TOWN OF PINE LEVEL MINUTES OF REGULAR BOARD OF COMMISSIONERS MEETING DECEMBER 14, 2020 CALL TO ORDER Mayor Jeff Holt called the regular meeting of the Pine Level Board of Commissioners to order at 7:00 p.m. on Monday, December 14, 2020 at the Pine Level Town Hall. ROLL CALL √ Mayor Jeff Holt X Commissioner Greg Baker √ Commissioner Jimmy Garner √ Commissioner Phil Pittman √ Commissioner Bill Radford STAFF PRESENT: Police Chief Ashley Woodard, Recreation Coordinator Scottie Hayes, Fire Chief Brannan Barbee, Public Works Superintendent Ray Stuckey and Town Clerk Connie Capps. OTHERS PRESENT: Terry Rains INVOCATION AND PLEDGE Mayor Holt gave the invocation and Terry Rains led in the Pledge of Allegiance. AGENDA Motion to approve: Commissioner Bill Radford Second: Commissioner Jimmy Garner Vote: Unanimous APPROVAL OF MINUTES- November 9, 2020 Motion to approve: Commissioner Phil Pittman Second: Commissioner Bill Radford Vote: Unanimous PUBLIC COMMENT None. COMMITTEE REPORTS Planning Board- Zoning Administrator Scottie Hayes reported on the meeting held on December 9, 2020 with the Subdivision Review Committee concerning future subdivisions. RESOLUTION TO INVESTIGATE THE SUFFICIENCY OF A PETITION RECEIVED UNDER G.S. 160A-31 Mayor Holt stated a petition had been submitted to the town requesting contiguous annexation. Commissioner Pittman made a motion to adopt the resolution presented in order to direct the town clerk to investigate the sufficiency of the petition. Commissioner Bill Radford seconded the motion. The motion passed by unanimous vote. The resolution is incorporated into and made a part of these minutes by reference. Mayor Holt informed the board that the clerk would report back to the board in January. DEPARTMENT REPORTS Police- Chief Ashley Woodard stated that for many years the department has been having problems with speeders in the downtown area on Peedin Avenue. He said the speed limit is currently 35 mph along Peedin Avenue until Brown Street, then the speed limit is reduced to 20 mph. He said he had contacted NCDOT Traffic Engineer, Mark Manriquez to do some research since Peedin Avenue was a state-maintained road. Chief Woodard stated that Mr. Manriquez suggested 25 mph from the fire department side on Peedin Avenue to the stoplight on Highway 70-A. Mayor Holt suggested changing the speed limit on Peedin Avenue to 25 mph from one city limit sign to the other city limit sign, which is one mile. The board directed the Chief to have Mr. Manriquez proceed with this research and report back to the board. Commissioner Garner made a motion upon this request and Commissioner Pittman seconded the motion. The motion passed by unanimous vote. Recreation- Recreation Coordinator Scottie Hayes said no activities were going on at this time. Water and Sewer- Commissioner Phil Pittman gave a report from the meeting held on the Water and Sewer Project on December 3rd. He said everyone was happy with the progress. He stated some supplies that were previously ordered are on back order and they hoped this would not be an issue later. Public Works Superintendent Ray Stuckey stated he had noticed more grain trucks and dump trucks coming through the downtown area on Peedin Avenue more than usual. He said they are damaging the streets. He said he wasn’t aware of any road closings between Selma and Pine Level that would cause them to take the route downtown. It was suggested to have the Police Chief reach out to the Highway Patrol or DMV on checking the weight of the trucks. UNFINISHED BUSINES- Mayor Holt stated the Fireworks display will be held on Thursday night, December 31st at 8:00 p.m. at the Sam Godwin Recreation Park. Mayor Holt asked that Scottie Hayes publicize the information on the town signs, website, and Facebook page to get the information out to everyone. NEW BUSINESS Mayor Holt stated that a Resolution Adopting Cape Fear Regional Hazard Mitigation Plan had been submitted by Johnston County for adoption. A motion was made by Commissioner Jimmy Garner to Adopt the Resolution for the Cape Fear Regional Hazard Mitigation Plan and Commissioner Pittman seconded the motion. The motion passed by unanimous vote. The resolution is incorporated and made a part of these minutes. Fire Chief Brannan Barbee informed the board of an email he received from Sandy Wood with the Johnston County Emergency Management concerning additional funding for supplies, as well as an update concerning the COVID vaccines coming to Johnston County. The Chief also stated that the Santa Ride through Pine Level and the rural area was a success. MEETING ADJOURNED There being no further business to discuss, Commissioner Bill Radford made a motion to adjourn the meeting and Commissioner Jimmy Garner seconded the motion.
