AGENDA SUMMARY- PLANNING COMMISSION MEETING Piedmont Police Department 400 Edmond Road Northwest Monday, November 2nd, 2020 at 6:30 PM MEMBERS PRESENT: Chairman Richard Felton, Commissioner Craig Edison, and Commissioner Bryan Seale ABSENT: Commissioner Jeff Rycroft STAFF PRESENT: Community Development director Scott Garnand, City Secretary Arielle Garcia, and Attorney Michael Segler. 1. CALL TO ORDER- Chairman Richard Felton called the meeting to order at 6:31pm 2. ROLL CALL- City Secretary Arielle Garcia called roll and quorum was present 3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be approved by one motion for items. a. Approval of Minutes for the Planning Commission meeting held October 2nd 2020. Commissioner Bryan Seale made a motion to approve items of the consent agenda. Motion was seconded by Commissioner Craig Edison. Vote was: Aye: Chairman Richard Felton, Commissioner Craig Edison, and Commissioner Bryan Seale Nay: None 4. CONSIDERATION OF ITEMS REMOVED FROM CONSENT AGENDA None 5. HEARING OF CITIZENS- Topics to include those items not listed in the agenda. None 6. BUSINESS ITEMS a. Discussion, consideration, and possible action of PUD process and ordinance. Chairman Richard Felton addressed the board I wanted Community Development Director Scott Garnand to look over the application to make sure it is what we are needing. I like the idea of a Pre-application process. What happens is a PUD Expires? If the property is sold, does the PUD expire or stay with the property? What would be required for an amendment application? It takes five years for the builder/homeowner to get the plat going. After the five years, we will need an update on plans. At the time of acquiring a permit we need a design statement. City Attorney Mike Seagler addressed the board If the PUD expires, it can be rezoned. If the property is sold it will remain a PUD, unless the new owners do not want it to be so, in which case they can make an amendment. If property needs amending or rezoned staff can call me. Staff can make minor changes- they do not have to be listed in the ordnance but I can look into another City has done so. We can make a policy that states minor changes. We cannot put a time limit in an ordinance, we would have to have an expiration on the PUD. Community Development Director Scott Garnand addressed the board Is it a requirement or suggestion to have a pre-application? Commissioner Craig Edison addressed the board Some of the language on the PUB Ordnance seems redundant. Can we remove some of it? There are minor amendments listed in Broken Arrows ordnance. Do we also need to list the minor amendments in our ordnance for staff? Chairman Richard Felton made a motion to have a draft of ordnance made and brought back for action at the next meeting. Motion was seconded by Craig Edison. Vote was: Aye: Chairman Richard Felton, Commissioner Craig Edison, and Commissioner Bryan Seale Nay: None 7. NEW BUSINESS a. “New Business,” as used herein shall mean any matter not known about or which could not have been reasonable foreseen prior to the time of posting. (25 O.S. 311 a9) None 8. ADMINISTRATION REPORT None 9. COMMISSIONER’S COMMENTS None 10.
