CITY OF PIEDMONT – MEETING OF THE PARK & RECREATION BOARD George Fina Municipal Building 314 Edmond Road NW Wednesday December 21st, 2022 6:00 P.M. MEMBERS PRESENT: Jason Barry, Barbara Walker, and Billy Saunders MEMBERS ABSENT: None STAFF PRESENT: City Manager Josh Williams & City Secretary Morgan Clark 1) CALL TO ORDER – Designated meeting leader Jason Barry called the meeting to order at 6:08 pm. 2) ROLL CALL- City Secretary Morgan Clark took role. 3) CONSENT AGENDA- All items on the consent agenda are non-controversial and may be approved by one motion. a. Approval of Minutes October 19th, 2022 b. Approval of 2023 Park and Rec Meeting Dates Billy Saunders made a motion to approve items A&B. Barbara Walker seconded this motion. VOTE WAS: AYE: Barbara Walker, Jason Barry, and Billy Saunders NAY: NONE 4) BUSINESS ITEMS – A. Discussion and possible action to identify other parks and rec. properties. This item was completed.  B. Solutions on Park Safety, Health and Security items. No action. City Secretary follow up with Christen on OGE and the light poles at the park. JJ, Public Works director remove the balance beam from the Girl Scout Park. C. Discussion and possible action on new potential board members. No action. Keep looking for new board members. D. Discussion and possible action on the city attorney’s thoughts on park and adult supervision. What constitutes as ‘adult’ supervision? No action. E. Discussion and possible action on getting access to water park funds being held by F&M bank. City Manager Josh Williams stated that the Piedmont Community Park was winterized. Jason Barry to contact Phil. Tabled for next meeting. F. Discussion and possible action on Friends of the Park online sign-up. The board has to have the signup ready the April Meeting. This item was tabled. G. Discussion and possible action on finding donors for Girl Scout Troop 285 for the approved recycling project at the community park. Waiting on material list. This project has to be completed by March 2023. H. Discussion and possible action on Boy Scout and Girl Scout activities for the parks. Possible flag pole and need helpers for trash at the park. 5) NEW BUSINESS – “New business,” as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting. (25 O.S. 311a(9)) Discussion on opening the park and doing the park checklist. Barbara Walker made a motion to move the February Park and Rec meeting to February 8th, 2023. Billy Saunders seconded that motion. VOTE WAS: AYE: Barbara Walker, Jason Barry, and Billy Saunders NAY: NONE 6) BOARD MEMBER’S COMMENTS – No comments. 7) ADJOURN – Jason Barry motioned to adjourn the meeting.
