Councilman Austin Redus, Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
Councilman Ron Cardwell made a motion to recess executive session at 10:23am. Motion was seconded by
Councilman Austin Redus.
VOTE WAS:
AYE: Councilman Austin Redus, Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
Mayor Pro Tem Kevan Blasdel made a motion to go into executive session at 11:00am to interview Jim Crosby
for Interim City Manager. Motion was seconded by Councilman Jonathan Hisey.
VOTE WAS:

Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
Councilman Ron Cardwell made a motion to recess executive session at 11:56am. Motion was seconded by
Councilman Austin Redus.

NAYE: None
Mayor Pro Tem Kevan Blasdel made a motion to go into executive session at 1:58pm to interview Larry
Mitchell for Interim City Manager. Motion was seconded by Councilman Jonathan Hisey.

AYE: Councilman Austin Redus, Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
Councilman Ron Cardwell made a motion to recess to executive session at 3:24pm. Motion was seconded by
Austin Redus.

Councilman Melissa Ashford

a) Discussion, consideration and possible action of interviewing applicants discussing possible
contract terms and conditions, and hiring an Interim City Manager [ 25 OS sec. 307(b) (1)]
Councilman Austin Redus made a motion to reconvene to regular special meeting at 4:08pm. Motion was
seconded by Mayor Pro Tem Kevan Blasdel.
VOTE WAS:
AYE: Councilman Austin Redus, Mayor Pro Tem Kevan Blasdel,
Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
BUSINESS ITEMS –
a) Discussion, consideration and possible action of filling the position of Interim City Manager.
Mayor Pro Tem Kevan Blasdel made a motion to offer Mark Roath the Interim City Manager position for
$100,000 with benefits for one year. Motion was seconded by councilman Jonathan Hisey.
VOTE WAS:

Councilman Ron Cardwell, Councilman Jonathan Hisey, and
Councilman Melissa Ashford
NAYE: None
3. ADJOURN – Mayor Kurt Mayabb adjourned the meeting at 4:11pm
