AGENDA SUMMARY- SPECIAL PLANNING COMMISSION MEETING George Fina Building 314 Edmond Rd Northwest Monday, January 9th, 2023, 6:00pm MEMBERS PRESENT: Chairman Steve Bottkol, Commissioner Jeremiah Bryant, and Commissioner Jennifer Ochoa ABSENT: Vice Chairman Patrick Scott, Commissioner Kyle Cornman STAFF PRESENT: Community Development Director Julie Steele, City Manager Josh Williams, City Attorney Daniel McClure, and City Secretary Morgan Clark 1. CALL TO ORDER- Chairman Steve Bottkol called the meeting to order at 6:06pm 2. ROLL CALL- City Secretary Morgan Clark called roll and a quorum was present. 3. CONSENT AGENDA- All items on the consent agenda are non-controversial and may be approved by one motion for items. A. Approval of Regular Meeting Minutes on December 1st, 2022. Commissioner Jennifer Ochoa made a motion to approve all items on the consent agenda. Commissioner Jeremiah Bryant seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE 4. HEARING OF CITIZENS- Topics to include those items not listed in the agenda. There was no hearing of citizens. 5. BUSINESS ITEMS: MOTION TO OPEN PUBLIC HEARING Commissioner Jennifer Ochoa made a motion to open public hearing. Commissioner Jeremiah Bryant seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE A. Discussion, consideration, and possible action on the rezoning of Blugil Lake Addition. Julius Schmidt who resides in Bluegil lots 11-12 in Block 1 and Lots 1-6 in Block 2, spoke to the board. His family has owned the land since 1961 and is zoned A-1. Together, the lots he owns makes up 27.2 acres. He has livestock on his property including swine. If zoned to RE-1, the resident cannot have swine on his property. MOTION TO CLOSE PUBLIC HEARING Commissioner Jennifer Ochoa made a motion to close public hearing. Commissioner Jeremiah Bryant seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE A2. Discussion, consideration, and possible action on the rezoning of Blugil Lake Addition. Commissioner Jeremiah Bryant made a motion to table this item until March 6th, 2023. Commissioner Jennifer Ochoa seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE 2 MOTION TO OPEN PUBLIC HEARING Commissioner Jeremiah Bryant made amotion to open public hearing. Commissioner Jennifer Ochoa seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE B. Discussion, consideration, and possible action on the administrative zoning for 916 Meadowlark Lane NE. MOTION TO CLOSE PUBLIC HEARING Commissioner Jeremiah Bryant made a motion to close public hearing. Commissioner Jennifer seconded this motion. VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE B2. Discussion, consideration, and possible action on the administrative zoning for 916 Meadowlark Lane NE. Commissioner Jeremiah Bryant made a motion to approve the administrative rezone of 916 Meadowlark Lane NE. Commissioner Jennifer Ochoa seconded this motion. 3 VOTE WAS: AYE: Chairman Steve Bottkol, Commissioner Jeremiah Bryant and Commissioner Jennifer Ochoa NAY: NONE 6. NEW BUSINESS “New Business,” as used herein shall mean any matter not known about or which could not have been reasonable foreseen prior to the time of posting. (25 O.S. 311 a9) None 7.
