CITY OF PIEDMONT – PARK & RECREATION BOARD City of Piedmont Police Department 400 Edmond Rd NW Wednesday, October 21, 2020 6:30 p.m. MEMBERS PRESENT: Chairman Dr. Paul Francel, Abbie Hamblin, & Shelly Williamson MEMBERS ABSENT: Rebecca Anderson & Charo Guillory. STAFF PRESENT: City Secretary Arielle Garcia and Community Development Director Scott Garnand. 1) CALL TO ORDER – Chairman Paul Francel called the meeting to order at 6:30pm 2) ROLL CALL – City Secretary Arielle Garcia called roll and a quorum was present 3) CONSENT AGENDA – All items on the consent agenda are non-controversial and may be approved by one motion. a) Approval of Minutes for the Park and Recreation meeting on October 2019, December 2019, February 2020, June 2020. Board Member Shelly Williams addressed the board I cannot approve these because I have not seen the minutes. They were not attached to this agenda when sent to us. Chairman Paul Francel addressed the board I second what Shelly Williams Said. We are unable to approve something we have not seen. We will need to bring this back next month for approval. A motion was not made for item a of the consent agenda. 4) CONSIDERATION OF ITEMS REMOVED FROM THE CONSENT AGENDA – None 5) PUBLIC HEARING – Topics to include those items not listed in the agenda. None 6) BUSINESS ITEMS – a) Discussion, consideration, and possible action on the Girl Scout Park. Chairman Paul Francel addressed the board The Girl Scouts park is coming along tremendously. Things have been running smoothly, I am very excited for the outcome. A motion was not made for business item a. b) Discussion, consideration, and possible action on the new Senior Playground Chairman Paul Francel addressed the board  The Senior park is almost finished. We have a few things to do or change and we will be ready for a grand opening. I think many people will enjoy the Senior park and use it often. The Library would like to do a grand opening on this park, a date has not been set due to COVID. A motion was not made for business item b. c) Discussion, consideration, and possible action on the Piedmont Trails Project Chairman Paul Francel addressed the board Trails are almost finished. We need to put up signs. I would like to get some benches out there soon – that will come after the trails open. I know a few board members had wanted to put in a couple bird feeders, that is a wonderful idea we should do. A motion was not made for business item c. d) Consider, discuss, and take action on the American Flag 🇺🇸 pole project Shelly Williams addressed the board So just to brief everyone on this item, The Egal Scouts have reached out and want to put a flap pole in at the park. He has plans to get funding and how he will put it in. I was thinking we would put it by the park sign. We already have a light there so it would look great. Chairman Paul Francel addressed the board We may need to get permits, plans to provide to the city, and I would like more details on how this would be funded. I know it would cost a couple thousand. The park does not have money in our budget for this, however I would love for The Eagle Scouts to do this, we will need a plan for funding.
