TOWN OF PINE LEVEL MINUTES OF REGULAR BOARD OF COMMISSIONERS MEETING JANUARY 11, 2021 CALL TO ORDER Mayor Jeff Holt called the regular meeting of the Pine Level Board of Commissioners to order at 7:00 p.m. on Monday, January 11, 2021 at the Pine Level Town Hall. ROLL CALL √ Mayor Jeff Holt √ Commissioner Greg Baker X Commissioner Jimmy Garner √ Commissioner Phil Pittman √ Commissioner Bill Radford STAFF PRESENT: Assistant Public Works Superintendent Ken Wall, and Town Clerk Connie Capps. OTHERS PRESENT: Andrew Hodge and Charles & Dorothy Wood INVOCATION AND PLEDGE Mayor Holt gave the invocation and Commissioner Bill Radford led in the Pledge of Allegiance. MEETING SCHEDULE FOR 2021 Commissioner Bill Radford made a motion to adopt the following meeting schedule for the year 2021. The meetings are held the second Monday of each month at 7:00 p.m. Commissioner Phil Pittman seconded the motion. The motion passed by unanimous vote. January 11, 2021 May 10, 2021 September 13, 2021 February 8, 2021 June 14, 2021 October 11, 2021 March 8, 2021 July 12, 2021 November 8, 2021 April 12, 2021 August 9, 2021 December 13, 2021 AGENDA Motion to approve: Commissioner Phil Pittman Second: Commissioner Greg Baker Vote: Unanimous APPROVAL OF MINUTES- December 14, 2020 Motion to approve: Commissioner Bill Radford Second: Commissioner Greg Baker Vote: Unanimous PUBLIC COMMENT Residents Charles and Dorothy Wood who reside on East Main Street were present to express their concern of the flooding they experience when they receive heavy rains. Mrs. Wood stated that Moccasin Creek, which flows behind her house has not been cleaned out in a long time as well as the ditch tiles. She asked the board if there was anything the town could do or any grants that were available to help with the problem. Mayor Holt ask Ken Wall to check out the drainage tiles with the help from the fire department in case the tiles need blowing out. Mayor Holt stated there was no easy or quick fix for drainage problems in Pine Level, but the town will do what we can to help. He said they would also contact the Moccasin Creek Drainage Board concerning this problem. PROCLAMATION FOR “ALL IN RED WEEK” Mayor Holt read the Proclamation for “ALL IN RED WEEK which is February 5-12. He stated that February 5th marks the launch of an 8-day County-wide heart health awareness campaign entitled, “ALL IN RED”, presented by Johnston Health and Dr. Matthew Hook and organized by the Johnston Health Foundation. It is an opportunity to increase heart health awareness and to invite all Johnston County residents, business owners, and visitors to participate by wearing red on Friday, February 5, 2021 “NATIONAL WEAR RED DAY”. Mayor Holt encouraged everyone to support and participate in this event. Commissioner Bill Radford made a motion to adopt the Proclamation and Commissioner Greg Baker seconded the motion. The motion passed by unanimous vote. The Proclamation is included and made a part of these minutes. APPOINTMENT TO JOHNSTON COUNTY ECONOMIC DEVELOPMENT ADVISORY BOARD Mayor Holt informed the board that the position on the Johnston County Economic Development Advisory Board for Pine Level is up for consideration. He said Randy Jones has represented Pine Level on this board in the past and has reapplied for another term. Mayor Holt stated that the County needed a recommendation from the town for the appointment. Commissioner Bill Radford made a motion to recommend Randy Jones as the representative for Pine Level and Commissioner Greg Baker seconded the motion. The motion passed by unanimous vote. ANNEXATION REQUEST/ REZONING REQUEST FOR PINECREST SUB. Mayor Holt informed the board of an annexation request and a rezoning request that has been submitted to the town. He said the board would need to call for a public hearing to be held at the next meeting which will be on February 8, 2021 at 7:00 p.m. Motion to call for public hearing: Commissioner Phil Pittman Second: Commissioner Bill Radford Vote: Unanimous REPORTS FROM DEPARTMENTS Water and Sewer- Commissioner Pittman stated that Adam Stuckey was on schedule with the Water and Sewer Project. Streets- Ken Wall stated that all was going well. Recreation- Mayor Holt stated that the fireworks on New Year’s Eve went well. He said he had received good comments. He thanked the Fire Department for their services. He said we can have the fireworks on July 4th or New Year’s Eve again. UNFINISHED BUSINESS None NEW BUSINESS None MEETING ADJOURNED There being no further business to discuss, Commissioner Phil Pittman made a motion to adjourn and Commissioner Bill Radford seconded the motion.
