CITY OF PIEDMONT – SPECAIL PARK & RECREATION BOARD George Fina Municipal Building 314 Edmond Road NW Wednesday, August 15, 2018 6:30 p.m. MEMBERS PRESENT: Chairman Dr. Paul Francel, Cory Cranfill, and Abbie Hamblin MEMBERS ABSENT: Rebecca Anderson and Louann Trammel, STAFF PRESENT: City Secretary Valorie Cumming 1) CALL TO ORDER – Chairman Dr. Paul Francel called the Parks and Recreation meeting to order at 6:37pm. 2) ROLL CALL – City Secretary Valorie Cumming called roll and a quorum was present. 3) CONSENT AGENDA – All items on the consent agenda are non-controversial and may be approved by one motion. a) Approval of Minutes for the Park and Recreation meeting on June 13, 2018. Chairman Dr. Paul Francel made a motion to approve the consent agenda. Motion was seconded by Cory Cranfill. The Vote was: AYE: Chairman Dr. Paul Francel, Cory Cranfill, and Abbie Hamblin NAY: None 4) CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA – None 5) PUBLIC HEARING – Topics to include those items not listed in the agenda. None 6) BUSINESS ITEMS – a) Discussion and possible action to add a bad weather amendment to the Park Rental policy. Chairman Dr. Paul Francel addressed the board -people can receive money back or apply the money to another day Corey Cranfill addressed the board -add letter h -if event needs to be canceled due to inclement weather you will receive a refund or elect to reschedule Abbie Hamblin addressed the board -ok with adding the amendment Corey Cranfill made a motion to approve his addition stated above. Motion was seconded by Abbie Hamblin. The Vote was: AYE: Chairman Dr. Paul Francel, Cory Cranfill, and Abbie Hamblin NAY: None b) Discussion and possible action for a senior leisure area install day. Chairman Dr. Paul Francel addressed the board -mid to late September -put in horseshoes, shuffle board, cornhole toss, tether ball etc. -we will be painting these ourselves with stencils -probably take a full day -boy scouts want to plan out gaga ball Abbie Hamblin addressed the board -is someone going out and marking before we put down stencils and paint c) Discussion and possible action for a picket install day. Chairman Dr. Paul Francel addressed the board -we had people order pickets after the deadline and wonder when theirs would go up -we will send in order in October -coincide with senior leisure day and fall landscape day d) Discussion and possible action for a fall planting landscape day. Chairman Dr. Paul Francel addressed the board -we are looking at 10/13 or 10/27 -wanted to discuss now as we don’t have a meeting before then -have a group of people come together and knock it all out in one day 7) NEW BUSINESS – a) “New business,” as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. (25 O.S. 311a(9)) None 8) BOARD MEMBER’S COMMENTS – Chairman Dr. Paul Francel addressed the board -lots of things going really well with park and lots of things not -bathrooms are disgusting -not getting clean, no toilet paper, getting clogged -City Manager Jason Orr closed the bathrooms until we figure out a better way -panels on fence are out -recycling bin lids off -think we need to tether them down -splash pad has a big leak -will have to close the pad down -landscaping is a concern due to watering  -we need to get a group of people that are willing to go out and water -I nominate Rebecca Anderson to promote dates to help -park was chosen as one of the top 5 inclusive parks in metro -100% of the splash pad, 80% of the park, 50% of the athletic area -counselor at high school is interested in a skate park -can we bring more ideas to next meeting on making things inclusive -we can take recycling on a non-recycling day without getting arrested Abbie Hamblin addressed the board -people are putting trash in the recycling bins and it was nasty going threw -started working on a logo and will get Friends of the Park group going -we need to make sure as we are putting things in we are utilizing the space properly for future builds Charo Guillory addressed the board -parks have received grants to help make parks blind friendly -sidewalks have an edge to help with canes, inspirational painting that depict deaf art, brail screwed onto pickets etc. -will be meeting with Trey Thompson next week to brainstorm -need space between courts for those with disabilities as well as lounging area -look into a kiosk that is interactive 9) ADJOURN – Cory Cranfill made a motion to adjourn the Park and Recreation Board meeting at 7:31pm. Motion was seconded by Chairman Dr. Paul Francel.
