PLANNING COMMISSION MEETING Piedmont Civic Center 314 Edmond Road Northwest Monday, October 7, 2019 at 6:30 PM MEMBERS PRESENT: Commissioner Craig Eidson, Commissioner Jeff Rycroft, and Chairman Richard Felton. ABSENT: Commissioner Bryan Seale and Commissioner Robin Hopkins. STAFF PRESENT: Community Development Supervisor Kayla Cornett, City Secretary Valorie Cumming, and City Attorney Mike Segler. 1. CALL TO ORDER- Chairman Richard Felton called the meeting to order at 6:30pm. 2. ROLL CALL- City Secretary Valorie Cumming called roll and a quorum was present. 3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be approved by one motion for items. a) Approval of Minutes for the Planning Commission meeting held July 1, 2019. b) Approval of Minutes for the Planning Commission meeting held August 5, 2019. Commissioner Craig Eidson made a motion to approve the consent agenda. Motion was seconded by Commissioner Jeff Rycroft. The Vote was: AYE: Commissioner Craig Eidson, Commissioner Jeff Rycroft, and Chairman Richard Felton. NAY: None 4. CONSIDERATION OF ITEMS REMOVED FROM CONSENT AGENDA None 5. Community Development Supervisor Kayla Cornett addressed the board -just south of the racoe building -split into 2 lots we will call North and South and zoning is C2 -meets 2030 comp plan Commissioner Craig Eidson made a motion to approve item b. Community Development Supervisor Kayla Cornett addressed the board -agrees with 2030 comp plan Rob Duvall addressed the board -2-acre site -will have 12 gas pumps with a Casey’s convenience store -open from 6a-11p -employee 20-25 employees Commissioner Craig Eidson made a motion to open the public hearing at 6:36pm. Chairman Richard Felton addressed the board -will have access from Edmond and Piedmont Road -have a kitchen with hot food Commissioner Jeff Rycroft addressed the board -where are some current locations Rob Duvall addressed the board -we have locations in small towns from North Dakota to Texas -we prefer populations of 20,000 or less -open on Sundays Commissioner Craig Eidson made a motion to approve item d. Motion was seconded by Commissioner Jeff Rycroft. The Vote was: AYE: Commissioner Craig Eidson, Commissioner Jeff Rycroft, and Chairman Richard Felton. NAY: None e) Discussion and consideration on lot split and lot deed language in the City of Piedmont Subdivision Regulations. Chairman Richard Felton addressed the board -we have had requests in past to clean up language -where does 3-5 lot split plat stop in regards to lot line adjacent on the next page -rename to lot split plat application -allowing only 1 lot split -how far back do we look to see about this is it per year, per owner etc. need to define better -top of second column if deemed necessary by Chairman and Planning Commission -want objectiveness taken out of this -required certified survey boundary -would like samples of other small towns to look at -OKC allows lot split by owner up to 3 lots up to minimum size -maybe rewrite to not limit to 1 -must have access to a road so we don’t have land lock or private access issues -add language with minimum lot size per zoning -will bring back for discussion and possible action City Attorney Mike Segler addressed the board -Oklahoma City and Mustang have variations on this however Yukon doesn’t -this is attractive to property owners -hard to keep track of when splits happened due to turnover and records -when wanting to split must meet requirements of the zoning -if splitting into two lots go by this procedure but if more then you have to go in front of the Planning Commission but not the City Council -if we have large scale lot splits it should go in front of City Council Commissioner Jeff Rycroft addressed the board -requiring them to meeting zoning and frontage is important -do we have a big demand for this Community Development Supervisor Kayla Cornett addressed the board -concerned you have 40 acres split in half and break down to multiple lots but stay within zoning requirements which are ½ acre lots -it could be abused 7. NEW BUSINESS a) “New Business,” as used herein shall mean any matter not known about or which could not have been reasonable foreseen prior to the time of posting. (25 O.S. 311 a9) None 8. ADMINISTRATION REPORT- (Oral) City Manager, Engineer, Community Development, and Attorney. Community Development Supervisor Kayla Cornett addressed the board -trying to get ahold of people who are doing codification and see how much longer -took about 6 months last time to complete 9.
