AGENDA SUMMARY- SPECIAL PLANNING COMMISSION MEETING George Fina Building 314 Edmond Rd Northwest Monday, August 29th, 2022, 6:00pm MEMBERS PRESENT: Chairman Steve Bottkol, Vice Chair Patrick Scott, and Commissioner Kyle Cornman ABSENT: Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa STAFF PRESENT: City Manager Joshua Williams 1. CALL TO ORDER- Chairman Steve Bottkol called the meeting to order at 6:00pm 2. ROLL CALL- City Manager Joshua Williams called roll and a quorum was present. 3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be approved by one motion for items. 4. HEARING OF CITIZENS- Topics to include those items not listed in the agenda. a. There was no hearing of citizens. 5. BUSINESS ITEMS: A. Discussion and possible action on application for moving permit and building permit as it pertains to shed being relocated outside of Piedmont city limits to 65 6th St. NW, Piedmont, OK. (Pg.3) Vice Chairman Patrick Scott made a motion to approve the application. Commissioner Kyle Cornman seconded this motion. THE VOTE WAS: AYE: Chairman Steve Bottkol, Vice Chairman Patrick Scott, and Commissioner Kyle Cornman NAY: None B. Discussion and consideration on a part of Section Twenty-Nine (29), Township Fourteen (14) North, Range Five (5) West of the Indian Meridian, Canadian County, Oklahoma: COMMENCING at the Southeast corner of said Section 29; THENCE South 89°32'36" West along the South line of the Southeast Quarter of Section 29 a distance of 823.86 feet to the POINT OF BEGINNING; THENCE continuing South 89°32'36” West a distance of 495.15 feet to the Southwest corner of the Southeast Quarter of the Southeast Quarter; THENCE North 00°05’32” East along the West line of said Southeast Quarter of the Southeast Quarter a distance of 1319.53 feet to the Northwest corner of the Southeast Quarter of the Southeast Quarter; THENCE North 89°30'51" East along the North line of the Southeast Quarter of the Southeast Quarter a distance of 495.16 feet; THENCE south 00°05'32" West a distance  of 1319.78 feet to the POINT OF BEGINNING. Containing 653,397 square feet or 15.0000 acres, more or less. Chairman Steve Bottkol recommended that this item be tabled. Vice Chairman Patrick Scott stated that he wanted to see all the items …. Vice Chairman Patrick Scott motioned to table this item. Commissioner Kyle Cornman seconded this motion. ADMINISTRATION REPORT None 8. COMMISSIONER’S COMMENTS Vice Chairman Patrick Scott- “We need to be able to show people and talk with data. We need to show people visually how there’s distinction between the city limits and the school district. We need to use it in a way to build our strategy for how we could attempt to recruit commercial into Piedmont. I think we need to actually sit down and consider what that looks like. I spent some time reading around commercial recruitment and one of the things that I think, especially with us being more of an agricultural community, taking the approach of going out and trying to find an industrial or industrial agricultural company that has good pay that we can recruit into the City of Piedmont will help drive other recruitment into Piedmont. I think we need to look into that. WE need to be very intentional and proactive in this because what it really comes down to is we need to be able to talk to our citizens about the reasons the developments are being approved inside the city. We need to be able to have rooftops so we can bring more commercial in. Being able to address that through rooftop data is going to be extremely important. Plus, as we go out and recruit these businesses, we need to show that the city lays directly inside the school district. When they analyze rooftops to determine whether or not they are going to come to Piedmont, whether there is a work force, there is. The problem is when they ask us for rooftops, we are just giving them city information. We need to be giving them school district information. Everybody that lives in the school district is highly involved in the city. I would like us to get a little bit more proactive on this before we end the year.” Chairman Steve Bottkol- “I really appreciate Josh stepping on board and looking forward to working with Josh because its refreshing to have somebody that wants to make Piedmont better. My hat is off to you for making sur that gets done. You’ve already made a large impact and I’m looking forward to many years.” 2  9.
