CITY OF PIEDMONT – SPECAIL PARK & RECREATION BOARD George Fina Municipal Building 314 Edmond Road NW Wednesday, October 17, 2018 6:30 p.m. MEMBERS PRESENT: Chairman Dr. Paul Francel, Cory Cranfill, Rebecca Anderson and Abbie Hamblin MEMBERS ABSENT: Louann Trammel STAFF PRESENT: City Secretary Valorie Cumming 1) CALL TO ORDER – Chairman Dr. Paul Francel called the Parks and Recreation meeting to order at 6:41pm 2) ROLL CALL – City Secretary Valorie Cumming called roll and a quorum was present. 3) CONSENT AGENDA – All items on the consent agenda are non-controversial and may be approved by one motion. a) Approval of Minutes for the Park and Recreation meeting on August 15, 2018. Rebecca Anderson made a motion to approve the consent agenda. Motion was seconded by Cory Cranfill. The Vote was: AYE: Chairman Dr. Paul Francel, Cory Cranfill, Rebecca Anderson and Abbie Hamblin NAY: None 4) CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA – None 5) PUBLIC HEARING – Topics to include those items not listed in the agenda. None 6) BUSINESS ITEMS – a) Discussion about park cleanup and maintenance for spring 2019. Chairman Dr. Paul Francel addressed the board -they will hire someone full time to work on Park and other items for the City -no more renting the pavilion it is squatters rights only Rebecca Anderson addressed the board -is there a set time to clean up for the City -do we know what day the trash comes for pickup -boy scout troop wants to periodically do the clean-up and much appreciated  -will they reopen restrooms Cory Cranfill addressed the board -will this be a City Employee or contract employee b) Discussion on trails project. Chairman Dr. Paul Francel addressed the board -everything is approved -Tribune wrote a small article but want a bigger article -Danielle Sottelo eager to work and look for more -project will get a $300,000 grant and City will have to provide 20% -has to be off the beaten path -starts at Stout Road and follow along the stream then North of the development and cut along West of Golden Hills -part that is open in the trees will be 10 feet wide and paved and -want to get people involved to put up nature signs -don’t have a timeline -plan was created by Guernsey Engineering -it wasn’t listed as one of the major priorities on the plan however we follow the money -if we have any funds left from this I would like to bring it back towards Old Town Abbie Hamblin addressed the board -how long will the trail be Rebecca Anderson addressed the board -will it be called something in particular -do we have a timeline c) Discussion and possible action on events. 1. Tree Planting Day- rescheduled October 24 2. Hometown Halloween- October 27 3. Leisure Build Day- pushed off until the Spring Rebecca Anderson addressed the board -we will have a mulching day but we will set that at a later date -can we paint rocks that are Halloween and Thanksgiving themed -Abbie and I are working the booth will anyone else be able to come -we don’t have to do the booth the whole time -we have tables and chairs borrowed from the bank Chairman Dr. Paul Francel addressed the board -we will be ushering at the ballet and unable to go -got the stencils for marking the leisure build day -want to sit down with Abbie to create a plan on where it will all go -use basketball court for some of these items -Library will start buying components and people can borrow -since you are only spending $100 on Hometown Halloween we don’t need to vote on it just give it so me Cory Cranfill addressed the board -will be in Tulsa that day and unable to go Abbie Hamblin addressed the board -having a booth at Hometown Halloween -paint rocks and they can keep them -talked to Joyce and typically they give a small amount of money for candy however we can use that money for rocks -I think we have one volunteer to help maybe we can get a couple more -do we need to vote on a budget d) Discussion and possible action to approve 2019 meeting dates. Cory Cranfill made a motion to approve item d. Motion was seconded by Rebecca Anderson. The Vote was: AYE: Chairman Dr. Paul Francel, Cory Cranfill, Rebecca Anderson and Abbie Hamblin NAY: None 7) NEW BUSINESS – a) “New business,” as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. (25 O.S. 311a(9)) None 8) BOARD MEMBER’S COMMENTS – None 9) ADJOURN – Cory Cranfill made a motion to adjourn the Park and Recreation Board meeting at 6:59pm. Motion was seconded by Rebecca Anderson.
